China’s new Silk Road to link Africa's huge market to the rest of the world – official www.rt.com

Bejing's multi-trillion-dollar Belt and Road Initiative (BRI) will complement the growth of Africa's continental free trade, according to Aboubaker Omar Hadi, chairman of Djibouti Ports and Free Zone Authority.
“I am expecting more movements of goods, infrastructure development from the second Belt and Road Forum for International Cooperation slated for April in Beijing, as well as stronger interconnection between Africa and the rest of the world,” he told Xinhua News on the sidelines of the Africa CEO Forum.

Hadi explained that projects involving cooperation with China (such as the Ethiopia-Djibouti railway and the Doraleh Multi-Purpose Port and international free trade zone) are helping Djibouti promote trade in Africa as well as distribution across the East African region.

The official added that more than $40 billion in exports and imports has been recorded through Djibouti ports, which couldn't be achieved without developing proper infrastructure, such as sea ports and railway connections.

According to Hadi, proper infrastructure will help trade across the African continent flourish because Djibouti serves as a gateway to big markets outside Africa.

He also said the accusations against China made by Western countries about letting some African countries fall into a debt trap due to cooperation on the BRI are “complete nonsense,” as benefits generated from infrastructure construction will far exceed the investment.

Potential consequences of tax package www.zgm.mn

The package of the tax bill, which will cut the operating taxes of large-scale national mining companies, has a negative impacts such as tax inequality, among local companies, and lacks the fundamental policy reforms to support small and medium-sized enterprises, according to some officials.

The Parliament ratified the revised Tax Law independently and its accompanying bills at its session last Friday. It is believed that the bill will create room for tax evasions among foreign corporations. Also, it reduced the tax rate of foreign corporations that have subsidiaries and representative offices in Mongolia from 20 percent to 5-10 percent. Thus, it will allow foreign companies to dominate.

Mongolian National Chamber of Commerce and Industry’s (MNCCI) standpoint should not be ignored. The new President of Chamber Amartuvshin Otgondavaa has urged to reject the draft law, which is related to the social and economic development of Mongolia. He suggested the Parliament to postpone the discussion to the spring session next month. He also expressed his intention to suggest the President to veto the bill if they pass it.

He said, “A new tax law provides tax inspectors the right to penalize. As the penalty amount increases, corruption and greed will settle. The compensation for sealing tax debt was tightened. In doing so, tax inspectors have the risk of confiscating vehicles without a court's decision. In the auction, the price tax is set by a tax inspector. This is a serious indication.

“If the tax payables of an individual reaches over MNT 20 million, the person will be forbidden to leave the country. This article appears to be applied to foreigners, and discriminates against investors. If a problem arises, the court must settle it.”

As stated by the Minister of Finance Khurelbaatar Chimed, “We need to align our tax laws with international standards. The UN added Mongolia in their financial blacklist in 2017 due to the fact that Mongolia’s Tax Law allows money laundry and tax evasions, and does not comply with international standards. The Global Forum, the BEPS International fundamental principles, such as reducing base taxes and transferring profits, have been included in the tax package. The importance is to solve the activities of creating a legal environment for multinational companies to set up a direct branch in Mongolia and lowering their taxes.

The Former President of MNCCI Mr. Lkhagvasuren expressed that the package is expected to grow the economy, which is the key feature. The 27-year tax system has been putting a lot of pressure on the business community. The second feature of the tax package is that the registration and the financial statements process will be simplified. The third feature is the aim to enable companies to improve. 90 percent of 157,000 Mongolian companies today have only 1-9 workers. Mongolia to join Earth Hour to reduce plastic use www.akipress.com

Mongolia will participate in this year's Earth Hour campaign under the theme of reducing plastic use, the World Wide Fund for Nature (WWF)-Mongolia said.

"Plastic waste is one of the most pressing environmental concerns facing the world. So, the country will join the upcoming annual campaign with activities raising public awareness on consequences of plastic waste," Nyamsuren Enkhbayar, spokesperson of the WWF-Mongolia, told Xinhua.

Earth Hour is a worldwide movement organized by the WWF since 2007 and will see millions of people across the world switching off their lights for one hour, from 8:30 to 9:30 pm on a specific day towards the end of March to help fight climate change.

Earth Hour 2019 is scheduled for March 30 at 8.30PM local time, and Mongolia has participated in the annual campaign since the year of 2010.

Boeing has launched fixes for its 737 Max plane www.bbc.com

Boeing has issued changes to controversial control systems linked to two fatal crashes of its 737 Max planes in the last six months.

But it's still not certain when the planes, that were grounded worldwide this month, will be allowed to fly.

Investigators have not yet determined the cause of the accidents.

As part of the upgrade, Boeing will install as a standard a warning system, which was previously an optional safety feature.

Neither of the planes, operated by Lion Air in Indonesia and Ethiopian Airlines, that were involved in the fatal crashes, carried the alert systems, designed to warn pilots when sensors produce contradictory readings.

Boeing said in future airlines would no longer be charged extra for that safety system to be installed.

The Manoeuvring Characteristics Augmentation System (MCAS), designed to keep the plane from stalling, reacts to sensors which detect whether the jet is climbing at too steep an angle.

But an investigation of the Lion Air flight last year suggested the system malfunctioned, and forced the plane's nose down more than 20 times before it crashed into the sea killing all 189 passengers and crew.

The US Federal Aviation Administration says there are similarities between that crash and the Ethiopian accident on 10 March.

Boeing has redesigned the software so that it will disable MCAS if it receives conflicting data from its sensors.

In a briefing to reporters Boeing said that the upgrades were not an admission that the system had caused the crashes.

Timetable
Boeing said a final version of the software would be submitted to the Federal Aviation Authority (FAA) by the end of the week.

But it added that airlines would have to install the new software, give feedback on its performance, and train pilots before the changes could be certified and the planes passed safe to fly again.

A joint investigation by the U.S. National Transportation Safety Board, France's aviation investigative authority BEA and Ethiopia's Transport Ministry is expected to release a preliminary report into the Ethiopian crash this week.

A Boeing official said: "Following the first incident in Indonesia we followed the results of the independent authorities looking at the data, and, as we are always looking to ways to improve, where we find ways to improve, we make those changes to make those improvements."

South Korea and Mongolia Agree to Push for Power Grid and Railway Projects www.businesskorea.co.kr

South Korea and Mongolia are planning to further their cooperation in the Northeast Asian Super Grid Project and the East Asian Railway Community Project.

The super grid project is to connect China’s and Mongolia’s wind power and solar power and the Russian Far East region’s hydroelectric power and LNG to South Korea, North Korea and Japan. The railway community project is for railway connection between South Korea and Mongolia.

South Korean Prime Minister Lee Nak-yeon met with Mongolian Prime Minister Ukhnaa Khurelsukh in Ulaanbaatar on March 26. “Mongolia is a key partner for the South Korean government’s new northern policy and the government is looking forward to more cooperation with Mongolia in the two projects,” Lee said at the meeting.

“The super grid project is highly important for regional energy security and the Mongolian government is aiming to attract more infrastructure investment,” the Mongolian prime minister said in response, adding, “Mongolia provides full support for the two projects.”

The two countries are going to hold a conference in the near future so that details of the projects can be discussed in depth. In addition, they are going to work more closely with each other in the fields of environment, healthcare, culture and particulate matter reduction.

Ulaanbaatar /MONTSAME/ Minister of Foreign Affairs D.Tsogtbaatar met with Cho Hyun, First Vice Minister of Foreign Affairs of the Republic of Korea (ROK) and Head of the Korean part of the Joint Mongolia-ROK Intergovernmental Committee.

The sides exchanged views on effectively realizing agreed issues by the Prime Ministers of two countries during the visit of the Prime Minister of the ROK Lee Nak-yeon to Mongolia. Particularly, the parties agreed to collaborate in ensuring preparation works of elevating bilateral cooperation to Strategic Partnership within the 30th anniversary of establishment of diplomatic relations between Mongolia and the ROK, defining objectives in each sector, strengthening dialogue mechanism between the Foreign Affairs Ministries as well as create a channel for multi-sided strategic dialogue and holding the Joint Mongolia-the ROK Intergovernmental Committee Meeting in the near future.

Minister D.Tsogtbaatar introduced his initiative for encouraging young diplomats and asked Korean side’s support on cooperating in arts and culture and information technology, organizing M-K-Pop festival, establishing Korea IT Camp and easing visa condition to families of Mongolian citizens who are working in the ROK under labor agreement.

Moreover, they exchanged views on working together within regional initiatives such as Northeast Asia Super Grid and establishing the East Asia Railway Community and issues of mutual interest on regional and international affairs.

UB to Seoul by train! www.news.mn

South Korea and Mongolia are planning to further their cooperation in two major projects: firstly, the Northeast Asian Super Grid Project and, secondly, the East Asian Railway Community Project.

The super grid project has the aim of integrating the power generation assets of northeast Asia: such as linking up China and Mongolia’s wind and solar power plants with the  hydroelectric dams and LNG projects in the Russian Far East to the two Koreas and Japan.

The railway community project is to establish a new rail line between South Korea and Mongolia. This would, of course involve crossing part of China and North Korea.

Symposium held in Ulan Bator to discuss Chinese investment in Mongolia www.xinhuanet.com

ULAN BATOR, March 27 (Xinhua) -- A symposium about investment of enterprises based in China's Heilongjiang Province in Mongolia was held here Tuesday to discuss bilateral commercial prospects.

At the opening of the symposium, Cheng Zhiming, vice-governor of China's Heilongjiang Province noted that bilateral trade volume between China's Heilongjiang Province and Mongolia reached 148 million U.S. dollars in 2018, with an average annual growth of 40 percent over the past three years.

With China's Belt and Road Initiative and Mongolia's Development Road Initiative being efficiently linked, the commercial ties and personnel exchanges between China's Heilongjiang Province and Mongolia will become increasingly close, Cheng said, adding that the cooperation opportunities will increase and the cooperation prospects will be broadened.

For his part, Economic and Commercial Counsellor of the Chinese Embassy to Mongolia Song Xuejun said that enterprises from Heilongjiang Province have a good reputation in Mongolia, hoping they will continue to make great contributions to the friendly relations between China and Mongolia.

The symposium was hosted by China's Heilongjiang Chamber of Commerce in Mongolia. Representatives from more than a dozen of Chinese companies attended the meeting.

Germany wants Europe to join China's new Silk Road after criticizing Italy for doing the same www.rt.com

The Chinese “Belt and Road” initiative is an important project, which European states would be glad to join, according to German Chancellor Angela Merkel, who stressed that cooperation should be based on reciprocity from Beijing.
“We, as Europeans, want to play an active part and that must lead to certain reciprocity and we are still wrangling over that a bit,” Merkel said, as quoted by Reuters.

The comment comes shortly after talks with French President Emmanuel Macron, European Commission President Jean-Claude Juncker and Chinese President Xi Jinping, who is currently paying a state visit to France.

The Chinese president came to France after his three-day visit to Italy. On Saturday, Rome and Beijing signed the memorandum of understanding on Italy’s joining of China’s Belt and Road Initiative. The move had not been received well by European nations, particularly France and Germany. French President Emmanuel Macron had called for a more consolidated approach toward China among European allies, at the same time as Paris was signing multi-billion-euro contracts with Beijing.

The Belt and Road Initiative is expected to provide effective connectivity and boost China’s cooperation with more than 152 countries in Southeast and Central Asia, the Middle East, Europe, Latin America and Africa via various infrastructure projects, along the lines of the old Silk Road.

The project, proposed by Xi in 2013, promises to significantly boost global trade, cutting trading costs by half for the countries involved. China has heavily invested into the ambitious enterprise with a reported $900 billion having been spent on projects in partner countries. Most of the investment projects of the Belt and Road initiative have reportedly benefitted China’s state-owned corporations.

Mongolia puts brakes on 'dangerous' winter horse racing www.aljazeera.com

Ulaanbaatar, Mongolia - The mere thought of stepping outside during a Mongolian winter is enough to chill one's bones. For years, Mongolian children have braved the frigid winter for a taste of glory, risking life and limb to win prize money for their families. Thanks to the efforts of human rights advocates, they will no longer.

In late January, the Mongolian government issued a ban on holding horse races during the winter months which, in Mongolia, last from October to May.

Horse racing has caused the injury and death of many Mongolian children, who are preferred to adult jockeys because of their smaller size.

Government figures show that in 2017, 10,435 children participated in horse races. Out of which 169 were injured and two were killed.

In winter, risks are heightened: children are subject to frostbite as they ride through cold and wind, visibility is lower, and getting lost or thrown from a horse is more likely to lead to death.

Despite years of protest by child welfare groups, change has been slow. Horse racing is a lucrative business in Mongolia, as members of parliament and other elite members of society own many of the race horses and hire child jockeys from poor families as their riders.

In a country with a rural poverty rate of 35 percent, parents often depend on their children's earnings for their family's survival.

Horse racing and herding are integral to Mongolian culture. Chinggis Khan's horseback warriors are the stuff of Mongol legends and still today, a nomad's wealth is in great part measured by how many horses he keeps.

But those opposed to winter horse racing argue that it is rooted in elite greed, rather than in tradition. Child welfare advocate Bolorsaikhan Badamsambuu explained that winter horse racing has only emerged over the last two decades as a tool for elite income generation and networking.

UNESCO has recognised Nadaam, a July holiday celebrating horse racing, archery, and wrestling, as part of Mongolia's intangible cultural heritage.

However, as Badamsambuu argues, children racing in winter is not part of this tradition. "The current Mongolian horse-racing obsession is promoting all-seasons horse racing and is destroying the lives of children."

The legal battle to outlaw winter and children's horse racing has been led by Baasanjargal Khurelbaatar, an Ulaanbaatar-based lawyer who took on the case pro-bono.

She worked with 27 civil society organisations to present the case in the country's Supreme Court. While her group has been successful in changing legislation, enforcement may be difficult.

"The lawyers did what we were supposed to do. Now government organisations must work even harder to protect children," Khurelbaatar told Al Jazeera.
