Cambodia, Mongolia Opens Direct Air Route www.akp.gov.kh
Cambodia and Mongolia have entered recently a memorandum of understanding to open the route for direct flight between the two countries, according to local media report.
Official signing of the agreement by delegations of the two nations was a sideline of the 14th Asia-Europe Meeting (ASEM) taking place late last week in Siem Reap province of Cambodia.
Cambodian Secretary of State at the State Secretariat of Civil Aviation (SSCA) H.E. Mao Havanal, according to the source, signed the MoU with his Mongolian counterpart.
H.E. Sinn Chanserey Vutha, Spokesperson for the SSCA, was quoted in the same source explaining that the agreement opens direct air route between Cambodia and Mongolia, nevertheless, when to have the direct flight is subject to the market demand.
The report included the shared optimism of tourism experts – Co-Chair of the Government-Private Sector Working Group on Tourism Mr. Ho Vandy and President of Cambodia Association of Travel Agents Mrs. Chhay Sivlin – about potential increase of Mongolian visitors to Cambodia once direct flight between the two countries begins.

The agreements were signed on the sidelines of the 4th ASEM Transport Ministers’ Meeting which took place on September 26-28 in Indonesia.
The Acting Minister met with Thant Sin Maung, Minister of Transport of Communications of Myanmar and expressed satisfaction at the development of bilateral relationship.
The Agreement on Air Communication comes after the signing of Mutual Agreement on Visa Exemption for Diplomatic and Official Passport Holders in 2013 and Agreement on Cooperation in Tourism in 2015.

ULAN BATOR, Oct. 2 (Xinhua) -- Mongolia's next government will face heavy external and internal debt, Speaker of Parliament Miyegombyn Enkhbold said Monday.
"The volume of state external and internal debt as of August this year ... is equaled to 73.8 percent of GDP. Therefore, this will be a serious challenge to Mongolia and the next new government," Enkhbold said at the opening of the parliament's autumn session.
"The main attention should be paid on updating and defining the self-management strategy of the executive power, on promoting of major projects and programs, and to build up the accumulation of debt obligations," Enkhbold said.
Meanwhile, the parliament speaker said Mongolia's economy has improved due to the country's involvement in the Expanded Fund Facility Program of the International Monetary Fund (IMF).
As of the first half of this year, Mongolia's economy was up 5.8 percent, and growth is expected to increase in the future, he said.
"Proceeding from this, the monetary policy council of Bank of Mongolia decided to keep the key rate at the level of 12 percent," he said, adding that the parliament will consistently support the IMF program.
Tesla deliveries rise in third quarter, but Model 3 faces 'bottlenecks' www.reuters.com
(Reuters) - Luxury electric vehicle maker Tesla Inc (TSLA.O) said on Monday its deliveries rose 4.5 percent in the third quarter from the prior-year period, but said “production bottlenecks” had left the company behind its planned ramp-up for the new Model 3 mass-market sedan.
Tesla said it delivered 26,150 vehicles in the third quarter, including 14,065 Model S vehicles and 11,865 Model X cars, up 17.7 percent from the second quarter of this year.
The Palo Alto, California-based company delivered just 220 Model 3 sedans and produced 260 during the quarter. In July, it began production of the Model 3, which starts at $35,000 - half the starting price of the Model S.
Tesla had said in its second-quarter financial report that it expects “to achieve a rate of 5,000 Model 3 vehicles per week by the end of 2017.” The automaker also said it expects at some point in 2018 to further ramp to a rate of “10,000 Model 3 vehicles per week,” and an annual production rate in excess of 500,000 vehicles.
“It is important to emphasize that there are no fundamental issues with the Model 3 production or supply chain,” Tesla said in a statement. “We understand what needs to be fixed and we are confident of addressing the manufacturing bottleneck issues in the near term.”
Tesla said it was on track to deliver around 100,000 S and X models this year.
But Tesla said on Monday that a handful of systems at its Fremont, California, car plant and its battery factory in Reno, Nevada, “have taken longer to activate than expected.”
The automaker said 4,820 Model S and X vehicles were in transit to customers at the end of the third quarter and would be counted with its fourth-quarter figures.
In after-market trading, Tesla shares fell more than 1 percent to $337.84, from the closing price on Nasdaq of $341.53.
Disney, Altice reach deal that avoids ESPN blackout www.reuters.com
LOS ANGELES (Reuters) - Walt Disney Co (DIS.N) and cable operator Altice USA (ATUS.N) reached a tentative programing deal that keeps ESPN and other networks in the homes of millions of New York-area pay TV customers, the companies said in a statement on Sunday.
Disney and Altice have been sparring over how much the cable operator would pay to continue carrying ESPN, ABC and other channels on its Optimum cable service. Both sides are under pressure from cord cutting, or dropping of pay TV service, as audiences flock to cheaper streaming services.
“We have reached an agreement in principle and have extended the deadline accordingly to try and finalize the terms,” a joint statement from the companies said.
The last-minute deal came Sunday as Disney was preparing to pull its networks from Optimum. That could have deprived customers from seeing Tuesday’s baseball playoff game between the Minnesota Twins and New York Yankees as well as “Monday Night Football” and other programing. A blackout could have sent customers fleeing to other options.
Disney secured fee increases for ESPN, local affiliate WABC and other major networks, according to sources familiar with the talks who requested anonymity because the negotiations were private.
The amount of the increases was not disclosed. Altice said in September it had offered to pay higher fees but called Disney’s proposal at the time “outrageous.”
Altice USA is the fourth-largest U.S. cable operator, formed by Netherlands-based Altice NV (ATCA.AS) through its acquisitions of Cablevision -- now known as Optimum -- and Suddenlink Communications. Optimum has 3.1 million customers in New Jersey, New York, Connecticut and Pennsylvania.
The discussions with Altice were the first among several Disney is scheduled to have with cable operators over the next two years as current programing deals expire.
ESPN, Disney’s most important network, has been losing subscribers and seeing its ratings fall. That has cut revenue from cable operators, which pay monthly fees for each subscriber, and given Altice ammunition to push back against Disney’s demands as excessive.
Disney countered that Altice charges the average customer $160 or more per month and “the bulk of that money goes into their pocket.”
ESPN is the most expensive basic cable network, charging an average of $7.54 per subscriber each month, according to S&P Global Market Intelligence’s Kagan research group. The channel also is among the most popular, ranking as the fourth most-watched national cable network in Optimum households over the past year.

SINGAPORE— Global Logistic Properties Ltd. GBTZY 0.41% Monday announced plans to acquire a portfolio of assets in Europe for €2.4 billion ($2.83 billion).
Global Logistic will buy Gazeley, which owns properties totaling 32 million square feet in four European nations, from Brookfield Property Group, the Singapore-listed warehouses operator said in a statement.
Global Logistic, currently in the process of being acquired by a consortium that includes the company’s chief executive as well as Chinese investors Hillhouse Capital Group and Hopu Investment Management Co., has the support of its buyers for the Europe deal, according to a separate statement.
Global Logistic said it plans to syndicate its stake in the European assets as part of its strategy to grow its fund management business.
The company, 37% owned by Singapore’s sovereign-wealth fund GIC Pte., is a major global player in the booming business of storing and moving goods from suppliers to consumers. It manages nearly $40 billion in logistics assets—a bit more than half the amount that No. 1 warehouse owner Prologis Inc. of the U.S. does.
Global Logistic says it is the biggest owner of warehouses in many of the world’s most important markets, including China, Japan and Brazil. It is the second largest in the U.S. after Prologis.
Brian Kingston, the chief executive of Brookfield Property Partners, said the company’s investment in Gazeley in 2013 has been “excellent” for the fund and its partners.
“Building great businesses is a key pillar of our opportunistic real estate strategy, and Gazeley is a good example of how we have been able to successfully do this,” Mr. Kingston said in emailed comments.
