3 killed in Mongolia after vehicle falls into frozen lake www.xinhuanet.com

ULAN BATOR, March 11 (Xinhua) -- Three men were killed after their vehicle fell through ice on Khuvsgul Lake in northwestern Mongolia over the weekend, local media reported Monday, citing the country's National Emergency Management Agency (NEMA).

"Local rescuers have retrieved the three bodies from the lake. Now, the rescuers are working to pull out the victims' vehicle," the NEMA said, warning people from driving on any frozen lake as ice is now more likely to be thin.

Khuvsgul Lake is located in the northwestern Khuvsgul province near the Russian border. The lake is the second largest freshwater lake in Asia, and holds nearly 70 percent of Mongolia's fresh water and 0.4 percent of all the fresh water in the world.

It is 1645 meters above sea level, 136 km long and 262 meters deep. Enditem

Implementation of IT center establishment project to be intensified www.montsame.mn

Ulaanbaatar /MONTSAME/ Minister of Education, Culture, Science and Sports Yo.Baatarbileg met with Ambassador of India to Mongolia Mohinder Pratap Singh.

The sides talked on intensifying implementation of the project on establishing Mongolia-India Joint Information Technology Education and Outsourcing Center in Mongolia. The project implementation has been stalled over the past years due to certain reasons even though a line of credit agreement for financing it had already been established between the Government of Mongolia and the Export-Import Bank of India in 2012.

Moreover, the Indian Ambassador highlighted the opportunity to start training Mongolian teachers in India again.

The issue of opening Mongolian-Indian Joint School which has been under discussion since 2010 was also brought up at the meeting. In that regard, a decision was made in 2016 to reinvent the School No. 16 to Mongolian-Indian Joint School and the Education Department of capital city proposed extending the school building without making changes to its current state and enrollment scheme.

Both sides thereafter agreed to hold a video conference on the school matter in the near future, to set up a joint working group that convenes once a month, and to organize Mongolian Cultural Days in India at the beginning of next year.

Russia-China jointly developed heavy-lift helicopters to be delivered by 2032 www.rt.com

The first of the 40-ton heavy-lift helicopters developed by Russia and China is to be delivered by 2032, chief designer of a Chinese helicopter manufacturer has revealed to state-linked newspaper Global Times.

China wants to learn from Russia’s vast experience in building heavy helicopters, according to Wu Ximing of the Aviation Industry Corporation of China.

“Russia is more experienced in the transmission system when it comes to 40-ton class helicopters, as Russia's Mi-26 is of the 56-ton class,” Wu said as cited by the outlet. “Our goal in the cooperation is to learn from Russia's strong points and close the gap.”
It is currently unclear what engine will be chosen to power the new model, Sina reported. The outlet noted that the Ukraine-made Lotarev D-136 turboshaft engine, which powers the Russian MI-26, is the most likely to be used.

Earlier this year, Russia's state corporation Rostec inked a landmark agreement on developing a next-generation heavy helicopter. The new aircraft is expected to be more powerful than US-made Sikorsky.
Earlier the corporation said that at least 200 Advanced Heavy Lift (AHL) helicopters are to be manufactured in China using Russia-supplied components. The AHL is to have a maximum takeoff weight of 38.2 tons and weight-lift capability of almost 15 tons.

Erdenebat.D: Mongolia was required to raise $400 million within 12 days www.zgm.mn

Erdenebat Dondogdorj, head of the Democratic Party (DP) caucus in the Parliament, has informed of submitting a draft bill on the official dissolution of the caucus to the Parliament Speaker.

Accordingly, the DP members in the Parliament will steer without a group; thus, the Deputy Parliamentary Speaker appointed from the caucus will be ousted as the Law on Parliament obliges a political party with a parliamentary caucus to appoint a Deputy Speaker. As a result, Sanjmyatav Yadamsuren, the Deputy Speaker elected from the DP caucus, will resign from his position.

Mr. Erdenebat remarked, “I respect the self-resignation of Bold Luvsanvandan from the party. It should be noted that the caucus is under a disruption due to the situation. Also, the decision will not be tailored to the DP's opposition to the Parliament’s recent actions and will continue to monitor the executive branch.”

He then responded to the issues regarding the Erdenet Mining Corporation (EMC). “In June 2016, I submitted the 49 percent privatization of EMC to the Cabinet as the Minister of Industry. At the time, a letter came from Sergey Chemezov, the director of Rostek, Russia. The letter obliged to complete the payment transaction within 12 working days to purchase Rostech stake in EMC. This letter was delivered to the Government on June 1, 2016. The Government was faced with an option to make a legal decision to raise USD 400 million within 12 days. During the Cabinet discussion, I addressed the Government’s inability to buy the stakes within 12 days,” addressed Mr. Erdenebat.

He added, “If the EMC's 49 percent stake was granted to a Mongolian company, it would have allowed the country to claim full stakes in EMC. The contract was a well-made decision that was based on hard facts. In 2016, when the EMC's stake was owned by Russia, Mongolia’s state budget earned MNT 70 billion from the company. As for 2018 when a Mongolian firm held the 49 percent, the EMC's taxes paid to the state jumped by nine times. The economic benefits are clearly visible.”

Body of fourth miner found after Mongolian mine collapse www.news.mn

Mongolia’s National Emergency Management Agency (NEMA) has announced that the bodies of the four miners uncounted for after a gold mine collapsed in the central province of Tuv in late February have been recovered.

The four miners were uncounted for after the incident took place the open-cast gold mine operated by the company Eco Altan Zaamar in the Zaamar soum of the province on 28 Februray.

NEMA added that the last body was retrieved from the mine, which is around 80 meters deep and 100 meters wide, on Saturday morning, as at least 100 people, including NEMA rescuers, took part in the search for the miners.

The reason behind the incident is yet to be determined.

Mongolia suspends commercial operations of Boeing 737-8 jet www.xinhuanet.com

ULAN BATOR, March 11 (Xinhua) -- Mongolia's Civil Aviation Authority said on Monday that it had ordered the country's national air carrier MIAT to temporarily suspend its Boeing 737 MAX aircraft operations.

The move came a day after an Ethiopian Airlines 737 MAX 8 bound for Nairobi crashed minutes after take-off, killing all 157 people onboard. The accident was the second crash involving the 737 MAX in the last four months. In October, Indonesia's Lion Air plane crashed into the sea off the country's capital of Jakarta, killing all 189 people onboard.

"We decided to suspend operations of MIAT's Boeing 737 Max 8 plane from Monday until further notice," the Mongolian Civil Aviation Authority said in a statement.

The national carrier of Mongolia received a Boeing 737 Max 8 jet on Feb. 21. The delivery was first of four 737 MAX ordered by the MIAT.

Ethiopian Airlines has grounded its Boeing 737 MAX 8 fleet on Sunday after the accident.

Boeing said Sunday that it has delayed the roll-out of its new 777X aircraft, which had been scheduled for March 13. The widebody aircraft, according to Boeing's official website, "will be the largest and most efficient twin-engine jet in the world."

Potential outcomes from Parliament’s irregular session www.zgm.mn

After months of delay, the Parliament will be discussing several bills that have 
high-impact on investment environments, such as the tax package, procurement, and 
minerals, at its irregular session this week.

These three bills include a range of articles that are favorable for investors. For 
instance, the tax package will cut the deduction on special permission sales from 30 
percent to 10, taxes on dividends allocated from stocks to 5 percent and the savings 
rate of commercial banks to 5 percent. Plus, the bill will also allow for a 90 
percent tax return on small and medium-sized enterprises with an annual income of up 
to MNT 1.5 billion. Within the frame, the tax threshold for entities, which 
currently stands at MNT 3 billion, will be increased to MNT 6 billion, and the 
depreciation period will be lowered. The tax package also sets loss carryforward at 
five years regardless of sector.

As for the draft law on procurement, it offers a 20 percent preferential reduction 
on prices of goods of Mongolian origin to support domestic production due to the 
fact that import products account for over 90 percent of Government purchases. The 
National Industrial Council emphasized that the current bill does not support the 
domestic industry and leading to a stimulation of imports, ultimately causing 
negative impacting on the economy.

The Minerals Law, which has been the center of attention for investors for several 
months, will give a five-year extension to the 2.5 percent gold royalties. The 
discount period was ended this year, resulting in about 6-9.5 percent royalties. 
Analysts previously marked that gold purchase of the Bank of Mongolia (BoM) dropped 
significantly with the increased gold tax.

Additionally, the release of the Director and Deputy Director of the Independent 
Authority Against Corruption, as well as the appointment of the Chief of the General 
Staff of the Mongolian Armed Forces and the Deputy Prosecutor General, are also on 
the Parliament’s order list in relations to the end of their tenure.
