2025 Mongolia Investment Climate Statement Released www.mn.usembassy.gov
Ulaanbaatar, September 26, 2025 – Today, the U.S. Department of State released the 2025 Mongolia Investment Climate Statement. The 2025 Statement presents a balanced assessment of the potentials and challenges that U.S. investors may face as they explore the Mongolia business environment.
The 2025 Mongolia Investment Climate Statement is also a resource for Mongolian government partners as they work to create fair business environments for both U.S. investors and Mongolian domestic investors.
As stated in the 2025 Mongolia Statement, “Mongolia’s frontier market and natural resources offer potentially lucrative opportunities for investors, but caution is warranted due to the country’s vulnerability to external economic and financial shocks, ineffective dispute resolution, and lack of input from stakeholders during rulemaking, and increased risk of expropriation.”
The United States recognizes and commends Mongolia for publicly acknowledging the importance of a predictable and transparent statutory and regulatory framework for the private sector. The United States encourages Mongolia to implement laws and regulations that would deliver on these public commitments to create a nurturing environment for the private sector, which is the beating heart of a vibrant, diversified economy.
During a meeting with the American Chamber of Commerce in Mongolia, U.S. Ambassador to Mongolia Richard L. Buangan emphasized “Mongolia’s economic growth needs to be private sector led. To achieve that growth, there needs to be a legal, regulatory and investment framework which attracts serious, responsible domestic and foreign private sector investment.”
