Public transport emission to be reduced by over 80 percent www.montsame.mn

Ulaanbaatar /MONTSAME/. A memorandum on introducing diesel particulate filters (DPF), which reduce public transport emission by 85-97 percent, in Mongolia was signed by KOTRA Ulaanbaatar of the Ministry of Trade, Industry and Energy of the Republic of Korea and the Transport Department of the Capital City.

Demand for office areas overtops supply www.zgm.mn

Whilst the housing market is the center of attention in the real estate, offices are showing promising forecast as the demand is exceeding supply according to Master Properties LLC.

Last year, a total of 215 projects with an available office space of 985,000 square meters was commissioned. About half of these are located in the downtown area in Sukhbaatar district. 72.9 percent of offices in this district are luxury-class; however, about 80 percent of private entities operating in the capital are the small and medium-sized enterprises with up to 20 workers. According to a survey, these entities prefer comfortable, low-cost offices that are not too far from downtown. In other words, there is a gap between the purchasing ability of customers and construction supply.

The trend in the office market is dependent on economic growth. Experts highlight that almost half of the demand for class-A offices are both, directly and indirectly, connected to the mining sector. Thus, the office market began to restore on the back of the upsurge of the mining sector since 2017.

The number of office seeking entities annually grow by 1,100 on average, which equals to 50,000- 60,000 in square meters. Plus, nearly 40 percent of entities renting office spaces are unsatisfied with the office environment. Considering these indicators, real estate agents forecast the demand for office to grow steadily in the upcoming years, suggesting an annual growth of over 8 percent.

As for ideal offices, a survey shows that private entities prioritize location the most, preferably near downtown. The priority list is followed up by price, class, and availability of parking areas. The preference drops significantly for office buildings that perform poorly on these areas, noted Tenkhleg Zuuch LLC.

China-backed coal projects raise heat in Pakistan www.asia.nikkei.com

ISLAMABAD -- Fresh debate about the environmental impact of China-led coal-fired power generation projects in Pakistan are once again coming to the fore, weeks after a meeting of government officials from both sides.

Although a raft of Chinese power projects including coal-fired ones have begun to help ease acute electricity shortages which has dogged Pakistan's industries and consumers until five years ago, environmentalists are up in arms and blame China for exporting pollution. At one point, power cuts lasted for more than half a day in major cities in Pakistan. Now, such cuts in many cities have been reduced by half or even more, according to a government official.

"It is China exporting messy projects to Pakistan," one environmental activist in the southern port city of Karachi said. "Rather than relying on coal-fired plants on their own soil, the Chinese have decided to export these problematic plants to Pakistan."

Beijing's presence in Pakistan has been a constant source of conflict within the country. This is in large part due to power projects it has planned under its $62 billion China Pakistan Economic Corridor, which forms a crucial part of Chinese President Xi Jinping's ambitious Belt & Road Initiative. Newly planned electricity generation projects were meant to showcase vast benefits for the south Asian country.

Mid-January, Chinese ambassador to Pakistan Yao Jing met with Minister for Planning, Development and Reform Makhdum Khusro Bakhtyar in Islamabad during which both declared 2019 the "Year of Economic Cooperation."

Yet, such cooperation has given others second thoughts on China-led projects they criticized as having little consideration for the environment. Analysts criticized a lack of transparency in these projects and said that Pakistan was making a blind commitment.

"One of the biggest issues is that we just don't know the full details [of agreements involving CPEC projects]. Unless that concern is addressed, we remain in the dark on where these projects will head in future and how coal will impact our country," said Kaiser Bengali, a prominent Pakistani economist.

A senior government official in Islamabad has rebutted such criticisms and instead pointed to the economic benefits of the deals with China. Pakistan now relies on imported coal, but it hopes domestic production will pick up so that the country can save vast amounts of money spent on energy, he said. "If we can make this transition from imported to domestic fuel, that will help Pakistan reduce our bill for energy imports and that will give us a very major advantage."

But Bengali said that the government must assess not just the production of coal on the environment but also the transportation of the fuel. Coal is imported via one of Pakistan's ports along the country's southern coastline and supplied onward by train to coal-fired projects located in the hinterland.

"There are many aspects of how the environment will be damaged. These range from direct emissions when coal is burned to the effect on the environment when coal is transported," he said.

Many experts believe that the Pakistani government will defend its commitment to CPEC projects. It will likely argue that coal emissions from Chinese power plants "are just a minority within overall emissions across Pakistan. This will be meant to pacify criticism over Chinese coal plants," noted Abid Suleri, an economic adviser to the government who heads independent think tank Sustainable Development Policy Institute.

Suleri, however, warned that large part of the criticism comes from a lack of transparency surrounding CPEC projects. "Overall, we need to have greater transparency on CPEC related investments in Pakistan," he said.

Some Western diplomats who regularly track economic and investment trends in Pakistan go further, saying that detailed assessments of Chinese investments on the environment may not even have been undertaken. "There is a range of risks to the environment with any new infrastructure project. CPEC investments are mostly infrastructure," one diplomat said. "Coal-powered plants pose the biggest environment risk. There should have been detailed assessments before Pakistan and China decided to take them on."

Others said Islamabad is in thrall to Beijing in part due to China's clout as the main supplier of military hardware to local armed forces, apart from being the largest source of foreign investments. In other words, it's a relationship that Islamabad would not want to damage.

"It is possible that Pakistan may take up different issues with China from time to time, but this is done very discreetly," one senior foreign ministry official told the Nikkei Asian Review. "I don't think there can be an abrupt change to our commitments to China. This partnership [with China] is vital for Pakistan's present and our future."

Gucci shines in China www.cnn.com

Chinese shoppers might have lost their appetite for iPhones, but they are still buying luxury bags.

Kering (PPRUF), the owner of brands like Gucci and Yves Saint Laurent, just reported bumper sales driven by strong growth in Asia.

Its revenue increased 26% in 2018 to €13.6 billion ($15.4 billion).

Luxury companies LVMH (LVMHF), L'Oreal (LRLCF) and Hermes (HESAF) have also defied expectations of weaker sales in China caused by a slowdown in the world's second largest economy.

Concerns were sparked earlier this year when Apple (AAPL) warned that it was selling fewer iPhones in China.

Kering did have some words of warning for investors. The company said the business environment "remains unsettled" because of geopolitical risks, trade policies and fluctuations in exchange rates.

Shares in Kering dropped 3% in Paris after earnings were announced. Helen Brand, an analyst at UBS, said the stock has been trading higher ahead of the earnings in anticipation of strong results.

Blast from the past: Putin wants Russian civilian air travel to go supersonic once again www.rt.com

Russian President Vladimir Putin has backed the idea of a domestically-built supersonic passenger aircraft based on the “brilliant” Tu-160 strategic bomber recently developed for the military.
“We now need to go back to supersonic passenger travel. We should think about it,” Putin told the public as he visited the city of Kazan on Tuesday.

The president noted that “a new machine” for the Russian military, the long-range heavy strategic bomber Tu-160 and its technology, could be developed into a civilian version.

“Everything is running like clockwork,” said the Russian president about the Tu-160. “So why not also create a supersonic passenger plane?”

The Soviet Union developed a supersonic passenger plane – the Tupolev Tu-144. The aircraft made its maiden flight in 1968, and was used for passenger service for less than a year in 1977-1978 before it was ruled economically unfeasible and potentially unsafe. The same happened to the only other similar aircraft, the British-French Concorde, which made its last flight in 2003.

It’s not the first time Putin has floated the idea of bringing back a civilian supersonic plane. After witnessing a test flight of Russia’s new Tu-160 strategic bomber last year, the president said that the Tu-144 was too costly for people for its time, but now the economic situation in the country is different and some companies would be able to operate this type of aircraft.

Earlier this year, the Russian Ministry of Industry said that the United Aviation Corporation (UAC) will be in charge of developing the supersonic passenger jet. The company will build a flight simulator demonstrating the new jet’s capabilities by 2022 and then start working on the plane’s design.
