AIIB welcomes 13 new members, 15 to join the queue www.chinadaily.com

Fifteen new members will soon join the Asian Infrastructure Investment Bank (AIIB), which will bring the total number of members to nearly 90, AIIB President Jin Liqun announced on Saturday.

The comment came after the bank expanded its membership to 70 last week by approving 13 countries and regions as new members.

Jin said the participation of new members from North and South America, Africa and Europe will bring positive changes to the AIIB's operations, implying that the bank will expand investment outside of Asia.

"The AIIB can support infrastructure investment outside of Asia as long as the projects benefit the local and Asian development," Jin told reporters on the sidelines of the Boao Forum for Asia in Hainan province.

Jin said that the participation of countries in the AIIB such as Canada is a vote of confidence in the operation and management of the bank.

"Our job is not just to put some money in a particular country," Jin said, stressing that the bank would like to see infrastructure projects it funded improve regional coordination and enable members to gain rather than lose from its investment.

Mongolian coal miner posts losses, tough market conditions offset price revival www.reuters.com

ULAANBAATAR, March 23 (Reuters) - Mongolia Mining Corp <0975.HK> reported losses of $154.2 million for 2016, despite a 20 percent jump in total revenue, with a resurgence in coal prices over the year unable to offset tough market conditions in the first half and high financing costs. Coal accounts for nearly half of mineral-rich Mongolia's total exports but weak infrastructure and high freight costs have forced the country to sell at discounted prices and prevented it from taking full advantage of its vast reserves. Delays to a railway project designed to help the landlocked nation deliver coal across its southern border into China have also held back the industry and eroded MMC's profitability. The firm reported an average selling price of $77.2 a tonne last year, 22 percent more than in 2015 after China's war on overcapacity helped cut coal supplies. But this was much lower than the average China spot price <ST-CNCCDS-MB> of around 946 yuan($137). MMC's hard coking coal sales rose 29.2 percent to 1.5 million tonnes in 2016. Mongolian Mining runs the Ukhaa Khudag mine in the Gobi desert that shares the same coal formation as Mongolia's huge state-owned Tavan Tolgoi mine, which the country hopes will attract billions of dollars in foreign investment. Mongolian coal is shipped by trucks to the Chinese border, about 240 kilometres (149 miles) away from Ukhaa Khudag. The country has long planned to build a railway to cut down on costs, but it has struggled to finance the project. "When MMC reaches full production rates of 7 million tonnes per year some time in 2018, it will be responsible for almost 10 percent of Mongolia's total GDP at current coal prices," said Harris Kupperman, chairman of the Mongolian Growth Group, a real estate firm that holds a stake in MMC. "MMC's future health is vital to the Mongolian economy." Mongolia's central bank said last week that the value of the country's coal exports grew 642 percent in February, compared with the same period of last year. According to data from China's customs authority this week, Mongolia overtook Indonesia to become China's No.2 source of imported non-lignite coal in February, with shipments up 211.6 percent on the year at nearly 2 million tonnes. Chinese investors move in, take large slice of Latin American pie www.chinadaily.com.cn

 
Chinese companies are forming the mainstay of foreign direct investment in Latin American and African markets as globalization suffers setbacks elsewhere, an international law firm has said.
 
In an interview with China Daily, Juan Picón, global co-chairman of DLA Piper, said he still thought the trend would continue, based on feedback from his clients.
 
He said: "A growing percentage of our clients who are investing directly in Latin America are from the Chinese mainland, from sectors including energy, infrastructure and technology and so on."
 
A similar situation could also be seen in Africa, he said.
 
According to Reuters, the United Nations trade and development agency UNCTAD, reported that global foreign direct investment fell by 13 percent to an estimated $1.52 trillion in 2016.
 
The report stated that the US was the top destination with $385 billion, rising by 11 percent year-on-year, followed by the UK ($179 billion) and China ($139 billion).
 
Europe saw a fall of 29 percent, followed by Latin America and Africa in overall terms.
 
But Picón noted a rising interest from the Chinese government and corporations in fostering relations with countries in Latin America and Africa.
 
China's investment in those regions is expected to gain greater momentum with China's Belt and Road Initiative.
 
DLA Piper was formed in 2005 by a merger between three law firms, two based in the US and one in UK.
 
Picón said there were still many large projects to develop in Latin America, requiring massive funding programs, such as various national infrastructure projects.
 
He added that Latin America had always been very investor friendly with fewer limitations on foreign direct investment.
 
DLA Piper currently has represented more than 30 Chinese mainland companies, easing their clients' entry to industries including financial services, infrastructure, telecoms, engineering and agriculture.
 
Transportation and energy-related infrastructure projects have proven more attractive to his Chinese clients in countries such as Mexico, Peru, Chile and Cuba.
 
In foreign direct investment in Latin America, Picón said, the US used to dominate the market. But as time goes by, Latin America's relationship with China is building to "a more mature stage".

Beijing to cut coal consumption by 30 percent in 2017 www.xinhuanet.com

BEIJING, March 23 (Xinhua) -- Beijing will cut coal consumption by 30 percent this year to reduce the source of air pollution, the Municipal Commission of City Management announced on Thursday.

The city will keep total coal consumption under 7 million tonnes this year, according to the commission.

Beijing will close more coal-fired boilers, and replace all low-quality coal with clean coal in rural areas, said Chai Wenzhong, deputy head of the commission.

A new natural gas pipeline that will transfer gas from Shaanxi Province to Beijing is under construction and expected to be in operation by the end of October.

Local authorities announced earlier this year that the city plans to invest 18 billion yuan (2.6 billion U.S. dollars) in treating air pollution this year. At least 500 manufacturers will be shut down and heavy diesel vehicles restricted.

Emissions from burning coal are a source of breathable toxic particulate matter, known as PM2.5, which causes smog.

100 kinds of factories to open in all regions www.montsame.mn

Ulaanbaatar /MONTSAME/ The Government of Mongolia, regardless of the current economic difficulties, is to maintain consistency of the “21:100” program on building new factories. This means that factories of 100 kinds of heavy and light production for substituting imports will be built in all 21 provinces of Mongolia.

Studies have been conducted for the factories, and their results will be discussed by the cabinet for approval, reports the Minister of Food, Agriculture and Light Industry.

Within this program, a major national manufacturer APU Company has set a goal to increase investment for dairy production in 2017. APU has constituted 21.4 percent of the milk market in 2016, and has been exporting its products to Russia, South Korea, and Hong Kong, China.

As for heavy industry, the Government has named four major projects, including a oil processing plant in Sainshand and Ferrous Complex in Darkhan-Selenge region. 
A bid has been announced for companies that are interested in preparing the feasibility study and consulting for the oil processing plant project. Four India-based companies have taken parts in the bid, two of them were selected. The final results will come out by April 15.

The feasibility study of the Ferrous Complex of Darkhan –Selenge region is projected to complete within July.

Another heavy industry project on coal gasification plant is expecting a complete feasibility study in the near future. The coal gasification plant project is funded by World Bank.

The Government has set to forward a project on copper concentrate plant.

Air pollution program’s initial cost totals to MNT 9.9 billion www.montsame.mn

Ulaanbaatar /MONTSAME/ The National Program on Reducing Air and Environmental Pollution is the key solution to the pressing issues of Ulaanbaatar, which a half of the country’s population call home, said a government official on Thursday during a meeting with journalists.

The meeting took place among media representatives and officials of the Ministry of Environment and Tourism and Ulaanbaatar Mayor’s Office. Present were also, Minister of Environment and Tourism D.Oyunkhorol and Deputy Mayor of Ulaanbaatar in charge of Green Growth and Air Pollution J.Batbayasgalan.

The city administration and the government have been fiercely criticized for the past several year that they have been making the issue of air pollution fade away as the climate gets warmer and the smog level decreases naturally.

“The city administration has been doing its best to satisfy its residents on this problem. However, we need journalists’ support on introducing and implementing this nationwide program targeted to reducing air pollution”, said J.Batbayasgalan.

The national program was approved on March 20 by the cabinet of ministers, with five key objectives to be realized in 2017-2019 (Phase I) and 2020-2025 (Phase II). Total initial cost will be MNT 9.9 billion.

Minister D.Oyunkhorol informed: the Key Strategic Objectives include Sophistication of urban planning; Decentralization; Improving infrastructure; Curbing pollution and Shaping eco-friendly lifestyle among citizens and ensuring people’s right to secure and healthy living environment, as set out in the Constitution of Mongolia.

Within the First Objective, the program actions will be directed at gradually reducing usage of raw coal for fuel by introducing households to latest environmentally friendly technologies. Decentralization, the Second Ovjective, is to be mobilized through adequate urban planning and infrastructure policies.

Raising public’s awareness of pollutants and establishing an merit and incentive-based system for curbing air pollution are also important factor in making the objective come in life, said the Minister.

Twitter is considering adding a paid membership option for businesses and power users.
The micro-blogging service, which has struggled to grow its user base in recent years, is carrying out surveys to “assess interest” in the idea.
Paying members would get access to an enhanced version of Tweetdeck, Twitter’s souped-up interface that offers more functionality than Twitter.com.
The company has not made any indication it is considering charging regular users of the service.
But a premium membership scheme could offer Twitter a new revenue stream at a time when users are increasingly turning to other networks such as Snapchat.
Twitter’s active user base has plateaued - and advertising revenues, currently the firms only meaningful income stream, are in decline. Twitter’s struggles come despite the online advertising market growing considerably in the past year.
'More valuable'
Twitter has surveyed a small selection of its users about the idea.
In a statement, the company said: "We regularly conduct user research to gather feedback about people’s Twitter experience and to better inform our product investment decisions, and we're exploring several ways to make Tweetdeck even more valuable for professionals.”
In an email to selected users, the company described how the new tool would work.
"This premium tool set will provide valuable viewing, posting, and signaling tools like alerts, trends and activity analysis, advanced analytics, and composing and posting tools all in one customizable dashboard,” the note said.
"It will be designed to make it easier than ever to keep up with multiple interests, grow your audience, and see even more great content and information in real-time.”
If it goes ahead with premium accounts, Twitter will be competing with more established players like SocialFlow and HootSuite - companies that have offered enhanced ways to use Twitter for many years.
Why it has taken the company this long to roll out its own initiative is not clear. In 2009, co-founder Biz Stone said the firm had hired a product manager to develop premium features, but these never materialised - and Mr Stone left the company in 2011.

Ulaanbaatar /MONTSAME/ Yesterday, Speaker of the Parliament M.Enkhbold got acquainted with development process of a new airport in Khushigt Valley hondii valley in Sergelen soum of Tuv aimag.
 
The construction work of the airport started on June 25, 2013 and is now fully completed. However, some works have not been finished due to financial shortage to be provided by the Mongolian side. “ - This airport is our gate to abroad and face of the country. We should fulfill our duty, solving financial issues for including construction of power station which should supply the airport with energy. Some parts of the finance have been already included in the state budget. Relevant ministry pays attention to intensifying works” he said.
 
The speaker also noted that even though over 30 buildings and facilities have been completed, the airport cannot start commissioning in scheduled time of 2017 as preparations for making flights need to be satisfied. The airport will most likely start its operation and receive passengers in May of next year after completing installation and testing of necessary facilities and equipment as well as some furnishing works.
 
“- A satellite town will be built near the airport. The Government approved a general plan of satellite town with population of 80-100 thousand in June, 2012. That time I was working as Deputy Minister. However, no work has been done to realize it for the last four years. I hope big progress will be made now. When the airport starts its operation, 2000 persons will be employed at the first stage. Therefore a satellite town is necessary” said speaker M.Enkhbold.

Olon Ovoot port expanded to increase coal export www.en.montsame.mn

 
Ulaanbaatar /MONTSAME/ “The expansion of Olon Ovoot port will help increase income from coal and employment in Mongolia”, remarked D.Ganbat, Minister of Road and Transport Development D.Ganbat as he attended an official inauguration ceremony of an expanded terminal built at Olon Ovoot port, Dornogobi aimag on March 23.
 
Mongolia had begun testing rail transport of coal from the Olon Ovoot port to Chinese Tianjin port, the closest sea port of the People’s Republic of China to Mongolia.
 
In response to increase coal demand from China, Ulaanbaatar Railway Joint Venture in cooperation with the Ministry of Road and Transport Development expanded the Olon Ovoot port by building the first unit of its terminal within 20 days, making possible the transport of 100-150 wagon coal which would increase Mongolia’s coal export to its southern neighbor by 200 thousand tons a month and 2.5 million tons a year.
 
The terminal’s construction was co-realized with private sectors from November 6 to December 21, 2016, using MNT 1.4 billion investment. More than 20 thousand tons of cargo has been transported in 2017 since its construction.
 
The second rail line will be constructed from April to June this year, and when in full operation, the Olon Ovoot terminal will be capable of transporting 300-wagon or 19,500 tons of cargo. The Olon Ovoot port of Dornogobi aimag was set up in 1974.
 
Those present at the inauguration ceremony included Yang Qingdong, Charge d’affaires at the Chinese Embassy in Mongolia and D.Jigjidnyamaa, Director of Ulaanbaatar Railway Joint Venture.

New procedure for exploration licenses to be adopted www.en.montsame.mn

 
Ulaanbaatar /MONTSAME/ On March 23-24, the annual ‘Mongolian Geology and Exploration’ conference, initiated by the Society of Economic Geologists is gathering geologists for the 9th time this year.
 
Attended by representatives of mining companies, international associations, investors and the Mongolian Ministry of Mining and Heavy Industry, the conference serves as a platform for discussion on geology, mining, legal environment surrounding and government policy on minerals at Corporate Hotel & Convention Center.
 
In his opening speech, Deputy Minister of Mining and Heavy Industry D.Zagdjav defined the purpose of the conference as introducing the output of the works of Mongolian geologists, strengthening cooperation between government and private sectors, and attracting foreign and domestic investment.
 
The Ministry of Mining and Heavy Industry is also planning to begin following a new procedure for the issuance of exploration licenses which will introduce new policies such as giving special permissions based on the exploration plans and amount of investment and allowing both domestic and foreign entities to submit applications.
 
Presently, some 15 geological research works are ongoing as MNT 9.3 billion was allocated from the 2017 state budget for basic geological researches.
 
“Compared to last year, investment in mining is increasing, and it has been estimated that mining sector will accumulate MNT 13.3 billion in state budget this year”, said M.Enkhjargal, Deputy Director of Mineral Resources and Petroleum Authority of Mongolia.
 
In conjunction with the ‘Mongolian Geology and Exploration’ conference, side events like announcement of mineral exploration and exploitation projects, business meeting of investors, ‘Mongolian landscape through the lenses of explorers’ photography exhibition and ‘The finest of minerals and rocks’ exhibition are also being held.
