Mongolia's central bank launches campaign to increase gold reserves www.xinhuanet.com.cn
ULAN BATOR, June 5 (Xinhua) -- The Bank of Mongolia said Tuesday it has launched a campaign "National Gold to the Fund of Treasures" within the framework of the "Gold-2" national program.
The five-month campaign is aimed at encouraging gold miners and individuals to sell their gold to the central bank and commercial banks, increasing the gold reserves, intensifying training and promotion on the process of gold purchase among the public and introduce relevant laws and regulations, the Bank of Mongolia said in a statement.
The Bank of Mongolia purchased over 3.2 tons of gold from legal entities and individuals in the first four months of this year, which is an increase of 257.6 kg from the same period last year.
The government of Mongolia has carried out a number of measures directed at enriching the treasury fund and improving the legal environment on foreign exchange over past five years. As a result, gold miners submitted 20.01 tons of gold to the central bank in 2017, contributing 800 million dollars to the state budget.
Annual gold production had not surpassed 20 tons since 2005 when it reached its record high at 25 tons.

Petro Matad swings to loss following Mongolia drilling delay www.sharesmagazine.co.uk
Mongolia-focused oil explorer Petro Matad swung to an annual loss following drilling delays.
Net losses amounted to $9.9m, compared to a profit in 2016 of $10.8m.
The company had expected to commence its first drilling operation in six years during 2017.
However, it became evident that the drilling rig contracted for the programme would not achieve the required certification to international standards.
The company therefore took the decision to defer drilling until 2018.
'While disappointing, the this did provide the company with additional time in which to review and revise its financing and operational strategy,' Petro Matad said.

World Bank to support Ulaanbaatar City on Municipal Transport Asset Management www.montsame.mn
Ulaanbaatar /MONTSAME/ On June 5, a Memorandum of Understanding between the World Bank and Ulaanbaatar city was signed to facilitate cooperation on the management and planning of municipal transport assets, as part of the city’s efforts to make its transport infrastructure more resilient to the impact of climate change.
The agreement, signed by World Bank Country Manager for Mongolia James Anderson and Ulaanbaatar city Vice Mayor Bayarkhuu, marks the beginning of technical assistance supported by a grant from the Global Facility for Disaster Reduction and Recovery.
Poor asset management and lack of long-term planning of urban transport infrastructure – roads, intersections, and bridges – have long constrained the quality of service delivery in UB city, which has a limited budget for road maintenance and repairs. Climate-related disasters such as flash floods, storms, and extensive icing on the road during winter add to the city’s challenges and increase the need to boost capital investments in transport infrastructure.
“The urban transport infrastructure provides the veins and arteries for the city, so ensuring their good management and long-term development is crucial to Ulaanbaatar’s health,” said World Bank Country Manager James Anderson. "The World Bank is committed to supporting public service delivery in Mongolia, including strengthening the capacity of national and local agencies to plan and manage public transport services."
“In recent years, the Municipality of Ulaanbaatar has initiated and implemented a number of road and transport infrastructure investment projects,” said Vice Mayor for Infrastructure and Redevelopment Mr. Bayarkhuu. “With harsh climatic conditions and increasing climate-related disasters, the existing infrastructure is vulnerable to rapid degradation. This support from the World Bank is timely and will benefit both public officials managing the city's transport facilities and residents who rely daily on the roads."
As part of the collaboration, the World Bank will help the city to set up an inventory system for transport assets, which will include classifications and basic information for all urban transport assets. The initiative will also help develop the first phase of Ulaanbaatar’s long-term plan to manage its transport infrastructure assets while ensuring the necessary maintenance and repairs to make the assets more climate resilient.
Officials responsible for planning and maintenance of transport infrastructure – at the national and city level – will also be trained to carry out asset surveys and develop plans for asset management.

Int'l military drills kick off in Mongolia www.xinhuanet.com
ULAN BATOR, June 4 (Xinhua) -- An international military exercise, codenamed Gobi Wolf 2018, began on Monday in Mongolia's western province of Khovd.
Gobi Wolf 2018 is a five-day disaster response exercise and exchange event between the government of Mongolia and U.S. Army Pacific focused on interagency coordination.
Mongolia's National Emergency Management Agency (NEMA) has hosted Gobi Wolf with support from Mongolian armed forces and conducted joint exercises with the U.S. Pacific Command since 2009, except for the years of 2013 and 2014, covering disaster scenarios common to Mongolia including earthquakes, floods and mining incidents, the NEMA said in a statement on Monday.
This year's exercise is co-organized under the theme "Organizing regional management and interaction" and in two stages, including classroom training and practices in replicated real-world situations.
The exercise will involve more than 650 participants, including those from Mongolia, the United States, international organizations, and embassies of France, Sri Lanka, Britain, Canada, South Korea, Australia, Japan, Thailand and Nepal to Mongolia.
During the exercise, the participants will share experiences and organize comprehensive training on search-rescue operations in swift river current and mountain bumps with the help of military dogs and emergency medical attention to disaster victims.
In addition, the training will be held on mobilizing women toward greater preparation in facing disasters and emergency situations.

Mongolia-Russia Initiative 2018 to take place in Ulaanbaatar www.montsame.mn
Ulaanbaatar /MONTSAME/ A series of events ‘Mongolia-Russia Initiative 2018’ is to take place on June 7-9 in Ulaanbaatar, aiming at developing and strengthening trade, economic, industrial and investment cooperation between Russia and Mongolia.
The ‘Mongolia-Russia Initiative 2018’ event series will be held under the auspices of the President of Mongolia Kh.Battulga. Within the framework of the event, five sectoral meetings including agro-industrial complex, light industry, energy industry, construction and transport are scheduled.
The presentation of civil aviation of Russian aircraft manufacturers - ‘Sukhoi Superjet 100’, ‘MS-21’ and ‘Il-114-300’ planes is also planned. Mongolian airlines including MIAT, Aero Mongolia and Hunnu air will participate in the event.
The ‘Nuclear science and nuclear power technologies’ workshop and a meeting of Mongolian nuclear power engineers with representatives of the Russian state corporation Rosatom are planned.
In the business part of the events, the bilateral and multilateral B2B meetings will take place with participation of over 100 representatives from more than 60 Russian companies and about 300 Mongolian companies working in the agro-industrial sector, food industry, energy, construction, mining and agriculture.
Under the series of events, the Ministry of Food, Agriculture and Light Industry will co-organize the exhibition with the Misheel Group LLC. The agricultural machinery, light and food industry products from the closest regions of Russia will be presented at the exhibition at Sukhbaatar Square.
In addition, a major cultural program is being prepared. The State Folk Dance Ensemble named after Maestro Igor Moiseev is to perform on June 8,9. Mongolian-Russian friendly judo competition will also take place on July 7,8 at the central square of Ulaanbaatar.

UB Railway denounced for money laundering scandal www.zgm.mn
Ganzorig Bor, Chairman of the Board of “Uls Turch” (translation: Politician) media outlet, held a press conference yesterday, announcing that they have issued a request to the Independent Agency Against Corruption to inspect the Chairman of Ulaanbaatar Railways JV (UBRW) Jigjidnyamaa Damdinsuren and Deputy Minister of Road and Transport Development Tsogtgerel Batchuluun. The media outlet suspects the two people for a potential money laundering, claiming that they have abused their power and imported nearly a thousand units of scrap wagons. Ganzorig Bor remarked, “These two people have purchased 977 units of over 20 years old decommissioned wagons manufactured in Russian Federation between 1992 and 1995, at MNT 26 billion on August 23, through a UK based company Max Bridge Logistics L.P, which is registered in an offshore country Dominican Republic.” He added that UBRW is currently using over 6 hundred of these decommissioned wagons and some of them are already damaged and unserviceable. He further claimed that Tsogtgerel Batchuluun encouraged the irresponsible act instead of stopping it. UBRW also brought in two rail repair trucks for USD 5.6 million in 2014; however, they have never been used, and the company bought another truck of the same model for USD 1.7 million in 2017. Mr. Ganzorig Bor revealed that the market price of this truck is around USD 900 thousand, which begs the question of the remaining fund of USD 770 thousand. He then underlined that the 50 percent of prepayment transaction of these rail repair trucks were conducted through LordWest Trade L.P, a Dominican company, further claiming that both MaxBridge Logistics L.P and LordWest Trade L.P are owned by a single person.

Agreement established to improve regulation of coal transportation www.montsame.mn
Ulaanbaatar/MONTSAME/ Last weekend, the National Auto Transportation Center (NATC) and Tavantolgoi Company established a cooperation agreement with a purpose to upgrade regulations of coal transportation.
According to the agreement, mine owners will establish a Transport Contract with transport companies under the standards and regulations, within the framework of Mongolian laws and regulations.
Based on the contract, the NATC will put a control and issue a permit to cross the border. Effective regulation was lacked in coal trasportation as the mining companies previously gave authority of transportation matters to the buyers.
Therefore, establishing the cooperation agreement and bringing transportation matters into the attention of the mines will create a possibility to make regulation in compliance with the capacities of the mines and roads. By doing so, it is expected to reduce traffic jam, improve responsibility of transporters, decrease traffic accidents, resolve social issues of drivers and ensure drivers to get health and social services.

S.Batbold: Highway to be built within Silk Road project www.montsame.mn
Ulaanbaatar /MONTSAME/ Governor of the Capital City and Mayor of Ulaanbaatar S.Batbold attended ‘Business Breakfast’ meeting today held by the Mongolian National Chamber of Commerce and Industry.
Mayor S.Batbold reported that Governor's Office of Ulaanbaatar city is maintaining policy to create public infrastructure and to expand cooperation with aviation companies. In particular, it agreed to cooperate with Asiana Airlines. Moreover a highway construction work in the frames of ‘Silk Road’ project as well as renovation works of city bridges that put into operation in 1950-1970 will begin soon.
According to the Mayor, the Governor's Office plans to have a biggest international expo hall in the capital city and to give land ownership permission only through land exchanges. Mayor S.Batbold asked private sector to render support on building a new 45 thousand capacity stadium.
More than 60 representatives from the Governor's Administration, heads of agencies and businesses participated in the meeting, exchanging views on the city development and pressing issues.

Belarus suggests developing dairy cluster in Mongolia www.eng.bela.by
MINSK, 4 June (BelTA) - Belarus can develop a dairy cluster in Mongolia, Belarus Prime Minister Andrei Kobyakov said as he met with Mongolia's Minister of Foreign Affairs Damdin Tsogtbaatar, BelTA has learned. “Given the attention that the governments of our countries attach to agriculture, cooperation in crop production, animal husbandry, and veterinary medicine holds great promise. Currently, we are studying the possibility of implementing a comprehensive project to set up Mongolia's first dairy cluster, Andrei Kobyakov said. The Belarusian side is also ready to share modern storage, processing and agricultural production technologies. Moreover, Belarus would like to increase supplies of farm machines and special-purpose equipment, and also passenger buses, utility vehicles, equipment and technologies to Mongolia. The prime minister suggested industrial cooperation projects. The Belarusian side is ready to set up joint ventures with Mongolian partners to produce machinery engineering goods. There is a mutual interest in cooperation in the prevention of emergency situations, and humanitarian cooperation: science, education, culture and sport. Andrei Kobyakov stressed that Belarus pays special attention to the development of relations with countries in the Asia-Pacific region and considers Mongolia as a promising partner. “In 2017 we marked the 25th anniversary of the establishment of diplomatic relations between our two countries. It is safe to say that for the past quarter of a century we have maintained the ties of friendship, mutual respect and partnership, thus laying a good foundation for comprehensive cooperation in the future,” the Belarusian head of government said. “It is obvious that there are many untapped opportunities for cooperation between the two countries and the goal of the two governments is not to miss them, to create the conditions for turning them into specific mutually beneficial economic projects. Japanese Wallet Firm Buys Mongolian Mine, SBI Exchange Launched? www.cryptonews.com
Two Japanese companies announced its crypto business expansion news. Cryptocurrency wallet provider Ginco will move into the cryptocurrency mining industry, and has established a base in Mongolia. Meanwhile, financial giant SBI Group has finally showed its long-awaited cryptocurrency exchange platform.
Per Nihon Keizai Shimbun, the Tokyo-based Ginco has acquired a Mongolian firm based in the capital Ulaanbaatar, investing capital worth some USD 100,000. The company, which is described as a 100%-owned Ginco subsidiary, will sell dedicated mining hardware to investors, who will then be able to commission mining efforts of their own at the center.
The media outlet notes that Mongolia’s low electricity prices mean that costs are 50% lower at the center than operating mining hardware in Japan.
Earlier this year, Ginco announced it had raised some USD 1.4 million in investment in the form of venture capital – and appears set to re-invest this in its new mining projects.
Meanwhile, Nikkei also reports SBI Group opened its cryptocurrency exchange platform, SBI Virtual Currencies, as of June 4. The exchange’s website shows that the only currency on offer at the moment is Ripple (XRP) – although SBI has previously stated that it will offer trading in other cryptocurrencies such as Bitcoin, Bitcoin Cash and Ethereum. SBI also says that its fees for sales are the lowest in the Japanese market.
At the time of writing, however, the SBI Virtual Currencies website appears not to be operational, and features an official announcement asking would-be customers for their patience as the company “completes preparations.”
