Land-Use Rights in Protected Areas to Be Granted Through Open Selection www.montsame.mn
A public call for project proposals to obtain land-use rights in specially protected areas has been announced.
Under amendments to the Law on Permits and Notifications and the Law on Special Protected Areas, which have been in effect since 2023, decisions on granting land-use rights in specially protected areas must be included in the annual land management plan and made through an open competitive selection process for project proposals.
In line with this requirement, the selection process is being conducted based on Government Resolution No. 45 on approving the list of land plots to be granted for possession or use nationwide in 2026, as well as the annual land management plan approved by the Minister of Environment and Climate Change of Mongolia.
The open selection process allows individuals and businesses to access information, submit project proposals and compete for the right to use land in protected areas in accordance with applicable laws and regulations. Successful applicants will be granted land-use rights for a specified period.
This round covers 513 hectares comprising 196 land plots across 15 specially protected areas. Detailed information on the plots has been made available through the electronic Land Exchange System.
The plots include 41 in Bogd Khan Mountain Strictly Protected Area, 44 in Gorkhi-Terelj National Park, 34 in Khuvsgul National Park, eight in Khorgo-Terkhiin Tsagaan Nuur National Park, and four in Onon-Balj National Park.
Applications will be accepted through the Land Exchange System at www.mle.mn until 6 p.m. on November 23.
Uranchimeg Ts, Head of the Protected Areas Policy Department of the Ministry of Environment and Climate Change, emphasized that land-use rights in specially protected areas are granted only for purposes permitted by law and for a specified period; ownership rights are not granted. She also noted that measures, including revocation of land-use rights, are taken in accordance with the law if land is not used for its legally designated purpose.
