European Union and Mongolia hold 1st Joint Committee www.eeas.europa.eu

The European Union and Mongolia held their Joint Committee meeting on 23 April 2018 in Brussels. This was the first Joint Committee held since the entry into force of the EU-Mongolia Partnership and Cooperation Agreement (PCA) on 1 November 2017.

EU-Mongolia relations have progressed extremely positively in the past months, notably the establishment of the EU Delegation in Ulaanbaatar on 2 November 2017 and the aforementioned entry into force of the Partnership and Cooperation Agreement.

In the meeting, both the EU and Mongolia re-affirmed the importance of further enhancing their relations by working on an action plan for implementing the PCA. They exchanged views on regional and global issues and discussed opportunities for strengthening cooperation on connectivity issues.

The EU and Mongolia discussed further steps in assisting the Mongolian authorities in devising the Public Finance Management Trust Fund with the World Bank and the possible budget support operation if the conditions are met. The discussions also focussed on concrete ways in which the EU can support Mongolia in complying with its commitments on taxation jurisdiction. Both the EU and Mongolia agreed to explore the feasibility of setting up a joint working group on development cooperation in the course of the year.

The second EU-Mongolia Human Rights Dialogue was held back-to-back with the Joint Committee. Both sides discussed issues related to enhancing cooperation in multilateral fora. Regarding the possibility of reintroducing death penalty, the EU expressed its principled position as opposed to death penalty in all circumstances.

As is the case for all human rights dialogues, the EU met with civil society representatives ahead of the Dialogue, which contributes to a regular engagement with such groups.

The Subcommittee on Trade and Investment, held ahead of the Joint Committee on 10 April by videoconference reviewed the state of trade and economic cooperation with a focus on the diversification of Mongolia's economy. Discussions also focussed on "GSP+" implementation, investment opportunities and cooperation on raw materials. The Joint Committee was briefed on the outcomes of the discussion.

The Mongolian Delegation was headed by Mr TSOGTBAATAR Damdin, Minister of Foreign Affairs. The European Union's delegation was headed by Mr Gunnar WIEGAND, Managing Director for Asia and the Pacific at the European External Action Service.

The EU and Mongolia agreed to hold their next Joint Committee meeting in 2019 in Ulaanbaatar.

Xi says he's looking forward to planning China-Russia ties with Putin in new era www.xinhuanet.com

BEIJING, April 23 (Xinhua) -- Chinese President Xi Jinping said Monday that he is looking forward to meeting Russian President Vladimir Putin in June and jointly planning China-Russia ties in a new era.

Xi made the remarks when meeting with Russian Foreign Minister Sergei Lavrov at the Great Hall of the People in Beijing.

Xi said he is looking forward to President Putin's China visit in June and his attendance at the Shanghai Cooperation Organization (SCO) summit in the eastern Chinese coastal city of Qingdao.

He said he hopes to boost friendship with President Putin, jointly plan China-Russia ties in a new era, and discuss the future development of the SCO together with the leaders of other SCO member countries.

Calling a high-level bilateral relationship "precious wealth of both countries," Xi said the China-Russia comprehensive strategic partnership of coordination has maintained positive development momentum.

China and Russia need to continue to give play to the guiding role of high-level exchanges in the development of bilateral ties, fully implement the consensus reached by the two heads of state, and synergize the Belt and Road Initiative and the Eurasia Economic Union, Xi said.

He also called on the two sides to enhance mutual support in international affairs, jointly uphold international law and universally recognized norms of international relations, and strengthen cooperation within the SCO, BRICS, G20 and other frameworks so as to build a new type of international relations and a community with a shared future for humanity.

"I believe that with the efforts of both sides, China-Russia ties will make new achievements," said Xi.

Lavrov said President Putin looks forward to visiting China and attending the SCO Qingdao summit.

Russia has attached great importance to the comprehensive strategic partnership of coordination with China and stands ready to further strengthen bilateral cooperation, he said.

Both Russia and China respect international law and the UN Charter, said Lavrov, adding that his country agrees that the two nations need to further enhance coordination within multilateral frameworks.

Russia World Cup trophy arrives in Mongolia www.ecns.cn

The FIFA World Cup trophy arrived in Mongolia on Monday as part of the tour leading up to this year's tournament in Russia.

The 18-carat gold trophy was welcomed by Mongolian officials, including President Khaltmaa Battulga and football fans.

Ulan Bator is the 55th city visited during the tour, which is expected to travel to 91 cities in 51 countries.

The tour began last year in Russia and will conclude in Osaka, Japan, on April 30.

The trophy will be on display in Ulan Bator's Shangri-La Mall for several hours, where fans will be able to admire it and take photos.

Dodgy dollars seized by Mongolian customs www.news.mn

A Mongolian citizen was arrested by Customs Inspectors at Chinggis Khaan International Airport after trying to smuggle some 3100 worth of fake US federal reserve notes into the country. The suspect arrived on flight ТК342 from Istanbul. The passenger, who has not yet been named, was trying to smuggle a total of 31 forged one-hundred dollar bills without notifying custom officials. The equipment for verifying whether bank notes are genuine or not quickly told the inspectors that they were indeed fakes.

Nearly 100 foreign NGOs active in Mongolia www.news.mn

Having moved from communist state to fledgling democracy in 1990, Mongolia is still struggling against poverty to bring its society up to what it sees as Western standards.

A total of 93 international non-governmental organisations (NGOs) representing 20 countries are currently actively operating in Mongolia. According to the General Customs Administration, most of them work in the education, humantarian, enviromnental, health and agricultural sectors.

More than 100 international NGOs have set up shop in the country, with local NGOs numbering over 5,000 as of 2005. Mongolia is a large country six times the size of the UK, but with a relatively small population of just three million - not much more than Manchester!

Tourist arrivals to Mongolia up 11 pct in Q1 www.xinhuanet.com

ULAN BATOR, April 23 (Xinhua) -- A total of 705,000 foreign tourists visited Mongolia in the first quarter of 2018, up 11 percent from the same period last year, data from the National Statistical Office of Mongolia showed Monday.

Russia and China contributed the highest number of foreign tourists to the country in the first three months of this year, respectively accounting for 36 percent and 32.6 percent of the total.

Among the leading sources of incoming tourists for Mongolia, South Korea registered robust growth, up 15.7 percent from last year to reach 7,157 during the period.

Central Asia Trio Test Investor Conviction www.financialtribune.com

Central Asian financial markets lacked clear direction after a maelstrom of political, economic, banking system, and international lender cross-currents punctured early year euphoria.

Only Kazakhstan is in a benchmark frontier equity index on the MSCI, while Azerbaijan and Mongolia external bonds are tracked on JP Morgan’s off-index NEXGEM list, Atimes reported.

In recent weeks Azerbaijan’s President Ilham Aliev won another term in a controversial election with suspect margins and turnout; Kazakhstan’s currency was battered in the wake of post-US sanction ruble selloff; and Mongolia got a mixed review under its International Monetary Fund program on lingering fiscal and financial system risks.

Into the half year the specter of a repeated commodity crisis has abated, but the Asian Development Bank cautioned in its sub-regional forecast about output slowdown as government succession paths remain messy or murky.

Official statistics put first-quarter growth at 2.3%, with non-oil outperforming the hydrocarbons sector, although agriculture, construction and tourism all fell. The ADB predicts below 2% expansion for the year and 7% inflation with post-devaluation exchange rate stability, as the current account surplus tops 6% of GDP.

Foreign direct investment was over $5.5 billion in 2017, 85% concentrated in energy and the Shah Deniz field in particular. The manat has been steady at 1.7/dollar, and the share of bank deposits in that unit roughly doubled to 40% the past year. The central bank cut the refinancing rate 2% to 11% in April and assured the public of ample cash on hand after spillover from Russia and Turkey troubles.

However, the restructuring of giant International Bank, to be prepared for privatization, is proceeding slowly as assets slipped below $5 billion awaiting foreign creditor approval of a $3.3 billion workout proposal.

Kazakhstan

Kazakhstan shares were up almost 20% on the MSCI frontier gauge in the first quarter, as growth came in stronger than expected at 4% with good mining and manufacturing contributions. Higher oil prices and production joined with trade diversification to new markets like Vietnam to help the balance of payments and foreign reserves, with the latter at $90 billion including the separate stabilization fund.

The central bank is easing as inflation may drop below the 5-7% target band, and it dismissed the 3% tenge decline over the week tighter US sanctions were imposed against Moscow as a bump.

Bank fragility stayed in the spotlight as parliament passed a bill to close capital flight loopholes, and another round of foreign currency to tenge mortgage conversion was completed using the pre-devaluation rate.

The Halyk-Kazkommertsbank merger timetable slipped to the second half of the year and Standard & Poor’s kept KKB at “B+” credit watch, as it called the combination a “challenge under weak economic conditions.”

The state airline, uranium producer, and telecom operator will soon be offered in stock exchange IPOs, and officials travelled to China on a promotion tour, but investment adviser Rothschild urged a quicker pace of $70 billion sovereign wealth fund divestment including pre-offering sales.

Mongolia

Mongolian bonds rose as the country got a third IMF tranche under its overall $5.5 billion donor package, following a growth upgrade to 5% on flagship copper project expansion.

However, the government demanded the extradition of the former prime minister from the US to face corruption charges, and the IMF warned of still outsize public debt at 85% of GDP.

Double-digit bank bad loan levels and credit increases also endure, as legislators debate an interest-rate cap for borrowers that could again pave the way for Central Asia’s familiar boom-bust saga.
