Xi meets with Mongolian President Khurelsukh www.xinhuanet.com

SAMARKAND, Uzbekistan, Sept. 15 (Xinhua) -- Chinese President Xi Jinping met with his Mongolian counterpart, Ukhnaa Khurelsukh, at Forumlar Majmuasi Complex in Samarkand on Thursday afternoon.
Xi pointed out that China-Mongolia relations have maintained good momentum of growth, and exchanges and cooperation between the two countries in various fields have achieved good results.
Relations with Mongolia has an important place in China's neighborhood diplomacy, he said, adding that China stands ready to work with the Mongolian side to carry forward traditional friendship and expand mutually beneficial cooperation in the spirit of amity, sincerity, mutual benefit and inclusiveness and take the China-Mongolia comprehensive strategic partnership to new heights.
Xi emphasized that the trend of the world is surging forward, that peace and development are the common aspirations of people of all countries, and that unilateralism, hegemony and the Cold War mentality will eventually be swept away by the trend of history.
China has always been committed to peace, development, cooperation and mutual benefit, and calls for building a community with a shared future for mankind, he said.
China and Mongolia need to continue to treat each other as friends, support each other and engage in win-win cooperation to set a shining example of relations between neighbors, Xi said.
The two countries, he said, need to strengthen strategic communication and policy coordination, uphold mutual respect for each other's independence, sovereignty and territorial integrity, respect the development paths independently chosen by the two peoples, firmly support each other's core interests and major concerns, and look after and consolidate the political foundation for the development of bilateral relations.
The Chinese side is ready to work with the Mongolian side to strengthen the exchange of experience on governance, synergize the Belt and Road Initiative (BRI) and the "Prairie Road" initiative, promote the development of the China-Mongolia-Russia Economic Corridor, implement the Global Development Initiative (GDI) and the Global Security Initiative (GSI), and support Mongolia in achieving better and faster development, he said, adding that China supports Mongolia's "Planting One Billion Trees" plan and is ready to carry out cooperation projects with Mongolia in combating desertification.
Khurelsukh said the traditional friendliness between Mongolia and China is increasingly solidified and that the comprehensive strategic partnership is indeed a fine example for state-to-state relations. Mongolia thanks China for offering COVID-19 assistance, which made important contributions to the health of Mongolian people.
Issues related to Taiwan, Xinjiang, Tibet and so on are China's internal affairs, he said, stressing Mongolia staunchly abides by the one-China policy and firmly opposes the interference in China's internal affairs by any country.
Mongolia highly commends China's important contributions to safeguarding world peace and security, and supports the BRI, the GDI and the GSI put forward by China, he said, adding that Mongolia is ready to build stronger synergy between the two countries' development strategies, and enhance bilateral practical cooperation in various fields such as economy and trade, railway and environment.
Great achievements have been made in the building of socialism with Chinese characteristics for a new era, and Mongolia is happy for China, he said.

Prime Minister Oyun-Erdene Luvsannamsrai will attend the State Funeral of Her Majesty Queen Elizabeth II of the United Kingdom of Great Britain and Northern Ireland to be held in London on 19 September 2022.
The Prime Minister will also attend a reception hosted by His Majesty King Charles III for national representatives attending the State Funeral and offer condolences to the Royal family and British people on behalf of Mongolia.
More than 500 Heads of State and Government, other foreign dignitaries and members of Royal Families are expected to attend the State Funeral.
The United Kingdom was the first western country to establish diplomatic relations with Mongolia and has continualy supported Mongolia’s transition to democracy.

ION Energy kicks off drilling at its Urgakh Naran lithium brine project in Mongolia www.proactiveinvestors.com

ION Energy Ltd. (TSX-V:ION, OTCQB:IONGF) said drilling has begun at its Urgakh Naran lithium brine project in Mongolia and the previously-announced site visit is set to occur later this month.
The lithium project developer noted the first of three holes will be drilled to a minimum depth of 300 metres, advancing the company towards an Inferred resource before year-end.
“The site visit later this month will include technical experts, potential strategic partners and myself; a pivotal moment for the company and our shareholders,” ION Energy CEO Ali Haji said in a statement.
“We look forward to pressing ahead with the work onsite which will include three monitoring wells and ultimately, an Inferred resource calculation before the end of 2022,” Haji added.
ION also said brine samples will be collected according to the industry standard, assayed and shared with the market as available.

Thousands of dinosaur footprints discovered in the Mongolian Gobi Desert www.news.mn

A research team from Okayama University of Science in Japan recently discovered more than 1,000 dinosaur footprint fossils at the end of the Cretaceous period in Mongolia’s Gobi Desert. The team said that the discovery will help archaeologists understand the walking style and posture of dinosaurs, and the results are very valuable.
A dinosaur research team conducted an investigation in the southeastern and central parts of the Gobi Desert, and found 23 well-preserved continuous The long “tracks” lasted about 30 meters, and the total number of footprints reached more than 1,000, of which the largest footprint was 90 cm long.

China, Mongolia vow economic cooperation on BRI, Prairie Road strategy www.news.cgtn.com

China and Mongolia pledged economic cooperation on the Belt and Road Initiative and the Praire Road development strategy during Chinese President Xi Jinping's meeting with his Mongolian counterpart Ukhnaa Khurelsukh in Samarkand, Uzbekistan on Thursday.
Xi said China is willing to enhance the two countries' connections in the Belt and Road Initiative and the Prairie Road development strategy, forwarding the construction of the China-Mongolia-Russia economic corridor.
In 2013, Xi proposed the Belt and Road Initiative to improve regional connectivity and economic integration. The Prairie Road development strategy, an economic plan introduced by Mongolia, aims to boost trade with neighboring markets.
Underlining the importance of global development and security initiatives, Xi expressed a willingness to support the growth of Mongolia.
He said China supports Mongolia's "Planting One Billion Trees" plan and is willing to actively cooperate with the country to combat desertification.
Khurelsukh said Mongolia is willing to propel cooperation with China in fields such as trade, railway and the environment.
Xi also said China is ready to carry forward traditional friendship with Mongolia and expand mutually beneficial cooperation to elevate the China-Mongolia comprehensive strategic partnership to a new level.
China is willing to strengthen the exchange of experience with Mongolia in governance, Xi said.
Khurelsukh said the comprehensive strategic partnership between the two countries is a model relationship as their traditional friendship has been going strong.
He also thanked China for providing help to contain the COVID-19 pandemic, calling it a great contribution toward protecting people's health in Mongolia.
Mongolia firmly adheres to the one-China policy and firmly opposes any country's interference in China's internal affairs, as issues related to the Taiwan region, Xinjiang and Tibet are China's internal affairs, he said.

PM meets major film studios to discuss development of Mongolian film industry www.nbc11news.com

Mongolia's Prime Minister, L. Oyun-Erdene, has met today (Sep 15) with major Hollywood studios and film companies to discuss how they can work together to further develop and promote the Mongolian film industry internationally.
Attendees at the meeting included senior representatives from HBO, Netflix, Paramount Pictures and Warner Brothers, who are all in Ulaanbaatar at the invitation of Mongolia's Culture Minister, Nomin Chinbat.
Opening the meeting, the Prime Minister outlined the Government's efforts to develop Mongolia's creative industries as part of strengthening and diversifying the country's economy. Developing the creative industries is a key part of Mongolia's New Recovery Policy and provides opportunities to create a new, independent source of growth away from mining.
The Prime Minister stressed the Government's commitment to create a favourable filming environment in Mongolia to take its film industry to the next level. Mongolia's Law on the Support of Cinematography was approved in 2021 and started to be implemented in early 2022.
The law introduced competitive incentives, including a reimbursement program for film production costs, to help major global productions and studios create jobs and build capacity, attracting more investment into Mongolia, increasing tourism and creating greater awareness of the country's unique heritage.
The visit by the leading film executives coincides with "FAM TOUR-2022", an initiative jointly organised by Mongolia's Ministry of Culture and the Mongolian National Film Council to promote the incentives available for filming in Mongolia, as well as the activities of the Council and Mongolia's beautiful natural environment. It is running from 14-19 September.
During the rest of their visit to Mongolia, which lasts until 19 September, the film executives will meet with Mongolian filmmakers, directors, producers and artists, including Nomadia Pictures and the world-class recording studio B Production. They will also visit the Mongol Nomadic Tourist Camp and see an equestrian stunt show at Terelj National Park.
Speaking following the meeting, Mongolian Prime Minister L. Oyun-Erdene said:
"Mongolia's creative industries have the potential to become a major pillar of our economy, and strengthening our partnership with these leading film companies is key to making progress in this area as part of our New Recovery Policy.

EBRD and GCF support green lending in Mongolia www.ebrd.org

The European Bank for Reconstruction and Development (EBRD) is promoting green lending in Mongolia by organising a financial package of US$ 25 million to XacBank, the country’s most active creditor of green economy projects.
The package consists of an EBRD loan of up to US$ 18.75 million and concessional financing of up to US$ 6.25 million provided by the Green Climate Fund (GCF). It will help support domestic individuals and businesses willing to invest in climate mitigation and adaptation technologies and services. Beneficiaries can identify climate-friendly technologies with the help of the Green Technology Selector and dedicated technical support is available through a consultancy team funded by the GCF and Japan.
This is the latest project in Mongolia under the Green Economy Financing Facility (GEFF) programme, which is part of the EBRD’s Green Economy Transition (GET) approach, through which the EBRD aims to become a majority green bank by 2025. The programme operates through a network of more than 170 local financial institutions across 28 countries, supported by more than €5.8 billion of EBRD financing for over 220,000 clients to date. These projects have led to annual CO2 emission reductions of more than 9 million tonnes so far.
XacBank, the sustainability-award-winning financial institution and the first financial institution to join GEFF in Mongolia, will benefit from the EBRD’s experience in energy and resource efficiency and climate resilience financing.
The project is supported by technical assistance from the GCF and the Japan-EBRD Cooperation Fund.
GEFF Mongolia supports gender activities that aim to enhance equal opportunities for men and women to access finance for green technologies.
To date, the EBRD has invested almost US$ 2.17 billion in Mongolia’s economy through 122 projects.

Gobi Wolf 2022 participants exchange knowledge and training from around the world www.mn.usembassy.gov

BAYANKHONGOR, Mongolia – For six days, military service members and first responders from countries spanning the globe trained in disaster relief and humanitarian assistance during Gobi Wolf 2022 in Bayankhongor, Mongolia.
The exercise began on Sept. 5 with expert academic discussions on a myriad of subjects. One expert on the panel was U.S. Air Force Master Sgt. Mark Hoover of the 36th Contingency Response Support Squadron.
No stranger to disasters, Hoover has responded to multiple events throughout his career, such as the 9.1 magnitude earthquake in Japan and the Black Forest Fire in Colorado that burned over 14,000 acres of land.
As a subject matter expert, Hoover led discussions focusing on negative visualization – a practice in which bad things are deliberately contemplated – and continuous process improvement.
“The Gobi Wolf exercise is, in itself, negative visualization,” said Hoover. “It puts people in situations that make them think about the worst outcome. If they don’t go through it as realistically as possible and exercise their response, then an actual disaster can get worse than it already is.”
Hoover said he finds exercises like Gobi Wolf to be a winning arrangement for all involved.
“The familiarization of the methods and resources used around the world just increases our effectiveness in what we do, no matter where we are,” said Hoover.
Discussions evolved into simulated disaster scenarios with field training lanes dealing in mass medical care, hazardous material contamination, and search and rescue.
Col. Anjankeshar Khatri, from the Nepal Armed Forces, has operated in real-world disasters including the 7.8 magnitude earthquake in Nepal in 2015. Khatri was a battalion commander at the time and is very familiar with how unpredictable disaster relief can be. With his experience, Khatri was able to closely examine the field training lanes for more insight on how to manage that unpredictability.
“Exercises like Gobi Wolf are extremely effective,” Khatri said. “At the time of a disaster there will be chaos and Gobi Wolf trains you to respond effectively and modify according to the situation.”
Khatri was especially interested in the medical lane that exhibited a Level 2 field hospital tent equipped with an intensive care unit that improves upon the Level 1 field hospital tent. Upon observing the hazmat lane during the field training demonstration, Khatri said he learned a great deal on decontamination processes.
“It was very informative to see the layout of the medical tent and learn about all its capabilities,” Khatri explained. “And I found the techniques used in the hazmat lane fascinating to watch.”
The exercise sought to exchange information with all the services and entities and succeeded in imparting valuable knowledge where it was needed. Brig. Gen. B. Uuganbayar, deputy director of the Mongolia National Emergency Management Agency, said that this exercise marked the first time NEMA conducted medevac by helicopter and established a field hospital in the Level 2 layout. In turn, Uuganbayar said, Mongolian physicians shared traditional medicines that international participants greatly appreciated.
“The exchange of knowledge between us was very successful,” said Uuganbayar. “Through the exercise we have learned from each other and improved our skills in a mutual capacity. We are very thankful.”

China Gets a Coal Lifeline Before Winter With Mongolia Rail Spur www.bloomberg.com

China’s efforts to make sure it’s well-stocked with its mainstay fuel for what promises to be a grueling winter for energy markets received a boost with the completion of a new rail line in Mongolia last week.
The 240-kilometer (149-mile) spur from the Tavan Tolgoi coal mine in the Gobi Desert to China’s border officially opened last week and is already showing dividends. With trucks now only having to make a short journey through the border zone instead of a long-haul trip from the coal mine, the land port at Ganqimaodu recorded 668 crossings on Monday, up from an average of 560 in August, China Coal Resources reported.
Clearances are expected to gradually increase to about 700 a day and the port has tested its ability to boost that to 900, according to the report. Mongolian President Khurelsukh Ukhnaa said in a speech last week that the rail line could haul as much as 50 million tons a year to the border. The country exported a record 36 million tons in 2019 before flows slowed dramatically because of stricter Covid-19 border controls.
While Mongolian coal tends to be used more by steelmakers than power plants, a boost in shipments could help ballast Chinese stockpiles ahead of the winter heating season. A historic drought in Sichuan and Yunnan is forcing hydropower dams to reduce generation, requiring more fossil fuels to be burned around the country to make up the difference. With international coal and gas prices near records amid soaring European demand, Chinese utilities will be keen to avoid having to tap seaborne supplies as much as possible.
The rail spur is also expected to be a boon for Mongolian miners, which rely on China to buy nearly all of their exports. It will reduce the cost of transporting coal to the border to $12 a ton from $47, according to China Coal Resource, and revenue from coal exports is expected to double, Khurelsukh said last week.
