‘Coal Mongolia-2022’ international conference being held www.montsame.mn

Within the framework of the 100th anniversary of the establishment of the mining industry in Mongolia, the ‘Coal Mongolia-2022’ international coal trade, investment conference and exhibition kicked off today.
Co-organized by the Mongolian Coal Association and the China Coal Transport and Trade Association, the 2-day annual event brought together representatives of government organizations, NGOs, professional associations, and the private sector to discuss the ‘New Revival Policy’ in the coal sector, stakeholders, technological progress and innovation in the mining sector, and changes in the coal market.
In his video greetings to the attendants, Prime Minister of Mongolia L.Oyun-Erdene emphasized the necessity to work efficiently at a time when the demand for coal is increasing rapidly.
“Despite the many negative factors related to the border and customs, a number of practical works have been done in the mining sector. Specifically, Ganshuunsukhait border checkpoint is expected to be commissioned in a relatively short period of time. Shiveekhuren border checkpoint will be completed soon. Also, the commissioning of the Bichigt border checkpoint is estimated to accelerate the export of minerals to 25 million tons per year. In other words, the existing three export gateways will become five, and the export of our country will double. In addition, works are underway to put coal processing plant into operation within the framework of the ‘New Revival Policy’”, added the Prime Minister.
Minister of Mining and Heavy Industry J.Ganbaatar highlighted the need to promote the mining industry locally and ensure sustainable development. He then emphasized that he will put concrete efforts in the direction of ensuring coordination between sectors, attracting foreign investment in transportation and logistics, and giving a better understanding of the mining industry among citizens.
“Special attention will be paid to providing support for responsible mining, protecting the interests of foreign and domestic investors, and not blocking or obscuring the activities of the industry”, said the Minister.
Mongolia ranks 17th in the world in terms of coal production and has 15 coal-bearing basins, 307 licenses, 29 hard coal mines, and a total of 44 mines. There are statistics that the total reserves are 33.2 billion tons. Before the outbreak of the global pandemic in 2019, a record-high 51,128,600 tons of coal were mined in Mongolia. Last year, Mongolia accounted for 26 percent or 14 million tons of China’s import of 55 million tons of coal.
The mining sector accounts for 24 percent of Mongolia's GDP, 67 percent of the industrial sector, 76 percent of foreign direct investment, and 93 percent of exports. Last year, the mining sector contributed MNT 4,114.4 billion to the budget revenue or 29.6 percent.
The 10th edition of the international conference which is being organized under the theme ‘Revival Together’ will wrap up tomorrow.
The organizers of the event highlighted that the event is aimed at determining the next stage of development of the coal industry in Mongolia, increasing the industry’s economic impact, attracting investment in manufacturing projects, promoting corporate social responsibility, and improving coal export, trade, and transportation conditions.

Rio Tinto and Turquoise Hill get serious, ink binding takeover deal www.mining.com

Rio Tinto (ASX, LON: RIO) has inked a definitive arrangement with Turquoise Hill Resources (TSX: TQR) to buy the 49% of the Canadian miner it doesn’t already own for $3.3 billion.
The global miner noted Turquoise Hill’s board had unanimously recommended the C$43 per share cash offer and said it would not increase bid despite pressure from minority shareholders.
Rio said that senior officers of Turquoise Hill have entered into voting support agreements with respect to all of the Turquoise Hill shares they own or control.
“After extensive negotiations, the terms of the transaction are final and there will be no further price increase,” Rio Tinto’s chief executive Jakob Stausholm said in the statement.
The final offer represents a 67% premium from Turquoise Hill’s closing price of C$25.68 a share on March 11, the trading day prior to Rio Tinto’s initial proposal.
“[The transaction] brings the financial certainty necessary to ensure the Oyu Tolgoi project can be developed without having to ask minority shareholders to contribute further significant funds,” added Rio Tinto Copper boss, Bold Baatar.
The two companies also agreed to amend financing arrangements to help the Turquoise Hill address near-term liquidity, including increasing a May advance facility to $650 million from $400 million and extending the deadline for a $650 million equity raising and debt repayment to at least March 2023.
The deal requires two thirds of shareholders, including Rio Tinto’s, to vote in favour. More than 50% of minority shareholders must approve it.
Rio Tinto to pay $3.3 billion for Turquoise Hill Resources
A special meeting of Turquoise Hill shareholders is expected in the fourth quarter and the deal, if approved, will close shortly thereafter.
With the transaction, Rio will hold a direct majority stake in Oyu Tolgoi, one of the world’s largest known copper and gold deposits.
The global miner, which has mined copper from Oyu Tolgoi’s open pit for a decade, will have the task to conclude building the underground section of the mine.
Once finished, it will lift production from 125,000–150,000 tonnes in 2019 to 560,000 tonnes per year at peak output, which is now expected by 2025 at the earliest.
This would make it the biggest new copper mine to come on stream in several years.

Asia Foundation Co-host National Forum in Mongolia on Increasing Women’s Participation in the Economy www.asiafoundation.org

The President of Mongolia, the Mongolian National Chamber of Commerce and Industry, the International Women’s Federation of Commerce and Industry, and The Asia Foundation organized a national forum on “Enhancing Women’s Participation in Economic Development”. The hybrid event was attended by over 800 participants, including representatives of Mongolia’s government, financial sector, CSOs, private sector, women entrepreneurs, international donor organizations, and embassies to discuss issues and potential pathways to increase women’s participation in Mongolia’s economy. The forum was supported through The Asia Foundation’s Women’s Economic Empowerment Program, and funded by Global Affairs Canada.

The high-level forum demonstrated growing interest among policymakers around crucial issues impacting women’s economic empowerment in Mongolia and provided an important opportunity to develop concrete recommendations. During the forum, participants committed to implementing policies to increase women entrepreneurs’ access to finance, including developing a minimum quota for women to ensure equal access to government-facilitated loans and strong support for a new law on increasing women entrepreneurs’ participation in the economy.
At a panel discussion on developing a gender-inclusive financial sector, Tsolmon Gantuya, deputy project manager for The Asia Foundation, highlighted some of The Asia Foundation’s efforts to create a more gender inclusive financial sector with partners including the Mongolian Sustainable Finance Association. Ms. Gantuya noted, “Gender-lens screening is now a mandatory approach for global investors and international financial institutions as a framework of SDG 5. Promoting a gender-inclusive financial sector will not only support women entrepreneurs but also enable many opportunities to attract investment and financing from global financial institutions at affordable rates.”

Raksha Mantri holds bilateral talks with his Mongolian counterpart in Ulaanbaatar; Discusses ways to further expand defence engagements www.pib.gov.in

On the first day of engagements of his Mongolia visit, Raksha Mantri Shri Rajnath Singh held bilateral talks with his Mongolian counterpart Lt Gen Saikhanbayar Gursed in Ulaanbaatar on September 06, 2022. He also called on the President of Mongolia and Chairman of State Great Khural. The Raksha Mantri also inaugurated a Cyber Security Training Centre, built with assistance from India, and laid the foundation stone of the India-Mongolia Friendship School, to be constructed with Indian assistance.
Bilateral talks
After reaching Mongolia on the night of September 05, 2022 to become the first Indian Defence Minister to visit the country, the hectic day of engagements began for Shri Rajnath Singh with a ceremonial guard of honour at the Ministry of Defence in Ulaanbaatar. It was followed by delegation-level talks between the Raksha Mantri and his Mongolian counterpart. They discussed effective & practical initiatives to further expand bilateral defence engagements and deliberated on regional & global issues of mutual interest.
Both Ministers reaffirmed their commitment to fully implement the Strategic Partnership based on mutual trust & understanding, common interests and shared values of democracy & rule of law. The two Ministers also reiterated their resolve to reinvigorate the India-Mongolia Joint Working Group (JWG), which will meet in India later this year.

Shri Rajnath Singh called on the President of Mongolia & Commander-in-Chief of Armed Forces Mr Ukhnaagiin Khurelsukh, wherein they recalled their strong bonhomie and previous interaction in 2018 when together they laid the foundation stone for the ongoing Oil Refinery project being undertaken by assistance from India. He also met the Chairman of State Great Khural of Mongolia Mr G Zandanshatar.
Cyber Security Training Centre
Another highlight of the day was the inauguration of Cyber Security Training Centre, built with assistance from Government of India, at National Defence University in Ulaanbaatar by the Raksha Mantri. The Raksha Mantri was briefed about the facilities at the Centre by the officials. He also interacted with the personnel of the Mongolian Armed Forces being trained at the Centre.
India-Mongolia Friendship School
Shri Rajnath Singh, along with Minister of Education and Science of Mongolia, laid the foundation stone of the India-Mongolia Friendship School, which is being established with the assistance from Government of India.
It may be recalled that India established diplomatic relations with Mongolia in 1955. Mongolia has declared India as a strategic partner and “spiritual neighbour”. In 2015, “strategic partnership” between the two Asian democracies was declared during visit of Prime Minister Shri Narendra Modi. Defence is an important element of bilateral engagements with Mongolia.

Exercise Gobi Wolf 2022 kicks off with opening ceremony www.army.mil

Exercise Gobi Wolf 2022, a multinational civil and military training exercise, commenced with an opening ceremony and expert academic discussion in Bayankhongor, Mongolia, Sept. 5, 2022.
The six-day exercise is part of the Pacific Resilience Disaster Response Exercise and Exchange (DREE) program, which focuses on interagency coordination and foreign humanitarian assistance. Gobi Wolf is coordinated by the Mongolian National Emergency Management Agency and U.S. Army Pacific.
Exercise Gobi Wolf originated in 2009 in Ulaanbaatar with a training scenario involving a hazardous materials spill. Now in its tenth iteration, the exercise will focus on a simulated earthquake scenario 400 miles southwest of the capital city.
Deputy Director of NEMA Brig. Gen. B. Uuganbayar opened the ceremony and emphasized the need for nations to cooperate and exchange experience in disaster prevention to improve critical planning and ensure preparedness.
“Disaster prevention and preparedness can be ensured by using comprehensive measures such as developing planning documents and creating communication and warning networks,” said Uuganbayar.
The DREE consists of an expert academic discussion, table top exercise and field training exercise. These three main events are designed to develop those comprehensive measures and to test disaster responses involving interagency coordination.
During the EAD’s two-days of presentations, participants will collaborate with experts in their field and analyze various disaster situations. Following the EAD, small groups will actualize the concepts and practices discussed and generate response concepts in the TTX. Simultaneously, the week-long field training exercise will include hazmat response, search and rescue and mass medical care.
Commander of the Alaska Air National Guard Brig. Gen. Tracy Smith remarked about the training potential of the exercise during the opening ceremony and stated how much each entity and country has to learn from each other.
“Our nations continue to become stronger as we exercise our ability to prepare for, to respond to and mitigate the effects of a domestic crisis or disaster,” said Smith. “This regional approach to strengthen and refine our goal of a government model for emergency operations is key to security, stability and recovery.”
Historically, the Gobi Wolf exercise involves countries beyond Mongolia and the United States and this year follows suit with its approximately 300 participants. Delegates from Bangladesh, Nepal, Sri Lanka, Thailand, the United Kingdom and Vietnam are attending this year.
U.S. military and civilian participants include experts from the active duty and reserve components of U.S. Army Pacific and Pacific Air Forces, Alaska and Washington National Guards, U.S. Forest Service, and Alaska’s City of Palmer Fire & Rescue, as well as exercise planning and facilitations from the Defense Security Cooperation Agency’s Institute for Security Governance.

Mongolia's Tavan Tolgoi-Gashuunsukhait railway to officially start operation on Sep 9 www.sxcoal.com

Mongolia's Tavan Tolgoi-Gashuunsukhait railway is scheduled to be officially put into operation on September 9 after being delayed from the previous date on July 1, according to local media and sources.
An opening ceremony of the 267-km railway, which started construction in December 2019, will be held on September 9. Tavantolgoi Railway is the client, while Bodi International is the EPC contractor for this project, according to polit.mn.
The railway had launched the first trial run on July 9, according to Sxcoal's earlier report.
Mongolian officials have calculated that 20-50 million tonnes of coal is expected to be transported annually once the rail line is operational, and the cost of transporting coal will drop from $40/t to $8/t.

Central bank purchases 2.9 tons of precious metal in August www.montsame.mn

In August, the gold purchase of the Bank of Mongolia (BoM) was 2,915 kg, raising the BoM’s total precious metal purchase of 2022 to 12.6 tons. The figure shows a decrease of 3 percent as compared with the same period of the previous year.
This year, the BoM branches in Darkhan-Uul and Bayankhongor aimags bought 1,274.2 kg and 884.8 kg of precious metals respectively.
The average price of BoM’s purchase of 1 gram of gold was MNT 189,702 last month.

Prime Minister of Mongolia L. Oyun-Erdene has arrived at the Russky Island to participate in the 7th Eastern Economic Forum in Vladivostok, Russia.
The Prime Minister was welcomed at Vladivostok International Airport by the Ambassador Extraordinary Plenipotentiary of Mongolia to the Russian Federation O. Enkhtuvshin, Deputy Governor of Primorsky Krai A.E. Nazdratenko, Head of the Primorsky Krai Department of International Cooperation A. Yu. Starichkov, and Vladivostok city ​​governor K.V. Shestakov
O. V. Belozyorov, CEO and Chairman of the Executive Board of 'Russian Railways' JSC, paid a call on the Prime Minister of Mongolia, who is participating in the Eastern Economic Forum. During the meeting, the Prime Minister said that the Government of Mongolia is accelerating the construction project on the eastern vertical railway, and noted that such projects will be a new basis for intensifying bilateral and trilateral trade and economic cooperation not only in Mongolia, but also in the region.

South Korea strengthens cooperation with Mongolia on mining www.news.mn

South Korea is seeking to strengthen cooperation with mineral-rich Mongolia, to lessen its reliance on China.
South Korean Foreign Minister Park Jin visited Mongolia 28-30 August, and met his Mongolian counterpart B.Battsetseg. During Park’s visit, the two nations agreed to actively boost cooperation on global supply chain issues, especially in relation to rare earth elements.
Mongolia—located between China and Russia—is one of the top ten resource-rich countries in the world. The country is important in the context of global supply chain restructuring for South Korea.
Since Korea established diplomatic relations with Mongolia in 1990, the two countries have continuously expanded cooperation in the fields of economics, trade, and culture. The bilateral relationship was upgraded to a “strategic partnership” in 2021.
Presently, the key minerals used by South Korean enterprises such as lithium, cobalt, and graphite mostly come from China.
The move by South Korea with Mongolia is also being seen as a response to the U.S.- Inflation Reduction Act that stipulates that starting in 2023 when tax credits kick in, 40 percent of critical minerals used in car batteries must originate within the United States or from a country that it has a free trade agreement with. This percentage increases every year until 2027 when 80 percent of the critical minerals must meet the requirement.
South Korea is concerned that it won’t be able to enjoy the credits from the United States if it cannot drop its dependence on China. Moreover, the South Koreans are also worried that communist China may weaponize its supply of resources, posing a threat to Korea.
The Bank of Korea’s monthly survey statistics released on June 30 shows that South Korea’s average dependence on China for imports of core minerals such as copper, aluminum, and zinc is as high as 67 percent.
The Korea Chamber of Commerce and Industry also released a report in early August, pointing out that the dependence on imports from China for raw and intermediate materials has increased significantly in the main industry sectors such as batteries and semiconductors. Among them, the imports of two key raw materials for battery manufacturing, lithium oxide, and lithium hydroxide, reached a whopping $1.17 billion in the first half of this year, surpassing 2021’s total imports of $560 million.
According to the statistics of the Korea Trade Association in late August, Korea’s import dependence on China for car battery raw materials has been deepening in recent years, with 64.9 percent of lithium hydroxide imported from China in 2018, rising to 83.8 percent last year, and 84.4 percent from January to July this year. During the same period, cobalt import dependence on China rose from 53.1 percent in 2018 to 64 percent in 2021, then to 81 percent between January and July this year. (The Epoch Times)

First meeting of Mongolia-Thailand Joint Trade Committee held www.montsame.mn

Deputy Prime Minister and Minister of Commerce of the Kingdom of Thailand Jurin Laksanawisit is paying an official visit to Mongolia on September 5-7 at the invitation of Minister of Foreign Affairs of Mongolia B.Battsetseg.
Within the framework of the visit, Minister of Foreign Affairs of Mongolia B.Battsetseg and Deputy Prime Minister and Minister of Trade of the Kingdom of Thailand Jurin Laksanawisit signed the ‘Memorandum of Understanding on the Establishment of a Joint Committee on Trade between the Ministry of Foreign Affairs of Mongolia and the Ministry of Commerce of the Kingdom of Thailand’, and organized the first meeting of the committee.
During the meeting, there was a broad exchange of views on the future objectives and activities of bilateral cooperation, and a discussion was held on expanding relations in the fields of economy, agriculture, tourism, technical cooperation, and logistics.
The trade turnover between the two countries has been increasing in recent years and the sides held talks on intensifying the establishment of the ‘'Agreement for Avoidance of Double Taxation and Prevention of Fiscal Evasion’' and ‘'Agreement on the Mutual Promotion and Protection of Investments’' with a view to further accelerating the cooperation in trade.
A goal of increasing the bilateral trade turnover to USD 100 million and escalating the accumulated or increased investment to USD 1.5 billion by 2027 is set out in the ‘5-year plan for cooperation between Mongolia and Thailand in 2022-2027’.
