Siberian wildfire smoke causes PM levels to rise in some parts of Mongolia www.montsame.mn

Due to winds blowing from the north, clouds of smoke from the Siberian wildfires in Russia reached the central and eastern regions of Mongolia on August 4. With the air quality noticeably degrading from about 3 pm on August 4, the smoke began to clear out during the afternoon of the next day on August 5.
Air quality monitoring stations in Ulaanbaatar have detected that the average concentration of PM10 micro particles per hour reached 168 mkg/m3 during night time, with PM2.5 reaching 103 mkg/m3 as a result.
The hourly average concentrations of fine particulate matter was 38-69 mkg/m3 on August 4, which is 4-10 times more than the previous day, reported the National Agency of Meteorology and Environment.
However, the wildfire smoke entered the territory of Mongolia once again on August 7, reaching the capital city around midnight. The European Union’s Copernicus Atmosphere Monitoring Service (CAMS) website shows that the smoke is forecast to cover the central and eastern regions of the country until the middle of next week.

US push for green energy could strand $68 billion in coal, gas assets – report www.mining.com

S&P Global Market Intelligence released a new report Friday that estimates that $34 billion in coal plant investment and another $34 billion in new gas plant construction could be at risk.
Recent pollution control investments in the coal fleet may be unrecoverable, S&P reports, and new combined-cycle gas plants built in the Midwest over the last 10 years may also become uneconomic, putting an estimated $68 billion in investments at risk.
While the past decade has seen US electric sector carbon emission declines, attributable mainly to the substitution of coal generation with natural gas generation, recent pricing trends indicate further emissions reductions via this avenue are unlikely, S&P says.

The recent advancement of renewable mandates and regulatory support for retiring coal generation in parts of the country indicate that a new round carbon emissions reductions are on the horizon.
To meet ambitious decarbonization targets such as those in the Biden administration’s Clean Energy Standard, green energy will need to expand much more rapidly.
This push, S&P notes, could reduce the value of recent investments in pollution control equipment at coal plants.
According to the S&P Global Environmental Project Database, over 100 coal power plants totaling 130 GW – more than half the existing US coal-fired fleet – have undergone or are planning to undergo environmental retrofits in some form.
The financial hit of different types of retrofits can vary substantially but retrofits on larger plants to address multiple types of emissions can cost well over $1 billion, S&P reports.
A review of markets with strong renewable mandates and carbon emissions pricing indicates much of the US fleet of recently built natural gas generation could come under pressure as well.
This week, President Joe Biden announced plans to call for half of all vehicles sold in the US to be capable of emissions-free driving by the end of the decade, an ambitious goal that automakers say can only be achieved with bigger government investment in charging stations and other infrastructure.

Saeid Mollaei: Now, I am Mongolian www.news.mn

The first part of Mongolia’s Olympic team arrived back (4 August) from Tokyo to a warm welcome. A total of 40 people including judo, boxing, shooting, archery and weightlifting athletes landed at a new Chinggis Khaan International Airport around 11:00 p.m. Their places on the plane to Tokyo were taken by Mongolian marathon athletes, who are now in Japan.
Our journalist B.Munguntamir spoke to Saeid Mollaei, who won a silver medal at the Tokyo Olympics.
-The Olympic Games was awesome. I am very happy now. Many Mongolians came here to welcome us. I hope all of them are happy as well. This silver is for Mongolians and is my first ever Olympic medal. I think this medal is the biggest gift to Mongolians from me. I was happy to hear my name announced as Mongolia’s Saeid Mollaei in Tokyo. Before I was competing for another country, now I am competing for Mongolia. Now, I am Mongolian. I forget my past. The present is more important for me. Thank you all of those are supporting me.
I talked with my family. I am not sure that my family will be able to come to Mongolia or not.
Now, I want a rest. Then, I will start everything over again. I will prepare to compete in the next Olympics. I promise to win gold medal at the next Olympics. For now, I will take a rest in Mongolia some time. I have many friends here. I know my Mongolian name. You guys gave me Mongolian name ‘Molom’. I like the name.

1,463 new cases, six deaths reported www.montsame.mn

On August 8, 1,463 new cases have been detected after conducting tests nationwide within the past 24 hours, reported the Ministry of Health.
More specifically, 478 new cases were detected in the capital city, with 985 cases in rural regions.
As of today, the total number of confirmed COVID-19 cases in Mongolia now stands at 173,532. 2,269 patients have made recoveries in the past 24 hours.
Furthermore, six new COVID-19 related deaths have been reported, raising the country’s death toll to 852. Of the total patients currently undergoing treatment at hospitals, there are 5,243 patients in mild, 2,503 in serious, 838 in critical, and 180 in very critical condition.

Mongolia's central bank purchases 11 tons of gold so far this year www.xinhuanet.com

Aug. 7 (Xinhua) -- Mongolia's central bank said that it had purchased 11 tons of gold from legal entities and individuals so far this year, according to local media on Saturday.
As of July, the bank's average gold purchase price was 164,862.22 Mongolian tugriks (around 58 U.S. dollars) per gram, the Bank of Mongolia said in a statement.
Purchasing gold is one of the key ways for the central bank to ensure the country's economic stability by consistently increasing foreign currency reserves, said the bank.
The Asian country's foreign exchange reserves reached 4.9 billion U.S. dollars at the end of April, hitting an all-time high, it said.
Central banks across the world typically hold gold as part of their foreign exchange reserves.

Mongolia set to host FIBA 3x3 World Cup 2021 www.montsame.mn

The third edition of the FIBA 3x3 U23 World Cup will take place in Ulaanbaatar, Mongolia on October 11-15, 2021.
The announcement comes just one week after 3x3’s success debut at the Tokyo Olympics, where Mongolia competed, making it the first time the country participated in any team sport event at the Games.
The hosting agreement follows up on the visit to the 3x3 venue in Tokyo by the Prime Minister of Mongolia Luvsannamsrain Oyun-Erdene, who attended the 3x3 games with FIBA Secretary General Andreas Zagklis.
“We are extremely proud to bring the FIBA 3x3 U23 World Cup to Mongolia,” Mongolian 3x3 Basketball Association President Myagmarjav Luvsandash said.
“It shows that we are ready to organize more and more prestigious events. After Mongolia competed in the 3x3 event of the Tokyo Olympics and Khulan Onolbaatar was our country’s first-ever female flagbearer, the discipline has become an absolute fan favorite here.”
Mongolia is not new to organizing 3x3 national team competitions. The country hosted the FIBA 3x3 Asia Cup in 2017 as well as the FIBA 3x3 U18 World Cup in 2019.
“Mongolia continues to be a great example that 3x3 offers a chance to new countries to shine in basketball,” FIBA Secretary General Andreas Zagklis said.
“Between the Asia Cup, the U18 World Cup and many other FIBA 3x3 official competitions, Mongolia has proven to be an amazing host.”
The best U23 teams in the world in the men and the women’s categories will be in action in the Mongolian capital of Ulaanbaatar.
Russia won the first two editions of the FIBA 3x3 U23 World Cup in the men’s category. They also won in 2018 in the women’s category while Japan won with the women in 2019, their only world title in a basketball discipline.

Mongolia records 1,178 new COVID-19 cases www.xinhuanet.com

Aug. 5 (Xinhua) -- Mongolia recorded 1,178 new COVID-19 cases in the past 24 hours, bringing the nationwide tally to 169,851, the country's health ministry said Thursday.
The latest confirmed cases were all locally transmitted, the ministry said in a statement.
Meanwhile, three more fatalities were reported in the past day, taking the national total to 863.
Of the deaths, 836 were directly related to COVID-19, and the remaining ones were related to the combination of the virus and other underlying medical conditions, according to the ministry.
The Asian country launched a nationwide COVID-19 vaccination campaign in late February, aiming to cover at least 60 percent of its population of 3.3 million.
So far, 61.3 percent of the country's total population have been fully vaccinated.

4 billion cyber attacks annually recorded in Mongolia www.montsame.mn

On August 3, MPs in the working group in charge of preparing the revised drafts for the Laws on Public Information, Protection of Personal Data, Cyber Security, and Electronic Signature became acquainted with the operations of the Department of Information Security at the General Intelligence Agency and the National Data Center.
With MP N.Uchral as the head, the working group consists of MPs N.Altankhuyag, P.Anujin, E.Bat-Amgalan, T.Dorjkhand, L.Munkhbaatar, B.Saranchimeg, J.Sukhbaatar and D.Tsogtbaatar.
Along with the rapid development of ICT, it became necessary to ensure cyber security. Due to several main factors such as insufficient legal environment, no authority in charge of taking preventive and countermeasures against cyber threats and attacks, and a lack of cooperation, Mongolia has ranked 104th in 2017 and 85th in 2018 in the Global Cybersecurity Index by the International Telecommunication Union.
The number of cyber attacks have increased each year since 2013. More specifically, an average of about 4 billion cases are considered to be a potential cyber attack. As one of the main duties of the center is to record these cyber attacks and take protective measures against them, the situation is constantly monitored by engineers at the center.
MP N.Uchral said, “Our country is currently implementing a policy on the digital transition of public services. However, amendments are required to be made in order to bring it to full realization. Furthermore, it is important to tell apart which type of information should be made accessible. The protection of personal data will also be discussed. As the government has a duty to protect the privacy and information of its citizens, it has also been reflected in the bill for the Law on Cyber Security.
Although it has been over 10 years since the parliament’s approval of the Law on Electronic Signature, its implementation continues to lack. As of currently, there are three companies that provide services for electronic signatures and only 35 thousand electronic signatures have been issued so far. In order to properly develop digital governance, it is necessary to strengthen the main infrastructure.
"The parliament is currently discussing a package of draft laws on digital governance. By approving these laws, the country’s safety index will increase alongside creating better conditions for citizens to have quick access to public services as well as for the elimination of corruption and bribery. Certain improvements are also expected in the country’s economy and the sector of finance. Some of the requirements placed by investors will begin to be met. Moreover, we are working on drafting a bill on virtual investment, which we aim to have approved during the parliament’s autumn session” said the MP N.Uchral.

NEXI provides overseas investment insurance for Mongolia’s new airport www.news.mn

Nippon Export and Investment Insurance (NEXI) is providing overseas investment insurance for the new airport in Ulaanbaatar. A joint venture has been established to run the Chinggis Khaan International Airport for period of 15 years under a concession agreement with New Ulaanbaatar International Airport LLC. This is first time that the operation of a Mongolian airport has been entrusted to a private enterprise.
The overseas investment insurance provided by NEXI will cover political risk on the equity investment of the four Japanese partners for 15 years. According to NEXI, Mongolia is foreseeing medium- to long- term growth predominantly in its capital of Ulaanbaatar, which serves as the county’s political, economic and commercial core. The Mongolian government considers the new airport a vital infrastructure project. It is the hub for passengers and cargo transportation in northeast Asia, and is expected to contribute to Mongolia’s development, particularly in the tourism and distribution industries.
The airport, located in Tuv province to the south of Ulaanbaatar city was opened on 4 July. Following an opening ceremony, the first flight from Ulaanbaatar to Tokyo’s Narita International Airport took off.
Support for the new airport is in line with the Infrastructure System Overseas Promotion Strategy 2025 of the Japanese government. This is the first project with the assistance of the Ministry of Land, Infrastructure, Transport and Tourism in which the Narita International Airport Corporation will be operating an airport located outside of Japan.

There have not been any changes in the list of occupations that are in high demand in Mongolia, reports the Educational Evaluation Center.
Approved by Government resolution No. 70 in 2020, the list was based on policy documents including ‘Vision-2050’, ‘Mid-term development plan for the education sector for 2021-2030’, various studies and research carried out internationally, and proposals put forth by ministries. In particular, reports released by the World Bank such as ‘Global Economic Prospects’, and ‘Learning’ as well as ‘Global Innovation Barometer’ report conducted by Edelman Data & Intelligence were taken into consideration.
Furthermore, the list was released on the grounds of studies carried out on professions that are expected to be in most demand globally by 2030 as well as in the future, in line with the goals and objectives of each sector.
