New projects to be co-implemented with JICA www.montsame.mn

On August 22, Kh.Batjargal, the State Secretary of the Ministry of Economy and Development received delegation headed by Nakazato Taiji, Head of the East and Central Asia Department of JICAs.
During the meeting, the sides exchanged detailed views on projects on the reduction of traffic congestion in the capital city, the development of Khushig Valley Economic Free Zone, and future cooperation.
JICA expressed its interest in further cooperation with the Government of Mongolia in the implementation of new projects in the areas of reducing traffic congestion, construction of the Khushig Valley Economic Free Zone, energy sector and food supply and security.
The sides came to a decision to cooperate in developing the feasibility studies for the ‘Worker's Bridge Construction Project’ and ‘Sapporo-Bayanburd Intersection Multilevel Project’ which are being studied to implement for reducing traffic congestion in Ulaanbaatar city, as well as implementing the Phase 3 of ‘Two-Step-Loan Project for Small and Medium-Scaled Enterprises Development and Environmental Projection’ for ensuring food supply and security.

New members of cabinet appointed www.montsame.mn

The State Great Khural of Mongolia today, August 30, approved new members of the cabinet, presented by Prime Minister L.Oyun-Erdene yesterday, August 29. The Steering Committee of the ruling Mongolian People’s Party, which holds the majority or 62 seats in the 76-seat State Great Khural, convened on August 29, to approve the list of ministers to nominate for the cabinet.
Thus, new ministers of the cabinet have been appointed and took the oath of office to the State Great Khural today, after Prime Minister L.Oyun-Erdene signed the ordinance on the appointments in accordance with the Constitution of Mongolia and the Law on Government.

Indian defence minister to visit Mongolia www.news.mn

China will closely track India’s upcoming high-level engagements in its neighbouring countries Mongolia and Japan as New Delhi sends its senior ministers to bolster ties in the region.
Indian defence minister Rajnath Singh’s two-day visit to Mongolia ahead of his Tokyo visit will be closely tracked by Beijing as well.
Singh has a day full of high-level interactions lined up on September 6, a day after reaching Mongolia, in Ulaanbaatar headlined by a one-on-one meeting with President U.Khurelsukh who is also hosting a dinner in Singh’s honour that evening.
A primary talking point in the discussion agenda is likely to be the completion of Mongolia’s biggest oil refinery being built on a $1.2 billion line of credit from India.
The refinery is coming up in Mongolia’s Dornogobi province and is expected to meet 75 % of the country’s requirements once completed in 2025. (source: Hindustan Times)

Wildfires ravage Mongolia forests, grassland www.xinhuanet.com

A total of 97 forest and steppe fires have been recorded across Mongolia since the beginning of this year, destroying 1,051,907 hectares of forest and grassland, the country's National Emergency Management Agency said Sunday.
The number of registered wildfires is up around 73 percent compared with the same period last year, the emergency agency said in a statement.
The sharp increase is mainly due to people's negligence, the agency said, warning citizens not to make open fires or throw cigarette butts on the ground.

Foreign trade of China's Inner Mongolia up 19.8 pct in Jan.-July www.en.people.cn

HOHHOT, Aug. 29 (Xinhua) -- The total value of Inner Mongolia Autonomous Region's foreign trade in the first seven months of 2022 reached nearly 81.3 billion yuan (about 11.8 billion U.S. dollars), up 19.8 percent year on year, the regional commerce department said Monday.
The northern region's imports from January to July increased 10.9 percent year on year to 46.6 billion yuan, while its exports totaled 34.6 billion yuan, up 34.4 percent year on year.
During the period, the region's exports of mechanical and electrical products, and high-tech products grew rapidly, with an increase of 78.4 percent and 80.1 percent, respectively.
The import and export volume of private enterprises reached 54.8 billion yuan, up 26.7 percent year on year, accounting for 67.4 percent of the region's total foreign trade. Figure of foreign-invested enterprises reached nearly 6.5 billion yuan, up 46.1 percent year on year.
The import and export between Inner Mongolia and its major trading partners kept growing during the period. Trade between Inner Mongolia and Mongolia reached nearly 21.5 billion yuan, up by 24.1 percent year on year. Figures between the region and Russia, countries along the Belt and Road, as well as other members of the Regional Comprehensive Economic Partnership (RCEP) soared, seeing an increase of 5.5 percent, 23.3 percent and 11.2 percent year on year, respectively.

Russia boosting fuel exports to Asia – Bloomberg www.rt.com

Russia may ship greater volumes of a key oil product to Asia, Bloomberg reported on Wednesday, citing the energy consultancy FGE.
The consultancy’s global head of natural gas liquids, Armaan Ashraf, told the outlet that more Russian-made naphtha fuel, which is primarily used to make plastics, will likely head to hubs such as Singapore and Fujairah starting next February when EU sanctions take effect. Re-exports from those regions could become common as some buyers may be reluctant to import directly from Russia, he explained.
Preliminary data by analytics provider Vortexa showed that Russian naphtha exports to Asia have soared by 84% in August to about 130,000 barrels a day compared with all of July.
According to Ashraf, Russian naphtha may already have been blended into the country’s Urals crude and shipped to India earlier this year. “The blending of heavy full-range naphtha or heavy naphtha in limited quantities could reap much more benefits versus selling the naphtha cargo directly,” he noted.
Citigroup estimates that Russian flows of crude oil and oil products may decline by about 1.25 million barrels per day when the EU’s latest curbs come into force.
The bloc’s embargo of most flows of Russian crude will begin in December, followed by a similar move against oil products, including naphtha, about two months later.

Mongolia, ADB sign Financial Framework Agreement www.montsame.mn

Finance Minister of Mongolia and ADB Country Director for Mongolia Pavit Ramachandran signed the USD100 million Countercyclical Support Facility loan agreement on August 26 in Ulaanbaatar.
ADB’s emergency financing will support Mongolia to mitigate adverse impacts of exogenous shocks, which disproportionately affect the poor, vulnerable groups, and women and girls.
At the same ceremony, the two parties also signed the Financial Framework Agreement, comprising pipeline projects for 2022-2023 amounting to USD655 million.

Korea, Mongolia to cooperate for regional peace, strengthen strategic partnership www.koreaherald.com

South Korea and Mongolia vowed to join efforts for peace in the region and agreed to bolster their strategic partnership in their first bilateral foreign ministers’ meeting held in eight years in Ulaanbaatar on Monday.
South Korean Foreign Minister Park Jin met with his Mongolian counterpart, Batmunkh Battsetseg, to discuss a range of issues involving regional security, North Korea and economic cooperation, among others.
“I wish to actively cooperate (with Mongolia) to open the next 30 years (of the relations),” Park said in his opening speech of the foreign ministers’ meeting.
“The Yoon Suk-yeol administration aims to become a global pivotal state that can contribute to freedom, peace and prosperity. We seek to work together with Mongolia, which shares the values of democracy and human rights, for peace and prosperity of the region and the international society.”
The Mongolian foreign minister also expressed welcomed Park, saying his visit to Mongolia would provide a precious opportunity for the two countries to bolster their strategic partnership.
It has been eight years since a Korean foreign minister visited Mongolia for a bilateral meeting. It is also the first time for a high-ranking official to visit the country since Korea and Mongolia elevated their bilateral ties to a “strategic partnership” in September last year.
In his courtesy visit to Mongolian President Khurelsukh Ukhnaa scheduled for Monday afternoon, Park was to deliver a handwritten letter from South Korean President Yoon Suk-yeol.
Later Monday, Park was to attend a dinner meeting hosted by the Mongolian president. The president also invited Park for a breakfast meeting on Tuesday.
Starting with Park’s visit, Seoul’s Foreign Ministry said the government will activate bilateral consultative groups with Mongolia to bolster strategic communication.
Mongolia is a strategic country pursuing democracy while bordering China and Russia, and is one of the top 10 countries for its abundant natural resources, a Foreign Ministry official said.
Seoul will explore ways to work together with Mongolia for diversifying the country’s supply chain, the official added.
As countries are interested in securing a stable supply chain of strategic materials, high-ranking officials from a number of neighboring countries, as well as the United States, have been seen visiting Mongolia in recent months.
Japanese Foreign Minister Yoshimasa Hayashi traveled to Mongolia on a bilateral basis in April. Russian Foreign Minister Sergey Lavrov and Chinese Foreign Minister Wang Yi also made separate trips in July and August, respectively.
Daniel Kritenbrink, the assistant secretary of state for East Asian and Pacific affairs of the US Department of State, visited Mongolia before flying to Seoul last week.
On the day of his arrival Sunday, the Korean foreign minister visited a commemorative park honoring South Korean independence fighter Lee Tae-joon.
Lee opened a hospital in Mongolia in the 1910s and provided rare medical services to locals, as well as backing Korea’s struggle against the Japanese colonial rule of 1910-1945.
Mongolia established the park in 2001.
Park’s trip to Mongolia comes amid rising interest in the country among neighboring countries.
Park said Mongolia is a strategic location of Northeast Asia sharing universal values of democracy and human rights, and Korea seeks to deepen “practical” cooperation in the field of economic security.
“We would like to deepen cooperation with Mongolia, one of the world’s top 10 resource-rich nations, for stabilizing and diversifying supply chains,” Park told reporters Sunday before departing for Ulaanbaatar.

National TB Program (NTP) review is planned to be conducted by WHO WPRO support aiming to assess the current achievements of key components of the NTP to support further programmatic refinements, identify successes, continuing challenges, identify lessons learned and opportunities to strengthen TB prevention and control. Moreover, the review will prioritize the evaluation of the impact of COVID-19 pandemic on TB program with refining the policy recommendations and integration of further actions and implementation of strategic priorities of the national program with Regional Framework to End TB for 2021 – 2030. The review team composed of WHO WPRO, WHO Country Office Mongolia, MOH, NCCD, Global Fund project on TB and AIDS, City Health Department will have the field visits to the selected provinces and districts for evaluation during 20-28 September 2022.

Strong dust storm hits western Mongolian province www.xinhuanet.com

KHOVD, Mongolia, Aug. 28 (Xinhua) -- an intense dust storm hit the western Mongolian province of Khovd on Sunday, causing poor road visibility.
Mongolia has a harsh continental climate as strong winds and dust storms are common in the country throughout the year.
According to the environment ministry, the frequency of climate-related natural disasters such as dust storms has been on the rise in the country.
In March 2021, 10 people and hundreds of thousands of livestock died in Mongolia due to strong winds and heavy dust storms.
