Irregular session of the parliament passes amendments to the laws www.montsame.mn
Ulaanbaatar/MONTSAME/ On March 27, the irregular session of the Parliament discussed the bills to amend the laws on Legal Status of Judges, Prosecution and Anti-Corruption, initiated by the President, and approved the bills with votes 85-92.7 percent.
In the concept of the bills, the President stated that the leaderships of institutions including the judiciary, the Prosecutor’s Office, the Independent Authority Against Corruption, the National Police Agency, and the General Intelligence Agency, that are in charge of investigating, overseeing, and judging criminal cases, are affiliated with political-economic interest groups and are part of a conspiracy system that shields the illegal activities of these groups.
According to the amendments, judges and the Chief Justice, Prosecutor-General, Deputy Prosecutor-General, and General Director and Deputy General Director of the Independent Authority Against Corruption will be suspended and released from their duties before the end of their terms if a recommendation is issued by the National Security Council.
The laws came into effect from March 27 or the day of approval.

The 11th annual Mongolian Geology and Exploration Roundup and Expo 2019 opened at the Corporate Convention Centre earlier today (28 March). The two-day event is being organised by the Mining Resources and Petroleum Authority (MRPAM), the Ministry of Mining and Heavy Industries, the Specialised Inspection Agency, the Mongolian Geologists’ Association as well as technical universities.
This is the largest annual event in the country’s geology and mining sector is being attended by over 1000 people including foreign investors.
D.Sumiyabazar, Minister of Mining and Heavy Industries noted that the Mongolian Government has approved a total of MNT 24.6 billion for geological exploration in 2019; this represents an increase of MNT 11.3 billion.

TAIPEI (Taiwan News) -- A business delegation from Mongolia comprising 40 officials and professionals is visiting Taiwan to explore collaborations and business opportunities in the fields of information and communication technology (ICT), agriculture and livestock farming, as well as waste management.
Led by the newly-elected President of the Mongolian National Chamber of Commerce and Industry, Amartuvshin Otgondavaa, the team of 78 had a joint meeting with their Taiwanese counterparts on Thursday in Taipei, reviewing the status of bilateral agricultural and livestock trade, ICT and cybersecurity policies, as well as waste management in both countries. A three-hour business matchup and networking event followed the meeting.
The event was co-hosted by the Chinese International Economic Cooperation Association and the Mongolian National Chamber of Commerce and Industry.
In the opening ceremony, chairperson of Taiwan's National Communications Commission, Chan Ting-i (詹婷怡) spoke of the 9-year-old MOU with Mongolia's Communications Regulatory Commission (CRC) in developing an information communication partnership. She said she was looking forward to a deepened collaboration between the two institutions in the era when the information technology and telecommunication regime is shifting and a cross-border, as well as cross-industry collaboration will be needed to catch up with the change.
Chan also explained why Taiwan is a trusted partner in developing ICT infrastructure: "Awareness of constructing a safe and trusted 5G communication network is mounting in the context of China's Huawei 5G security concerns, so a trusted partner does matter in their efforts to tap into the exponential growth of ICT business and to overcome the demand for a faster and a more stable 5G network."
"Taiwan has an edge in developing a safe and fast information communication and telecommunication network, and the country values data privacy and protection, which is evidenced by the passage of an act governing information communication security management last year," she added.
Chan said she was confident of the country's capability in safeguarding data security and is willing to share the know-how with the Mongolian partner in its digital transformation effort to become a "smart nation."
In addition to the partnership in the field of ICT, the delegation is also looking for expanded agricultural trade, including the nutritious sea buckthorn. President of Mongolian National Association of Fruits & Berries Nasanjargal Darjaa said at the event that he is hoping Taiwanese consumers will be able to enjoy more sea buckthorn products one day.
Taiwan imports mainly vegetarian oils from Mongolia and exports cereal/food products and wood products to the country.
According to data from the Bureau of Foreign Trade, MOEA, bilateral trade between Taiwan and Mongolia amounted to US$40.45 million in 2018, and exports from Taiwan increased by 154 percent from a year earlier.
The Mongolian delegation also visited the Smart City Summit & Expo, the largest of its kind in Asia, during the visit on Tuesday and Wednesday.
Wells Fargo CEO Tim Sloan steps down suddenly www.cnn.com
New York (CNN Business)Wells Fargo CEO Tim Sloan is stepping down effective immediately as the bank struggles to overcome a litany of scandals.
Sloan, a three-decade veteran of Wells Fargo (WFC), said it was his decision to relinquish control of Wells Fargo as a way to help the bank move forward. Wells Fargo's board pledged to find an outsider to replace Sloan, who plans to retire at the end of June.
The shake-up comes as Wells Fargo has faced repeated calls from politicians, including Senator Elizabeth Warren, to find new leadership to fix its broken culture. And regulators have continued to keep Wells Fargo in the penalty box for its misdeeds.
"I have decided it is best for the company that I step aside," Sloan said in a statement.
Wells Fargo tapped C. Allen Parker, its general counsel, to take over on an interim basis.
Sloan, who became CEO in 2016 in the midst of a national backlash over Wells Fargo's fake-accounts scandal, said the bank has made progress in some areas but still has more work to do.

"It has become apparent to me" that Wells Fargo will "benefit from a new CEO and fresh perspective," Sloan said.
'About damn time'
Wall Street seems to agree. Wells Fargo's shares rose 3% in after-hours trading following the news.
"About damn time," Warren tweeted on Thursday following the news of Sloan's exit. "He enabled Wells Fargo's massive fake accounts scam, got rich off it, & then helped cover it up."
Warren, a Democratic presidential candidate, urged the SEC and Justice Department to investigate Sloan for his role in Wells Fargo's problems. "And if he's guilty of any crimes," she said, "he should be put in jail like anyone else."
Wells Fargo's statement made no reference to wrongdoing by Sloan.

Wells Fargo's scandals didn't just cause political headaches. The bank's financial results were hurt by Wells Fargo's tarnished reputation and soaring legal fees. And Wells Fargo's stock closed on Thursday 1.4% below its pre-scandal level. By comparison, the S&P 500 has soared 29% over that span and rival bank Bank of America (BAC)has spiked 74%.
Wells Fargo shocked the banking industry in September 2016 when it admitted to firing 5,300 workers over several years for opening millions of fake accounts. The news forced the ouster of longtime CEO John Stumpf and led to hearings in Congress.

'Mr. Inside'
Sloan was always an odd choice to lead sweeping change at Wells Fargo because of his long roots at the bank and within its culture.
Prior to becoming CEO, Sloan served as the bank's chief operating officer, where he oversaw the community banking division at the heart of the fake-accounts scandal. Sloan also oversaw the consumer lending division, where Wells Fargo's auto loan problems occurred.
"He was Mr. Inside," said William Klepper, a management professor at Columbia University. "If they wanted to make a clean cut, Sloan should have gone and they should have looked outside for a new leadership team."
Wells Fargo has now heeded calls to find an external candidate to replace Sloan.
"Although we have many talented executives within the company," Wells Fargo Chairwoman Elizabeth Duke said, "the board has concluded that seeking someone from the outside is the most effective way to complete the transformation at Wells Fargo."
Duke, a former Federal Reserve official, credited Sloan with serving Wells Fargo "with pride and dedication" and for working "tirelessly" as CEO.

Bejing's multi-trillion-dollar Belt and Road Initiative (BRI) will complement the growth of Africa's continental free trade, according to Aboubaker Omar Hadi, chairman of Djibouti Ports and Free Zone Authority.
“I am expecting more movements of goods, infrastructure development from the second Belt and Road Forum for International Cooperation slated for April in Beijing, as well as stronger interconnection between Africa and the rest of the world,” he told Xinhua News on the sidelines of the Africa CEO Forum.
Hadi explained that projects involving cooperation with China (such as the Ethiopia-Djibouti railway and the Doraleh Multi-Purpose Port and international free trade zone) are helping Djibouti promote trade in Africa as well as distribution across the East African region.
The official added that more than $40 billion in exports and imports has been recorded through Djibouti ports, which couldn't be achieved without developing proper infrastructure, such as sea ports and railway connections.
According to Hadi, proper infrastructure will help trade across the African continent flourish because Djibouti serves as a gateway to big markets outside Africa.
He also said the accusations against China made by Western countries about letting some African countries fall into a debt trap due to cooperation on the BRI are “complete nonsense,” as benefits generated from infrastructure construction will far exceed the investment.

The package of the tax bill, which will cut the operating taxes of large-scale national mining companies, has a negative impacts such as tax inequality, among local companies, and lacks the fundamental policy reforms to support small and medium-sized enterprises, according to some officials.
The Parliament ratified the revised Tax Law independently and its accompanying bills at its session last Friday. It is believed that the bill will create room for tax evasions among foreign corporations. Also, it reduced the tax rate of foreign corporations that have subsidiaries and representative offices in Mongolia from 20 percent to 5-10 percent. Thus, it will allow foreign companies to dominate.
Mongolian National Chamber of Commerce and Industry’s (MNCCI) standpoint should not be ignored. The new President of Chamber Amartuvshin Otgondavaa has urged to reject the draft law, which is related to the social and economic development of Mongolia. He suggested the Parliament to postpone the discussion to the spring session next month. He also expressed his intention to suggest the President to veto the bill if they pass it.
He said, “A new tax law provides tax inspectors the right to penalize. As the penalty amount increases, corruption and greed will settle. The compensation for sealing tax debt was tightened. In doing so, tax inspectors have the risk of confiscating vehicles without a court's decision. In the auction, the price tax is set by a tax inspector. This is a serious indication.
“If the tax payables of an individual reaches over MNT 20 million, the person will be forbidden to leave the country. This article appears to be applied to foreigners, and discriminates against investors. If a problem arises, the court must settle it.”
As stated by the Minister of Finance Khurelbaatar Chimed, “We need to align our tax laws with international standards. The UN added Mongolia in their financial blacklist in 2017 due to the fact that Mongolia’s Tax Law allows money laundry and tax evasions, and does not comply with international standards. The Global Forum, the BEPS International fundamental principles, such as reducing base taxes and transferring profits, have been included in the tax package. The importance is to solve the activities of creating a legal environment for multinational companies to set up a direct branch in Mongolia and lowering their taxes.
The Former President of MNCCI Mr. Lkhagvasuren expressed that the package is expected to grow the economy, which is the key feature. The 27-year tax system has been putting a lot of pressure on the business community. The second feature of the tax package is that the registration and the financial statements process will be simplified. The third feature is the aim to enable companies to improve. 90 percent of 157,000 Mongolian companies today have only 1-9 workers. When we look at the process of 27 years, we are living in an environment where companies are unable to grow.
Mongolia to join Earth Hour to reduce plastic use www.akipress.com
Mongolia will participate in this year's Earth Hour campaign under the theme of reducing plastic use, the World Wide Fund for Nature (WWF)-Mongolia said.
"Plastic waste is one of the most pressing environmental concerns facing the world. So, the country will join the upcoming annual campaign with activities raising public awareness on consequences of plastic waste," Nyamsuren Enkhbayar, spokesperson of the WWF-Mongolia, told Xinhua.
Earth Hour is a worldwide movement organized by the WWF since 2007 and will see millions of people across the world switching off their lights for one hour, from 8:30 to 9:30 pm on a specific day towards the end of March to help fight climate change.
Earth Hour 2019 is scheduled for March 30 at 8.30PM local time, and Mongolia has participated in the annual campaign since the year of 2010.
Boeing has launched fixes for its 737 Max plane www.bbc.com
Boeing has issued changes to controversial control systems linked to two fatal crashes of its 737 Max planes in the last six months.
But it's still not certain when the planes, that were grounded worldwide this month, will be allowed to fly.
Investigators have not yet determined the cause of the accidents.
As part of the upgrade, Boeing will install as a standard a warning system, which was previously an optional safety feature.
Neither of the planes, operated by Lion Air in Indonesia and Ethiopian Airlines, that were involved in the fatal crashes, carried the alert systems, designed to warn pilots when sensors produce contradictory readings.
Boeing said in future airlines would no longer be charged extra for that safety system to be installed.
The Manoeuvring Characteristics Augmentation System (MCAS), designed to keep the plane from stalling, reacts to sensors which detect whether the jet is climbing at too steep an angle.
But an investigation of the Lion Air flight last year suggested the system malfunctioned, and forced the plane's nose down more than 20 times before it crashed into the sea killing all 189 passengers and crew.
The US Federal Aviation Administration says there are similarities between that crash and the Ethiopian accident on 10 March.
Boeing has redesigned the software so that it will disable MCAS if it receives conflicting data from its sensors.
In a briefing to reporters Boeing said that the upgrades were not an admission that the system had caused the crashes.
Timetable
Boeing said a final version of the software would be submitted to the Federal Aviation Authority (FAA) by the end of the week.
But it added that airlines would have to install the new software, give feedback on its performance, and train pilots before the changes could be certified and the planes passed safe to fly again.
A joint investigation by the U.S. National Transportation Safety Board, France's aviation investigative authority BEA and Ethiopia's Transport Ministry is expected to release a preliminary report into the Ethiopian crash this week.
A Boeing official said: "Following the first incident in Indonesia we followed the results of the independent authorities looking at the data, and, as we are always looking to ways to improve, where we find ways to improve, we make those changes to make those improvements."
South Korea and Mongolia Agree to Push for Power Grid and Railway Projects www.businesskorea.co.kr
South Korea and Mongolia are planning to further their cooperation in the Northeast Asian Super Grid Project and the East Asian Railway Community Project.
The super grid project is to connect China’s and Mongolia’s wind power and solar power and the Russian Far East region’s hydroelectric power and LNG to South Korea, North Korea and Japan. The railway community project is for railway connection between South Korea and Mongolia.
South Korean Prime Minister Lee Nak-yeon met with Mongolian Prime Minister Ukhnaa Khurelsukh in Ulaanbaatar on March 26. “Mongolia is a key partner for the South Korean government’s new northern policy and the government is looking forward to more cooperation with Mongolia in the two projects,” Lee said at the meeting.
“The super grid project is highly important for regional energy security and the Mongolian government is aiming to attract more infrastructure investment,” the Mongolian prime minister said in response, adding, “Mongolia provides full support for the two projects.”
The two countries are going to hold a conference in the near future so that details of the projects can be discussed in depth. In addition, they are going to work more closely with each other in the fields of environment, healthcare, culture and particulate matter reduction.

Ulaanbaatar /MONTSAME/ Minister of Foreign Affairs D.Tsogtbaatar met with Cho Hyun, First Vice Minister of Foreign Affairs of the Republic of Korea (ROK) and Head of the Korean part of the Joint Mongolia-ROK Intergovernmental Committee.
The sides exchanged views on effectively realizing agreed issues by the Prime Ministers of two countries during the visit of the Prime Minister of the ROK Lee Nak-yeon to Mongolia. Particularly, the parties agreed to collaborate in ensuring preparation works of elevating bilateral cooperation to Strategic Partnership within the 30th anniversary of establishment of diplomatic relations between Mongolia and the ROK, defining objectives in each sector, strengthening dialogue mechanism between the Foreign Affairs Ministries as well as create a channel for multi-sided strategic dialogue and holding the Joint Mongolia-the ROK Intergovernmental Committee Meeting in the near future.
Minister D.Tsogtbaatar introduced his initiative for encouraging young diplomats and asked Korean side’s support on cooperating in arts and culture and information technology, organizing M-K-Pop festival, establishing Korea IT Camp and easing visa condition to families of Mongolian citizens who are working in the ROK under labor agreement.
Moreover, they exchanged views on working together within regional initiatives such as Northeast Asia Super Grid and establishing the East Asia Railway Community and issues of mutual interest on regional and international affairs.
The sides acknowledged to closely cooperate in ensuring stability and building peace on the Korean Peninsula.
