Coronavirus: Death toll climbs to 106 as China tightens measures www.bbc.com
China says 106 people have died from the new coronavirus and the cases of newly infected have almost doubled.
The number of total confirmed cases in China rose to 4,515 as of 27 January, up from 2,835 a day earlier.
The country has meanwhile further tightened travel restrictions to try and curb the spread of the virus.
The city of Wuhan, thought to be the epicentre of it, is already in effective lockdown as is much of surrounding Hubei province.
The coronavirus causes severe acute respiratory infection and there is no specific cure or vaccine.
Most of the deaths have been of elderly people or those with pre-existing respiratory problems.
What steps is China taking?
The outbreak of the virus comes during the Lunar New Year celebration which usually sees millions across the country on the move to visit relatives and friends.
Many of the new year festivities have been suspended and the holiday period has been extended by three days to Sunday, in an attempt to contain the spread.
Beijing has stopped most of the bus services into neighbouring Hubei province while both the capital and Shanghai have introduced a 14-day observation periods for people arriving from Hubei.
Of the 106 deaths in China, 100 were in Hubei province while the province's number of reported infections is at 2,714.
In Wuhan, travel from the city of 11 million people has been severely restricted and non-essential vehicles have been banned from the roads.
The city's mayor though said millions of travellers had left the city ahead of the holidays and before the lockdown.
Across China, several major cities have suspended public transport systems, taxis and ride-hailing services.
The Disneyland attraction parks in Shanghai and Hong Kong have both been closed.
What is the situation internationally?
The United States, which has also had several infected cases, has urged its nationals to "reconsider travel" to China and is advising against travel to Hubei.
The country plans to fly consular staff and US citizens out of Wuhan in the coming days.
Many other countries have also warned against any non-essential travel to China while some are planning to help their citizens in Wuhan out of the country.
According to the World Health Organization and national authorities, there have been at least 47 confirmed cases outside China.
The latest case to be confirmed is in the German state of Bavaria, only the fourth so far in Europe.

The number of people killed in China by the coronavirus has risen to 80, with almost 3,000 confirmed ill.
The national new year holiday has been extended by three days to Sunday, in an attempt to contain the outbreak.
Wuhan in Hubei, the source of the outbreak, is in lockdown and several cities have imposed travel bans.
Health commission officials said on Monday the number of deaths in Hubei province had climbed from 56 to 76, with four deaths elsewhere.
The overall number of confirmed cases in China is 2,744. State media say more than 300 are critically ill.
Another 41 cases have been confirmed abroad, including in Thailand, the United States, and Australia. There have been no deaths outside China.
The coronavirus causes severe acute respiratory infection and there is no specific cure or vaccine.
Most deaths involve elderly people or those with pre-existing respiratory problems.
Travel from the city, home to 11 million people, has been severely restricted and non-essential vehicles have been banned from the roads.
At the Hubei border, workers are checking people's temperatures before allowing them into the province.
The emergency has overwhelmed Wuhan's hospitals. More than half a million medical staff have joined prevention, control and treatment operations in Hubei province.
Two new makeshift hospitals are being built in Wuhan, the provincial capital, and factories are rushing to produce masks and protective clothing.
The city's mayor Zhou Xianwang said the number of cases would continue to rise, and warned that around five million new year travellers left the city before the lockdown.
New year celebrations were scaled back and four major cities - Beijing, Shanghai, Xi'an and Tianjin - have banned long-distance busses.
Beijing has closed the Forbidden City for tourists, as well as a section of the Great Wall.
In Guangdong province, several cities have made face masks mandatory in public. Both Disney parks in Hong Kong and Shanghai have closed.
On the weekend, Chinese officials warned the virus was able to spread during its incubation period, making it harder to contain the illness.
In humans, the incubation period - during which a person has the disease, but no symptoms - ranges from between one and 14 days, officials believe.
According to the World Health Organization and national authorities, there have been at least 41 confirmed cases outside China.

Almost all had recently been to Wuhan.
The virus itself is a new, or "novel" coronavirus - a family that normally affects animals.
One human variant causes the common cold - but another variant, Sars, killed hundreds in a major outbreak in 2003.
'The symptomless spreaders'
The news that this virus can spread during the incubation period is a significant development in our understanding of the virus - and the lengths China will have to go to, to stop it.
People with Sars (the last deadly coronavirus outbreak to hit China) and Ebola are contagious only when symptoms appear.
Such outbreaks are relatively easy to stop - identify and isolate people who are sick and monitor anyone they came into contact with.
Flu, however, is the most famous example of a virus that you spread before you even know you're ill.
We are not at the stage where people are saying this could be a global pandemic like swine flu.
But stopping such "symptomless spreaders" will make the job of the Chinese authorities much harder.
There are still crucial questions - how infectious are people during the incubation period, and did any of the patients outside China spread the disease in those countries before becoming sick?

Mongolia to work with 2030 Water Resources Group www.montsame.mn
Ulaanbaatar /MONTSAME/. At the 2020 annual meeting of the World Economic Forum, President of Mongolia Kh.Battulga met with Chairman of the Board of Directors of Nestlé and Co-Chairman of the 2030 Water Resources Group Paul Bulcke.
The 2030 Water Resources Group aims to ensure sustainable water resources management for the long-term development and economic growth of world countries.
Congratulating Mongolia for approving the Water Law, Mr. Paul Bulcke extended thanks to President Kh.Battulga for his support and leadership for the law adoption.
Mr. Paul Bulcke said “The new law leads to an establishment of Water Agency in charge of water issues, control over which were previously split into a number of government ministries and agencies, and becoming an example of a policy change for world countries.”
It was also agreed that the Water Resources Group to cooperate with Mongolia by sending its working team to study the enforcement and outcomes of the law.
The sides also exchanged opinions on using surface water in mining and accumulation of grey water and ice and snow and the Mongolian President noted his willingness to introduce cutting-edge technologies in the given areas.

Mongolia on high alert due to coronavirus outbreak www.montsame.mn
Ulaanbaatar /MONTSAME/. The Cabinet held an irregular meeting on January 26, Sunday, to discuss preventive safety measures against the spread of coronavirus amid public fears.
No confirmed cases of coronavirus in Mongolia. However, by a Deputy Prime Minister’s resolution, Mongolia is considered to be at high risk of spread of the coronavirus originated from its southern neighbor, China.
The cabinet ordered to close off all universities, higher education institutions and vocational training centers and international children camp Nairamdal until March 2, 2020.
On January 24, Friday, the State Emergency Commission decided to close all schools and kindergartens in the country from January 27, 2020 to March 2, 2020.
Education Minister and relevant authorities were charged to conduct online and tele-courses of preschool and secondary school education during this period.
The cabinet ordered to cancel all kinds of public gatherings, which include activities of training centers, cyber gaming centers, public tour, children playground center and driving schools, etc.
It was also resolved to close border crossings with China for auto vehicles and pedestrian traffic, starting Monday, January 27.
To ensure that hospitals are ready if the coronavirus makes its way to the country, the cabinet gave an order to acquire all necessary medical equipment and materials, and government’s reserve fund will finance the expenses of the emergency procurement and salaries of doctors and medical employees who are working on alert.
Additional 150 beds are prepared at the National Center for Communicable Diseases of Mongolia in Ulaanbaatar, reports the Health Minister D.Sarangerel. She further informed that a test equipment to detect the new virus will be brought from Japan on Monday, January 27.
There are currently 31 Mongolian students living in Wuhan, China and they will be brought home within January 27, Monday, by working together with Chinese side, says Deputy Prime Minister U.Enkhtuvshin.

Border crossings with China closed for Chinese Lunar New Year www.montsame.mn
Ulaanbaatar /MONTSAME/. In connection with the Chinese Lunar New Year holiday, Mongolian border points with China are closed on January 25-27.
In accordance with the 2004 agreement between the governments of Mongolia and China on border points’ working regime, border crossings for auto vehicles are set to close on public holidays of the two countries. There are 12 border crossings between Mongolia and China for auto vehicles.
International railway and flights will stay on regular schedules on these days.
Yesterday, January 26, the cabinet summoned an emergency meeting regarding the outbreak of novel coronavirus and gave and order to the Minister of Foreign Affairs to strengthen the controls at border crossings within January 20, and to limit the auto vehicles’ and pedestrian traffics through the border crossings.

Greta Thunberg invited to Mongolia www.news.mn
Mongolian President Kh.Battulga has invited Swedish environmental activist Greta Thunberg to participate in the International Youth Green Games. The event will be held on 13-19 September, 2020 and will be hosted by Ulaanbaatar.
The President met Greta during the World Economic Forum which is taking place at the Swiss resort of Davos.
The International Youth Green Games is expected to welcome over 4000 athletes from 195 UN member countries. Athletes will be aged up to 18.
The sports programme is composed of archery, athletics, basketball 5×5 and 3×3, chess, climbing, cricket, e-sports, fencing, football, jujitsu, judo, kurash, sambo, shooting, swimming, table tennis, taekwondo, volleyball and wrestling. There will be other categories incorporated into the sports programme: Paralympic – athletics and basketball; Special Olympics – chess and fencing; Deaflympics – judo and volleyball.
The main purpose of the games is to introduce through sports the United Nations ‘Sustainable Development Goals’ to young people who are the future of the planet.

Mongolian parliament approves Intellectual Property Law www.news.mn
On Thursday (23 January), the Mongolian Parliament passed a new law on intellectual property. The bill was originally presented to parliament on 25 April, 2019 by a lobby group led by M.P. N.Uchral.
Mongolia has been a member of the World Intellectual Property Organisation (WIPO) since 2002; it also acceded to a number of international conventions in regards to Intellectual property rights including copyright. The Mongolian Constitution itself includes an article on copyright issues, setting out the framework for development in accordance with international standards and practice.
If there is a copyright infringement, the physical person or legal entity shall be held to account and sanctioned under the Mongolian Criminal Code; damages will be determined under the Civil Code.

Former Prime Minister of Mongolia Retains Amsterdam & Partners LLP to Defend against Politically Motivated Charges www.amsterdamandpartners.com
Chimediin Saikhanbileg, who served as Prime Minister of the Government of Mongolia from 2014-2016, has retained Amsterdam & Partners LLP as international defence counsel in response to a series of fabricated criminal charges aimed at weakening democratic opposition in the country and seizing control over the country’s mineral wealth.
Former Prime Minister Saikhanbileg is currently facing four charges stemming from his role in negotiating a 2015 agreement with mining firm Rio Tinto for the development and foreign investment in the Oyu Tolgoi underground copper mine project located in Khanbogd sum, prospectively the largest mining development in the country’s history. “The charges against Saikhanbileg are thoroughly without merit and lack evidence,” says lawyer Robert Amsterdam, founder of Amsterdam & Partners LLP.
“What we have in this case is a textbook example of the abuse of the anti-corruption process to commit a grave injustice, including direct personal interventions by Government officials with judges to rig politically motivated outcomes against their opponents,” says Amsterdam. “Former Prime Minister Saikhanbileg is innocent of these farcical charges, and we intend to shine a light on the abuses being committed in this case.”
After being unlawfully detained in Mongolia without proper judicial orders, former Prime Minister Saikhanbileg is currently in the United States. Numerous other members of the opposition Democratic Party, the independent judiciary, and members of media have come under intense pressure since the 2017 election of President Battulga Khaltmaa. Organisations such as Transparency International and Amnesty International have issued sharp warnings about President Battulga’s expansion of presidential powers, including a new law he passed allowing him to dismiss judges and senior members of the nation’s legal system via his role as chairman of the National Security Council.
“Former Prime Minister Saikhanbileg negotiated these mining agreements with full transparency and parliamentary authority conforming to the letter of the law,” says Amsterdam. “This baseless campaign of persecution represents not only an attack on the country’s judicial system, but also damages Mongolia’s foreign investment profile by engaging in blatant resource nationalism.”

Goldman: China coronavirus could push oil down by $3 www.rt.com
The outbreak of a coronavirus in China that is now an international threat could cut oil demand by 260,000 bpd, which would translate into a price drop of almost $3 per barrel, Goldman Sachs has said.
Most of the demand loss will come from jet fuel as the risk of disease discourages travelers from getting on a plane, according to the investment bank, whose analysts qualified the outbreak’s effect on oil prices as modest, Bloomberg reports.
Coronaviruses are common among animals but some of them can jump species, which is what happened with the SARS virus, to which the new one is related. Once it does jump species, the virus can be passed from human to human. Since the outbreak, hundreds have been infected and health authorities around the world are on red alert for more outbreaks.
The effect of the disease on oil prices is likely to be limited regionally, if the SARS epidemic is any indication. At the time, Bloomberg recalls, Asian airlines registered an 8-percent decline in annual traffic, according to data from the International Air Transport Association, but carriers elsewhere were much less affected.
So, while the actual effect on demand for jet fuel and, related to it, crude oil, would be limited, it is the uncertainty about demand prospects that may drive prices down.
“While an OPEC supply response could limit the fundamental impact from such a demand shock, the initial uncertainty on the potential scope of the epidemic could lead to a larger price sell-off than fundamentals suggest,” Goldman’s Damian Courvalin and Callum Bruce wrote in a note.

Oil prices were already trending lower when Bloomberg reported the news, pressured by an Energy Information Administration forecast that US shale production is set for another monthly increase next month, to reach a total 9.2 million barrels daily.
