MPRP to nominate a different candidate www.montsame.mn

Ulaanbaatar /MONTSAME/ Following the rejection of its presidential nominee N.Enkhbayar by General Election Commission on May 14, Mongolian People’s Revolutionary Party (MPRP) holds a conference today, May 16 to select a new nominee for the upcoming Presidential Election.

On May 14, the General Election Commission reported that it registers two nominees – M.Enkhbold, nominee of Mongolian People’s Party and Kh.Battulga, nominee of Democratic Party and rejects MPRP nominee N.Enkhbayar on the grounds of three faults in his file.

In cases of objections to registering a nominee, the election law regulates that the party can either submit the pending documents or propose a different nominee. MPRP thus meets today to select a different nominee to represent the party in the election.

At the moment, it’s clear that the nomination of member of MPRP, lawyer S.Narangerel is up for discussion at the conference, and no other name has been publicly announced by the party.

The General Election Commission will make a public and final announcement on the presidential candidates on May 17, Wednesday.

IT majors praise plan for a digital silk road www.chinadaily.com.cn

 
China aims to build a digital silk road as it identifies innovation as the driving force to pursue the Belt and Road Initiative, President Xi Jinping said on Sunday.
 
The nation will focus on frontier areas such as digital economy, artificial intelligence, nanotechnology and quantum computing, Xi told the Belt and Road Forum for International Cooperation in Beijing.
 
"Innovation is an important force powering development. The Belt and Road Initiative is new by nature and we need to encourage innovation in pursuing this initiative," he said.
 
Xi stressed the importance of advancing the development of big data, cloud computing and smart cities.
 
Alibaba Cloud, China's largest cloud computing provider, announced on Friday it will establish a data center in Malaysia this year, providing local and regional enterprises with scalable and cost-effective cloud capabilities.
 
Simon Hu, president of Alibaba Cloud, said the planned investment will add to its existing data centers in 14 locations worldwide, and will enhance future deployment in economies related to the Belt and Road Initiative as more Chinese companies conduct business there.
 
"President Xi's emphasis on digital economy and financial technology suggests huge potential to be unleashed under the Belt and Road Initiative, and is an orchestra baton to fintech firms that want to expand overseas," said ShengJia, chief executive officer of NCF Group, a payment platform for internet finance.
 
As the Belt and Road Initiative is set to push overseas investments to new heights, China should establish smart platforms using big data technologies to facilitate trade and investment, said Wu Qi, global vice-president of the consultancy Accenture.
 
Jack Ma, founder and chairman of Alibaba Group Holding Ltd, said at the forum that "the Belt and Road Initiative is what China has for future. The world will admire you not because of the GDP number but what you do to contribute to the growth of other countries".

Chinalco wants to be sole owner of world’s largest iron ore deposit www.mining.com

Aluminum Corp. of China, better known as Chinalco, is said to have approached the Guinean government with a proposal to take over the entire Simandou iron ore project, the world’s largest untapped resource of the steelmaking ingredient.

The moves comes about seven months after Rio Tinto (ASX, LON:RIO) agreed to sell to the Chinese company its 46.6% stake in the giant project for up to $1.3bn. The deal gave Chinalco almost 80% of the project, with the Guinean government holding the rest.

While the requested parts of the project belong to Guinea, they are at the centre of litigation between it and Israeli billionaire Benny Steinmetz's BSGR.
The state-owned miner's written proposal for Simandou, Reuters reports, was sent to the government in March and included a motion to take over blocks 1 and 2 before it starts developing 3 and 4.

Simandou with over 2 billion tonnes of reserves and some of the highest grades for direct-shipping-ore in the industry (66% – 68% Fe which attracts premium pricing) has a chequered history.

It was originally discovered by Rio Tinto, which held the licence for the entire deposit since the early 1990s. In 2008 the firm was stripped of the northern blocks by a former dictator of the country.

BSG Resources acquired the concession later that year after spending $160 million exploring the property. In 2010, it sold 51% to Vale for $2.5 billion.

The Rio de Janeiro-based company stopped paying after the first $500 million after missing a number of development milestones. Then the new Guinean government launched a review of all mining contracts awarded under previous regimes, including an investigation into the Vale-BSGR joint venture which concluded the later had won its mining rights through corruption.

The Guinean inquiry cleared Vale of any involvement in the alleged corruption.

To date BSGR denies the allegations and even launched arbitration proceedings against Guinea last year.

Shortly after, Rio —the world's number two producer of iron ore — officially pulled the plug on the project. Following an internal probe, the company alerted US and UK authorities in November of a $10.5 million payment made in 2011 to a French investment banker involved in helping Rio obtain its mining rights over Simandou.

With complete control over Simandou, Beijing would be a step closer to securing iron ore supply for its vast economy for decades to come.

China consumes more than 70% of the world's seaborne iron ore and imports have been gradually displacing domestic production, which has pushed dozens of local iron ore mines into bankruptcy in the past two years.

Alibaba’s Jack Ma sees ‘Belt and Road’ as more inclusive globalization www.rt.com

 
China's ambitious investment project, part of its 'One Belt, One Road' strategy, is uniquely effective and inclusive, according to a Chinese billionaire and Alibaba founder Jack Ma.
“The greatest difference between the Belt and Road Initiative and general globalization lies in the inclusion of young people, women, smaller enterprises and developing countries. It aims to reach more people. This is both a responsibility and an opportunity,” the billionaire said in an interview with the People’s Daily on the sidelines of the Belt and Road Forum for International Cooperation.
 
The Alibaba founder praised the vision of Chinese President Xi Jinping, saying the project was an excellent opportunity for individuals and countries.
 
Beijing has pledged over $100 billion to finance projects under the investment initiative.
 
The 'One Belt, One Road' strategy aims to strengthen China’s influence and trade links to the rest of the world, as well as to boost the economy’s investment, according to the Chinese president.
 
“China will endeavor to build a win-win business partnership with other countries participating in the Belt and Road Initiative. These efforts are designed to promote growth both in our respective regions and globally,” Xi Jinping said in his opening speech at the forum.
 
Alibaba’s CEO supported the strategy and points out its goals mirror his proposal for an Electronic World Trade Platform (eWTP), and eRoad made last year at the Hangzhou G20 summit.
 
“Last year I spent more than 820 hours traveling all across the globe to gain insight into the world. It is important to be there, observe and think. We want to do something different. Instead of simply selling our products to Belt and Road countries or importing cheap labor and raw materials, we want to create jobs, stimulate overseas economies and improve people’s livelihoods,” said Ma.
 
Once the eWTP is established, young people from all over the world will be able to buy and sell products globally with just a smartphone in their hands, according to the Alibaba boss.
 
Jack Ma managed to launch the first overseas eWTP hub in Malaysia in ten minutes thanks to a partnership with the Malaysian authorities.
 
“I was convinced by the Malaysian officials that the project could be completed in three months, on a scale much bigger than those in the past three decades,” he said.
 
“We are already a global leader in mobile payment, and we are ready to share our technology with developing countries. We have not only invested large sums of money in these countries, but we have also dispatched our technicians there to help,” said Ma, who also founded payment platform Alipay and online shopping website Taobao.

Russia-China trade to hit $80bn by 2018 www.rt.com

 
Trade between China and Russia is growing and will reach $80 billion by the end of the year, Chinese Commerce Ministry spokesman Shen Danyang told TASS on the sidelines of the 'One Belt, One Road' forum in Beijing.
 
Russian President Vladimir Putin is participating in the forum dedicated to regional integration and cooperation between Asian countries. He arrived in Beijing on Sunday at the invitation of Chinese President Xi Jinping.
 
According to the Russian president, the creation of a belt of economic development and trade between Asia and Europe is an urgent and important initiative that takes into account the trends in the world economy.
 
Asked if there's a risk the Chinese economy could swallow Russia, President Putin said Russia is not a fearful country, adding that this is not China's strategy. The Russian president stressed that Moscow would only sign agreements with Beijing which are mutually beneficial.
 
The Chinese spokesman said that "in the first four months of this year, Russian-Chinese trade grew at a very fast pace and its turnover increased by 26 percent to almost $25 billion.”
 
He added that "Russian exports to China rose by 33 percent in January-April while deliveries of Chinese goods to Russia expanded by 22 percent.”
 
The official also said food exports from Russia to China are growing at the quickening pace. “Due to the fall of world prices, China has also started to build up the imports of energy products from Russia,” he added.
 
In 2016, trade between Russia and China grew by 2.2 percent to $69.5 billion. In the first four months of this year, bilateral trade totaled to $24.73 billion.
 
Earlier, Russian Prime Minister Dmitry Medvedev said Moscow and Beijing would make additional efforts to increase bilateral trade to $200 billion in next 3-7 years. He said preferential trade rules between the countries are being considered, which would increase the use of national currencies in settlements.
 
The sides also plan a joint Russia-China Venture Fund to develop trade, economic investment, and scientific cooperation between the countries.

Oyu Tolgoi signs power agreement with National Power Transmission Grid of Mongolia www.ot.mn

 
Oyu Tolgoi LLC today announced the signing of a new power purchase agreement (PPA) with the National Power Transmission Grid (NPTG) of Mongolia.
 
Armando Torres, Chief Executive Officer of Oyu Tolgoi, said, “This is an important milestone for Oyu Tolgoi, and underscores the strong support and collaboration between the Government of Mongolia and Oyu Tolgoi – securing our future, and our long term contribution to Mongolia.”
 
“This agreement gives us access to reliable power to ensure the uninterrupted development of our business, while we continue to work with the Government on establishing a permanent domestic power source. This agreement is the culmination of two years of collaborative work by a joint negotiation team from the Government of Mongolia and Oyu Tolgoi, and is a great example of continuing successful strategic cooperation.”
 
The PPA between Oyu Tolgoi and the NPTG was executed on the back of the import arrangement between NPTG and the Inner Mongolia Power International Cooperation Co. Ltd (IMPIC).
 
The Government of Mongolia and Oyu Tolgoi signed the Southern Region Power Sector Cooperation Agreement (SRPSCA) in August 2014, committing to work together to source bridging power from Inner Mongolia.
 
In accordance with the SRPSCA and Oyu Tolgoi’s Investment Agreement commitments, Oyu Tolgoi remains committed to domestic source of electricity and is deeply engaged with the relevant Government authorities and government selected investors to progress the development of a domestic power plant.
 
The new arrangement will take effect on 4 July, 2017 for a term of up to six years, with possibility of early cancelation after the fourth year, if a domestic power plant is commissioned earlier.

Cambodian and Mongolian premiers agreed to further tighten their ties of friendship and cooperation, during their bilateral talks on the sidelines of the “Belt and Road Forum for International Cooperation” in Beijing, China this morning.
 
According to the official Facebook page of Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, H.E. Erdenebat Jargaltulga, Prime Minister of Mongolia, suggested the exchange of visit, especially between the private sector such as small- and medium-sized enterprises.
 
The Mongolian leader spoke highly of Samdech Techo Hun Sen’s leadership and asked him to share Cambodia’s experience in the establishment of free market and special economic zones in a partnership with China. Moreover, he sought the Kingdom’s support to Mongolia’s candidacy as a member of East Asia Summit (EAS) and of ASEAN dialogue partnership.
 
For his part, Prime Minister Hun Sen proposed both sides to create a joint committee to work on the strengthening of bilateral cooperation between the two countries, but, he said, a memorandum of understanding on investment protection needs to be signed before the establishment of the committee.
 
The Cambodian premier requested the Mongolian side to buy Cambodian rice and to study which products it can export to Cambodia.
 
He also expressed Cambodia’s delight to share experience on Cambodia-China free market, and pledged to discuss with other ASEAN member countries over Mongolia’s request to be member of EAS and ASEAN dialogue partnership. Anyway, he said, ASEAN always encourages, strengthens and expands such partnership cooperation.
 
Besides, Samdech Techo Hun Sen accepted H.E. Erdenebat Jargaltulga’s invitation to pay a visit to Mongolia at an appropriate time.

BEIJING — The Philippines and Mongolia have agreed to revitalize bilateral relations and develop new areas of cooperation such as trade and investment, agriculture and tourism.
 
The agreement was reached during the “interesting and productive” meeting between President Duterte and Mongolian Prime Minister Jargaltulgyn Erdenebat on deepening bilateral ties at the Grand Hyatt Hotel on Sunday, May 14.
 
“Our bilateral relationship is still very young with Mongolia. It’s still not very well-developed. This also means that there’s a lot of potential,” Evangeline Ong Jimenez-Ducrocq, executive director of the Department of Foreign Affairs-Asia and Pacific Affairs.
 
“The President and the Prime Minister, they spoke about how to develop these areas of cooperation. For example, in agriculture, in tourism, in trade and finance,” she added.
 
The two leaders also talked about enhancing political and institutional relationships, apart from Association of Southeast Asian Nations (ASEAN) and other regional developments during their bilateral meeting,
 
“We have a regular meeting between foreign ministries. So I think both sides are very interested to institutionalize this relationship among, between foreign ministries,” Ducrocq said.
 
The two sides agreed to hold exchange of visits among the senior officials of their respective countries in order to explore opportunities to expand economic, political, and cultural ties.
 
Erdenebat, for his part, said that Mongolia looked forward to convening the next round of consultations in order to review and strengthen the cooperation of the two sides.
 
On peace and security situation in the region, Ducrocq said the President expressed his view “that peace is better served when there is more participation by stakeholders in the region.” Mongolia is an important stakeholder, she added.
 
“These are generally the lines that they discussed. It was a very interesting and productive meeting because it’s a young partnership and there’s a long way to go, there’s a lot of potential,” she said.
 
She said both leaders also extended invitation to visit each other’s countries but details will still be worked out.
 
“I believe that was raised and of course, those kinds of invitations will have to go through channels for that (to) be properly processed,” she said.
