Mongolia likely to experience first recession since 2009: World Bank www.xinhuanet.com

Mongolia is likely to experience its first recession since 2009, according to a new report released by the World Bank on Tuesday.
The Mongolian economy is projected to contract by 2.4 percent in 2020 as weak external demand and COVID-19 containment measures hit the mining and services sectors especially hard, the World Bank said in the report titled "From Containment to Recovery: Economic Update for East Asia and the Pacific, October 2020."
However, Mongolia's economic growth is expected to accelerate to over 5 percent in 2021 and 2022, supported by private consumption and a stronger impetus on investment in the mining and manufacturing sectors, according to the bank.
The Asian country's mining-dependent economy decreased by 9.7 percent year on year in the first half of 2020 due to restrictive measures to contain the spread of COVID-19. Enditem

ADB, Tavan Bogd Group Companies sign loan to support wheat supply chain www.montsame.mn

Ulaanbaatar /MONTSAME/. On September 29, the Asian Development Bank (ADB), Ulaanbaatar Flour Limited Liability Company (UBF), and Tavan Bogd Foods Limited Liability Company (TBF) signed a $15 million loan (in togrog equivalent) to support the wheat supply chain in Mongolia during the coronavirus disease (COVID-19) pandemic.
The amount—comprised of a $10 million assistance to UBF and $5 million for TBF—will deliver liquidity support for the companies’ operations, which will help sustain the livelihoods of thousands of Mongolian wheat farmers and farm workers, in addition to the employees of UBF and TBF.
Wheat is milled to produce the country’s main staple, wheat flour. Food price hikes due to trade disruptions from containment measures would cause hardship for extremely poor households unable to afford meat and milk products. More than 25% of Mongolians are moderately or severely food insecure.
“Wheat is the primary agricultural crop in Mongolia, so reinforcing the supply chain to cope with disruptions caused by the pandemic will secure the incomes of many workers in farms, factories, and retail outlets,” said ADB Country Director for Mongolia Pavit Ramachandran. “The liquidity support to these companies will enable them to build enough buffer inventory during the pandemic, which will help avoid sharp increases in food prices.”
“We are grateful to ADB for its leadership and initiative to offer assistance in uncertain times brought about by COVID-19,” said Executive Vice President of Tavan Bogd Group Hulan Dashdavaa. “In fact, ADB was one of the first banks to reach out to the private sector in Mongolia to help address the economic impact of the pandemic. As a leader in the market, UBF is committed to continue manufacturing and consistently supplying high-quality flour to consumers throughout Mongolia. The loan will also help TBF continue to offer global standard food products and services to consumers and source more from local vendors.”
The two companies are part of the Tavan Bogd Group, one of the country’s largest diversified business groups. UBF is a leading wheat miller with 35% of the wheat flour market in 2019. TBF operates major fast-food chains and is a key player in the food delivery industry.
The loan will complement other ADB COVID-19 assistance to Mongolia, which includes a $100 million COVID-19 Pandemic Response Option, $30 million in additional financing for the Fifth Health Sector Development Program, and a $26.4 million loan to lessen the socioeconomic impacts of the pandemic through the Shock-Responsive Social Protection Project.

Foreign Minister Péter Szijjártó discussed economic ties and bilateral cooperation in international organisations with his Mongolian counterpart, Nyamtseren Enkhtaivan, on Tuesday. As we wrote in 2019, Hungary has signed a 57 million dollar tied-aid agreement to support the construction by Hungarian companies of a veterinary vaccine plant in Mongolia, details HERE. In a Facebook entry detailing his talks, Szijjártó announced for the second time: Hungarian companies will begin construction on a vaccine plant in Mongolia supported by the Hungarian government with a 57 million dollar tied-aid agreement next year. “As a follow-up to this success, we agreed to launch a new tied-aid scheme in the near future with a view to boosting agricultural investments,” the minister said. Both Hungary and Mongolia are committed to the global fight against terrorism, Szijjártó said, adding that both countries want to see the United Nations expand its budget to cover anti-terror operations. Szijjártó also said that demand for Hungarian scholarships remained high, noting that more than 750 Mongolian students have applied for 200 scholarships.

United Nations Summit on Biodiversity is taking place under the theme of “Urgent action on biodiversity for sustainable development” www.mn.undp.org

New York - 30 September 2020: The United Nations Summit on Biodiversity is being convened by the President of the General Assembly along with Heads of State and Government today. The Summit will highlight the crisis facing humanity from the degradation of biodiversity and the urgent need to accelerate action on biodiversity for sustainable development
Biodiversity is declining globally at unprecedented rates causing increased disastrous impacts on people and planet. There is a pressing need for intensive actions for species whose recovery cannot be enabled through the reduction of threats or nature-based solutions. The UN Decade on Biodiversity 2011-2020 is nearing conclusion; yet the progress towards global biodiversity conservation targets including those of the SDGs has been largely insufficient. Consequently, there is a strong need to take urgent action globally throughout the next decade to halt net biodiversity loss and begin restoration for the benefit of planet and people.
Mongolia is not an exception to the rapidly declining wildlife and reduced biodiversity. UNDP Mongolia is jointly working with partners, donors, and the Government of Mongolia through several projects to address the challenges. UNDP BIOFIN project is providing potential solutions to mobilize financing for biodiversity conservation, through establishing a Conservation Trust Fund, improving effectiveness of the implementation of existing public financing mechanisms such as potential introduction of a pasture use fee in Mongolia to save and protect the rangeland.
“Strengthening institutional and human resources capacity to implement the Nagoya Protocol,” - UNDP’s global project in Mongolia supported the development of draft legislation on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization that should provide critically needed certainty in the use of genetic resources as well as support investing in biodiversity-based research.
Lastly, the “Ensuring sustainability and resilience in green landscapes of Mongolia “ project, jointly funded by Global Environmental Facility and UNDP, is aiming to improve biodiversity conservation through reduction of various threats, that are causing extinction of globally important species in Mongolia. The project is introducing multi-faceted solutions to existing barriers of sustainable development in different ecosystems
When biodiversity is degraded or lost, results are disastrous for the greater web of life and increased risk of disease infection from wildlife to people. Responses to the Covid-19 pandemic provide a unique opportunity for transformative change as a global community in addressing the root causes of biodiversity loss and ensuring that biodiversity and the contributions it provides to all people are at the heart of sustainable development and the fight against climate change. Thus, UNDP is calling for Urgent Action on biodiversity and sustainable development – for people and for planet.

The Government of Mongolia extended the partial undertaking of high-alert preparedness through 31 October 2020 and issued precautionary measures.
This entails:
Suspension of all regular passenger flights;
Suspension of international passenger train travel;
Closure of all land borders of Mongolia with China and Russia.
The Mongolian Government continues to organise charter flights to repatriate Mongolian citizens. EU citizens can depart with these charter flights. EU citizens, who hold valid residency permits and visas might be allowed by authorities to enter Mongolia. For further information on return to Mongolia EU citizens are advised to contact Mongolian diplomatic missions abroad.
A negative COVID-19 test is required for entry. All entering travellers must undergo a 21-day quarantine in a government-designated facility, usually a hotel, at their own expense.
In October, charter flights will be organised to:
Frankfurt: 23 October;
Nur-Sultan: 4 October;
Tokyo: 10 October;
Seoul: 12, 16, 17, 18, 19, 20 October;

Travel
Mongolian authorities suspended the entry of all passengers through all border checkpoints through 31 October 2020.
Subject to further implementation modalities, this restriction does not apply to:
Accredited staff and their direct family members of diplomatic missions and offices of international organisations in Mongolia (to be quarantined at facilities for 21 days upon arrival as per Mongolian citizens, followed by a 14-day home-isolation);
Foreign nationals who are direct family members of Mongolian nationals (to be quarantined at facilities for 21 days upon arrival as per Mongolian citizens, followed by a 14-day home-isolation);
International freight transport drivers and railway personnel of Mongolia, Russia and China.
Public Places
Everyone is required to wear a facemask at public places. Non-compliance is subjected to a fine up to MNT 150 000.
Visitors can be subject to temperature screenings.
Quarantine
Upon entry, foreign and Mongolian citizens are subject to a 21-day quarantine at a government facility at their own expense. The requirement to complete an additional 14-day home isolation is no longer in place
Authorities might issue further travel restrictions, recommendations and updates.
EU citizens are advised to keep regular contact with their representing Embassy and consult the travel advice issued by EU Member States as well as local resources.

Over 210 foreigners arrive in Mongolia on chartered flight amid pandemic www.xinhuanet.com

A chartered flight carrying 216 foreigners from 15 countries arrived in Mongolia's capital here on Tuesday from South Korea amid the COVID-19 pandemic, the Mongolian Ministry of Foreign Affairs said Wednesday.
The passengers included foreign citizens married to Mongolian nationals, their children, staff of international organizations and diplomatic missions operating in Mongolia, their family members, and foreigners with a permanent residence permit in Mongolia, who will be quarantined at designated facilities for 21 days, Lkhanaajav Munkhtushig, director general of the consular department at the ministry, said at a press conference.
Mongolia entered its heightened state of readiness against the COVID-19 pandemic on Feb. 12, taking such measures as the suspension of international commercial passenger flights.
Since then, the Asian country has evacuated at least its 23,000 nationals from abroad with chartered flights and buses or trains, according to the country's State Emergency Commission.
As of Wednesday, Mongolia has reported a total of 313 COVID-19 cases, all imported ones, and has detected no local transmissions or related deaths so far. Enditem

Pompeo to visit Japan, South Korea and Mongolia next week www.asia.nikkei.com

WASHINGTON (Reuters) -- U.S. Secretary of State Mike Pompeo will travel to Japan, Mongolia and South Korea next week, the State Department announced on Tuesday, a crucial visit to solidify ties with the regional allies at a time when Washington's relationship with China remains fraught.
The visit is scheduled to take place Oct. 4 to 8 and will be Pompeo's first time in East Asia since his trip to Thailand in July 2019. After flying to Japan, he will visit Mongolia on Oct. 6 and South Korea on Oct. 7 and 8, the State Department said.
As part of the trip on Oct. 6, Pompeo will participate in the second meeting of "Quad," a gathering of foreign ministers from India, Australia and Japan. The Quad engagement was revived in 2017 to deepen security cooperation and coordinate alternatives for regional infrastructure financing offered by China.
Ties between China and the United States are at the lowest point in decades, with the world's top two economies at loggerheads over issues ranging from China's handling of the coronavirus to trade rivalries, new national security legislation in Hong Kong and tensions in the South China Sea.
Pompeo's trip comes in the run-up to the November election, with President Donald Trump making a tough approach to China an important foreign policy platform as he seeks a second term in office.
A forceful and outspoken critic of China, Pompeo met Beijing's top diplomat, Yang Jiechi, at a U.S. military base in Hawaii in June, but little progress was made and the ties continued to deteriorate.

No new cases of coronavirus infection have been detected in Mongolia in the past 24 hours, the Ministry of Health reports.
Yesterday, 568 tests for COVID-19 were conducted, all the people tested negative.
At present 8 patients are being treated in hospital. Of them 6 have a mild form of disease, and 2 patients have a severe form of disease.
As of September 29, Mongolia's total coronavirus cases stands at 313, all imported.
305 people recovered, 8 remain in hospital.

Ulaanbaatar/MONTSAME/. On September 24, Mongolia’s Ambassador to the Russian Federation D. Davaa met with E.V. Burmistrova, Deputy Chairman of the Gazprom Management Committee and Director General of Gazprom Export, at the central office of Gazprom in Moscow, Russia. The meeting was attended by the Head of Department 512, Gazprom D.V.Handoga and officials of the Embassy.
Memorandum of Understanding between the Government of Mongolia and Gazprom of Russia was signed on December 5, 2019 in Sochi within the framework of the official visit of the Prime Minister of Mongolia U.Khurelsukh to Russia. In regard with it Ambassador D.Davaa and E.V.Burmistrova exchanged views on the actions being taken to forward works to study the possibility to construct gas pipeline from Russia to China through the territory of Mongolia and to conduct the preliminary feasibility study on construction of the gas pipeline.
Moreover, the parties agreed that the Mongolian Embassy would assist specialists of Gazprom and representatives of the Russian side in the joint working group to visit Mongolia to conduct required onsite research.

Mongolia joins China to become seventh member of Asia-Pacific Trade Agreement www.scmp.com

Mongolia formally acceded to the Asia-Pacific Trade Agreement (APTA) on Tuesday, becoming the seventh member of the long-standing regional pact.
The APTA, previously known as the Bangkok Agreement, represents Mongolia’s first regional trade agreement with developing countries.
The agreement was founded in 1975 between Bangladesh, India, Laos, South Korea and Sri Lanka, with China joining in 2011.
It is an important milestone in the progress of APTA towards becoming a contemporary regional agreement

“This is the first expansion of APTA since China’s accession in 2001. It is an important milestone in the progress of APTA towards becoming a contemporary regional agreement,” said Armida Salsiah Alisjahbana, United Nations under secretary general and executive secretary of the Economic and Social Commission for Asia and the Pacific (ESCAP).
“Simple and smooth implementation of APTA trade preferences demonstrates its members’ commitment towards utilising trade for sustainable development.”
But while the accession is significant, it does not necessarily signal an instant entry for Mongolia into other trade deals, including the Regional Comprehensive Economic Partnership (RCEP), the world’s largest trade deal due to be signed by the end of the year.
RCEP comprises the 10-member Association of Southeast Asian Nations bloc, and five other countries it has free trade deals with, namely Japan, South Korea, New Zealand, Australia and China.
While existing bilateral free trade deals in the region provided the bedrock for RCEP, APTA is completely separate, trade lawyers and experts said.
But if Mongolia continues to deepen ties with other countries that are in both RCEP and APTA, such as China, its biggest trading partner, South Korea and Laos, these relationships may eventually carve out new inroads into the RCEP for Mongolia, experts added.
With its accession to the Asia-Pacific Trade Agreement, Mongolia believes that this will help the country to further expand its trade and economic cooperation with the member nations

Through APTA, however, Mongolia will benefit from reduced tariff barriers as well as enhanced market access to South, Southwest and Southeast Asia, as well as to China.
“With its accession to the Asia-Pacific Trade Agreement, Mongolia believes that this will help the country to further expand its trade and economic cooperation with the member nations, contribute to diversification of its economy as well as more active involvement in regional integration processes,” said Tumur Amarsanaa, Mongolia’s ambassador to Thailand.
APTA is currently engaged in the fifth round of negotiations to widen tariff preferences in trade in goods and expand areas of liberalisation in investment, services trade, and trade facilitation.
