China’s Vice Premier Liu Reassures Businesses Amid Crackdowns www.bloomberg.com

China’s Vice Premier Liu He made a strong pledge to continue supporting private businesses after a spate of regulatory crackdowns in sectors from after-school tutoring to Internet platforms rocked financial markets.
“The principles and policies for supporting the development of the private economy have not changed,” Liu, who is President Xi Jinping’s top economic adviser, said in a video speech to a digital economy expo in Hebei province, according to a Xinhua News Agency report. “They don’t change now, and will not change in the future.”
China must stick to socialist market economy reforms and persist in opening up the economy, Liu said, vowing the country will protect property rights and intellectual property rights. He reiterated that the private economy has contributed to over half of China’s tax revenue, more than 60% of economic growth and 80% of urban jobs.
The comments came after the government tightened restrictions across a range of sectors, triggering a selloff that at one point wiped off $1.5 trillion from Chinese stocks. Authorities are taking more aggressive action as they shift their focus to longer-term goals like promoting income equality and achieving “common prosperity,” boosting the plunging birthrate and protecting national security.
China must heavily support the development of private industry to make it play a bigger role in stabilizing the economy and employment as well as enhancing the structure of economy and promoting innovation, Liu said.

Mercedes reveals electric luxury models for on- and off-road www.cnn.com

Mercedes gave details on a number of new electric cars ahead of next week's Munich transportation show. They include two SUV concepts -— one a rugged off-roader and the other an opulent ultra-luxury model — as well as a high-performance sedan.
The Mercedes-Benz EQG concept SUV is an all-electric interpretation of the Mercedes G-class SUV. The SUV shares the G-class's boxy shape. Engineers even copied the G-class' jutting door handles and meticulously recreated the same "thunk" made by the G-class' doors when they close. Instead of a spare tire mounted on the EQG's tailgate, there's a storage box that can hold a charging cable.
Mercedes plans to produce a vehicle based on this concept, and announced that it will even drive it through the same Austrian mountain off-road course where the internal combustion-powered G-class model is tested. Each wheel of the EQG is powered by its own electric motor, according to Mercedes, to allow for maximum four-wheel-drive control.
Mercedes also revealed the Mercedes-Maybach EQS, a large luxury SUV intended mostly for on-road use. Mecedes-Maybach is the automaker's ultra-luxury sub-brand with models and prices that compete against brands like Bentley.
Like the Mercedes-Benz EQS sedan, the Maybach EQS SUV has a glass panel that covers the entire dashboard giving the impression of a single enormous touchscreen. On the outside, it has a two-tone paint job, an option on Mercedes-Maybach models. As in the EQS electric sedan, the doors can open automatically as the driver approaches. Mercedes has announced it intends to put a large electric SUV, the Mercedes-Benz EQS SUV, into production in 2022. The Maybach SUV would be based on that.
The Mercedes-AMG EQS, also revealed Sunday, is a high-performance version of the Mercedes-Benz EQS sedan. Mercedes-AMG is Mercedes's high-performance sub-brand. Not just a concept car, this will be the first fully electric AMG production model.
It has two high-performance electric motors, one each for the front and back wheels, producing at total of 649 horsepower. Power output can briefly reach 751 horsepower using a special Race Start mode. The car's electric motors were specially designed for high performance use performance demands, according to Mercedes.
Mercedes designers also created special sounds for what would otherwise be a largely silent driving experience. The sound, which is generated both inside and outside the vehicle, can vary depending on the driving mode, such as Comfort, Sport or Sport+. In Sport, it's a gentle hum with an added jet-like overtone during acceleration. In Sport+ it takes on a subtle rumble suggestive of an internal combustion engine.

Prevalence of COVID-19 among adolescents declines as a result of vaccination www.montsame.mn

At its 26th meeting on September 6, the State Emergency Commission discussed the current situation of the COVID-19 pandemic, results of the vaccination and other issues. Deputy Prime Minister, Head of the State Emergency Commission S.Amarsaikhan issued relevant decisions.
According to the researchers, the COVID-19 infection rate may peak by mid-September and gradually decline afterwards. Over 70 percent of all patients currently undergoing treatment at hospitals are in mild conditions.
“The COVID-19 related deaths tend to decrease as over 70 percent of the nationwide vaccination target group have been fully vaccinated,” said Minister of Health S. Enkhbold. In spite of accounting for about 20 percent of the total cases currently reported, the incidence among children aged 12-17 has declined as a result of vaccination.
The research of the scientists’ team under the Ministry of Health showed that the third dose of vaccine is highly protective (92 percent) against the death caused by the coronavirus and results in a four-fold increase in antibodies in 7-14 days. Regarding the matter, Secretary of the team O. Batbayar noted the necessity of urgently involving people in the third dose. As of today, 70 thousand citizens have been involved in the third dose of vaccine against COVID-19.

Inner Mongolia losing dominance in FeCr production amid China’s carbon-reduction plans www.metalbulletin.com

High-carbon ferro-chrome output in Inner Mongolia, China’s leading ferro-alloy producing region, has retreated in the first eight months of the year, while that in the rest of the country has risen, according to market sources.
This comes amid a push by Chinese authorities to reduce emissions in energy-intensive industries, as part of the country’s pledge to achieve carbon neutrality by 2060.
Operations at high-carbon-emitting companies in Inner Mongolia were hindered during the first half of this year amid the local government’s attempt to lower energy consumed per unit of gross domestic product (GDP) in the autonomous region by 3% in 2021.
Inner Mongolia produced 1.30 million tonnes of high-carbon ferro-chrome in the first six months of this year, down by nearly 25% from the same period of last year, according to market participants.
This accounts for roughly 47% of total domestic output over the January-June period, a drop of 10% year on year, market participants told Fastmarkets.
The decline in Inner Mongolia’s production became more pronounced in the third quarter of the year, when operations in...

Russia & China start production of jointly designed passenger aircraft www.rt.com

Production of the first jetliner designed by Russian and Chinese engineers has reportedly been launched in China. The wide-body airliner, the C929, is expected to rival Boeing’s 787 Dreamliner.
The news was first reported by Jiefang Daily, the official paper of the Shanghai Committee of the Chinese Communist Party.
Earlier this year, Yang Zhigang, general engineer of Commercial Aircraft Corporation of China (COMAC), said that manufacturing of the long-range, wide-body aircraft would kick off in 2021.
The China-Russia Commercial Aircraft International Corporation (CRAIC), a joint venture between the two nations, was launched in 2017 with the goal of producing a jetliner to compete with the duopoly of Airbus and Boeing, and take at least a 10% share of the global market.
The prototype was revealed at the opening of China’s largest airshow in the Chinese coastal city of Zhuhai in November 2018. The new jet is expected to make its maiden flight in 2023.
The prototype fuselage, which is 22 meters long, 6.5 meters tall, and 5.9 meters wide, revealed a spacious interior with nine-abreast basic seating in economy class. The salon was equipped with two rows of first-class seats, three rows of business-class seats, and four rows of economy-class seats.
The basic version CR929-600 is projected to carry 280 passengers over a distance of up to 12,000km (7,500 miles). The aircraft family will reportedly include a modification with an extended fuselage (CR929-700) and a shortened fuselage (CR929-500). The aircraft length will be 63.25 meters, with a wingspan of 58-61 meters, and a height of 17.9 meters.

Policy rate decline leads to an increase in domestic investment www.montsame.mn

In the first half of this year, macro economy has grown by 6.3 percent due to operations in the mining sector and the increase in commodity prices.
Specifically, the mining sector has grown by 24 percent, and net tax on products by 23 percent. During the presentation of the Q2 review and bank competitiveness report, the Mongolian Bankers Association reported that the growth in other sectors has slowed down.
In addition, in terms of demand, household consumption fell by 9 percent, while investment increased by 12 percent. The decrease in the policy rate has led to an increase in domestic investment. Due to the pandemic, export has declined in volume and shipping costs have increased five times compared to the pre-pandemic period. In July of this year, inflation increased by 7.4 percent in Mongolia compared to the same period of the previous year. Foreign shipping cost negatively affected inflation in various countries.
Economist of the Mongolian Bankers Association G.Batzorig said, “The Government announced the ‘MNT 10 trillion program’ to support the economy. In the first half of this year, total loans have been increasing due to the three percent interest rate loans and 9 percent repo financing. It has reached the point where one of every ten loans is non-performing. Overdue loans, which increased due to the four strict lockdowns imposed during the pandemic, is expected to decrease in the future.
Outstanding loan balance increased by 10 percent on average in the first half of this year, and the amount of new loans increased by 57 percent in the second quarter. In addition, loan packages have been rising since the beginning of the year. This was due to the MNT 10 trillion program.”

Apple walks back plans for new child safety tools after privacy backlash www.cnn.com

New York (CNN Business)Apple made headlines — and not the good kind — last month when it announced a test of a new tool aimed at combating child exploitation. Critics quickly decried the feature's potential privacy implications, and now Apple is taking a long pit stop before moving forward with its plans.
On Friday, the company said it will pause testing the tool in order to gather more feedback and make improvements.
The plan centers on a new system that will, if it is eventually launched, check iOS devices and iCloud photos for child abuse imagery. It includes a new opt-in feature that would warn minors and their parents of sexually explicit incoming or sent image attachments in iMessage and blur them.
Apple's announcement last month that it would begin testing the tool fit with a recent increased focus on protecting children among tech companies — but it was light on specific details and was swiftly met with outraged tweets, critical headlines and calls for more information.
So on Friday, Apple (AAPL) said it would put the brakes on implementing the features.
"Last month we announced plans for features intended to help protect children from predators who use communication tools to recruit and exploit them, and limit the spread of Child Sexual Abuse Material," the company said. "Based on feedback from customers, advocacy groups, researchers and others, we have decided to take additional time over the coming months to collect input and make improvements before releasing these critically important child safety features."
In a series of press calls aiming to explain the planned tool last month, Apple stressed that consumers' privacy would be protected because the tool would turn photos on iPhones and iPads into unreadable hashes, or complex numbers, stored on user devices. Those numbers would be matched against a database of hashes provided by the National Center for Missing and Exploited Children (NCMEC) once the pictures were uploaded to Apple's iCloud storage service. (Apple later said other organizations would be involved in addition to NCMEC.)
Only after a certain number of hashes matched the NCMEC's photos, Apple's review team would be alerted so that it could decrypt the information, disable the user's account and alert NCMEC, which could inform law enforcement about the existence of potentially abusive images.
Many child safety and security experts praised the intent of the plan, recognizing the ethical responsibilities and obligations a company has over the products and services it creates. But they also said the efforts presented potential privacy concerns.
"When people hear that Apple is 'searching' for child sexual abuse materials (CSAM) on end user phones they immediately jump to thoughts of Big Brother and '1984,'" Ryan O'Leary, research manager of privacy and legal technology at market research firm IDC, told CNN Business last month. "This is a very nuanced issue and one that on its face can seem quite scary or intrusive."
Critics of the plan applauded Apple's decision to pause the test.
Digital rights group Fight for the Future called the tool a threat to "privacy, security, democracy, and freedom," and called on Apple to shelve it permanently.
"Apple's plan to conduct on-device scanning of photos and messages is one of the most dangerous proposals from any tech company in modern history," Fight for the Future Director Evan Greer said in a statement. "Technologically, this is the equivalent of installing malware on millions of people's devices — malware that can be easily abused to do enormous harm."
Correction: A previous version of this story misstated the name of the digital rights advocacy group Fight for the Future.
