ADB, IFC, and Ulaanbaatar City partner to apply green building standards www.montsame.mn

Ulaanbaatar/MONTSAME/. The Asian Development Bank (ADB), International Finance Corporation (IFC), and the Municipality of Ulaanbaatar City recently signed a memorandum of understanding to support the implementation of the Excellence for Design and Greater Efficiencies (EDGE) green building standards and certification system for 10,000 new affordable homes to be built under the Ulaanbaatar Green Affordable Housing and Resilient Urban Renewal Sector Project.

A third of Mongolia’s population live in urban ger areas, or settlements of low- and middle-income households. These districts suffer from poor sanitation, inadequate solid waste management, and limited water supply, which pose health and environmental hazards. A heavy reliance in these ger areas on coal and biofuels for heating and energy generates large carbon dioxide emissions and worsens air pollution, especially during winter.

“About 850,000 people live in Ulaanbaatar’s ger areas and have poor access to urban services,” said ADB Principal Urban Development Specialist Mr. Arnaud Heckmann. “Our partnership with IFC will help us apply the EDGE certification system and standard in designing and constructing green, comfortable, and affordable homes for citizens living in ger areas.”

ADB, the Municipality of Ulaanbaatar, and the Development Bank of Mongolia are working to transform the ger areas in the capital city into affordable, climate-resilient, and livable eco-districts with support from the Green Climate Fund and the High-Level Technology Fund. The $570.2 million project, which includes grants and some $350 million in private sector investment, will build 10,000 energy efficient homes in 20 new environmentally friendly districts with good services, green spaces, and access to shops and jobs. Out of 10,000 homes, 1,500 will be social housing, 5,500 will be affordable housing, and the remaining 3,000 will be sold at the prevailing market price.

“At the government’s initiative and with ADB and IFC’s support, we are excited to pilot an internationally recognized format that offers a global perspective, but in a local context,” said the Executive Director of the Capital City Housing Corporation Mr. Sukhbaatar Borkhuu.

With IFC’s help, the design and development of the affordable homes will be improved by adopting EDGE standards. In partnership with the Energy Sector Management Assistance Program administered by the World Bank and the Government of Hungary, IFC has been facilitating the Ministry of Construction and Urban Development and Energy Regulatory Commission to assess the energy efficiency of buildings in Mongolia through the development of a building labeling system. IFC is also promoting green building certifications in Mongolia, including IFC’s EDGE resource efficiency certification.

“An IFC analysis sees a $3.4 trillion green buildings market through 2025 in developing countries. Against this backdrop, green construction can help a rapidly urbanizing city like Ulaanbaatar become more livable—while saving money and securing emission cuts,” said IFC’s Resident Representative in Mongolia Mr. Rufat Alimardanov.

The funding will be drawn from the government’s reserve fund.

The rate of the Mongolian Tugrik against the US dollar weakened by 6.6 percent year-on-year in the first three quarters of 2019. The US dollar traded at 2,667.21 against the Tugrik at the end of the third quarter, according to the data from Mongolia’s National Statistics Office (NSO). The depreciation was mainly attributed to higher imports that led to the outflow of dollars, experts said.

The rate of Tugrik against the Chinese yuan is dropped by 2.8 percent in the first three quarters of this year from the same period last year. One yuan bought 374.10 Mongolian Tugriks at the end of September.

Mongolia’s total imports stood at 4.6 billion dollars in the January-September period, up 5.7 percent from a year ago.

The HU’s on first, then The Who’s next on a weekend of music that brought the legendary rock band and the groundbreaking Mongolian ensemble to Los Angeles for a pair of weekend shows. For those who think rock ‘n’ roll is going the way of endangered species like the dodo bird, these two shows offered bracing reminders of the form’s universality and global appeal in two very different, but no less compelling reminders of the genre’s enduring relevance.

The HU are a four-person rock band from the land of Mongolia who perform a pulsating rock using traditional instruments like the two-stringed bow Morin Khuur (horsehead fiddle), the Tsuur (an end-blown flute of various sizes), the Tovshuur (a banjo-shaped electric guitar) and the Tumuur Khuur (a jaw harp), accompanied by the buzzing lower-key vibrations of throat-singing.

The sound is a rumbling, raga-like trance music supplemented by booming tribal beats that veers from a country hoe-down to snippets of Led Zeppelin, Metallica and even the buzzing drone of the Velvet Underground, all delivered in native Mongolian lyrics to a crowd of crazy, not-so-rich Asians rocking out like headbangers. The HU just embarked on their first headlining U.S. tour, with more than 15 sold-out shows, including an appearance at L.A.’s Teragram Ballroom, where they performed their viral YouTube hits from their debut Gereg album, “Yuve Yuve Yu” and “Wolf Totem,” the latter going to No. 1 on Billboard’s U.S. Rock Digital Songs chart.

Greeting the crowd in English with such bromides as “Hello, Los Angeles… Are you having fun? Let’s rock,” The HU pay tribute to their warrior roots on “The Great Chinggis Khaan,” but also demonstrate a more politically correct side with the “Song of Women,” from Gereg, which was a diplomatic passport used by Mongolian nobles and officials during the 13th century.
