China's green light on coal power won't trigger new plant boom www.bloomberg.com
China’s green light to build more coal-fired power plants probably won’t usher in a flurry of new construction as most policies and investments in the top energy user will tilt toward renewable sources.
More than 10 regions will be freed of their overcapacity tag in 2022, clearing a hurdle for them to resume building coal-fired plants. But many of the nation’s largest power companies are under a state drive to develop more clean energy projects, according to Morningstar Inc., which expects growth in coal-fired capacity to lag other sources.
“The profitability of coal-fired power plants is so low, there’s no incentive for them to build more”
“The profitability of coal-fired power plants is so low, there’s no incentive for them to build more,” said Morningstar analyst Jennifer Song. “China as a whole has set consumption targets for renewable energy sources. We can see those large power groups also have quotas to build more renewable projects.”
Coal mining stocks fell Monday in Shanghai, giving up their gains after the National Energy Administration statement Friday. China Coal Energy Co. slid 3.5 percent, while Yanzhou Coal Mining Co. lost 2.9 percent.
Businesses and governments are tracking China’s efforts to transform its energy mix as its massive scale could shape global trends and spur a faster transition toward renewable energy. In its battle against pollution, China has spent more on renewable energy than any other country and led a campaign to burn gas instead of coal. Yet it’s still pumping money at home and abroad into coal-fired generation, and it’s forecast by the International Energy Agency to continue to consume about half the world’s coal through 2023.
Freed up
Areas freed up for new coal power plant construction include Hebei, Qinghai, Chongqing, Guangxi, Guangdong, Yunnan, Guizhou and Henan, according to NEA. That doesn’t change Everbright Sun Hung Kai Co.’s forecasts for capacity additions in China, with analyst Tian Miao saying the country has cut investments in coal power for several years now.
Data on Monday showed China’s investment during January-March in thermal power plants, which mostly consist of coal-fired generators, slumped 30 percent from a year earlier. In contrast, spending on hydropower and wind power projects rose 48 percent and 30 percent, respectively.
“Most of the capital expenditure planned by coal-fired power companies will be in renewable energy,” said Song Qiuyi, a Shanghai-based analyst at Capital Securities Corp., adding the latest assessment from NEA won’t change the situation.
Mongolia celebrates World Book Day www.xinhuanet.com
ULAN BATOR, April 23 (Xinhua) -- Mongolia held various activities to celebrate the annual World Book Day which falls on Tuesday.
"The World Book Day have been widely celebrated across the country in recent years. On this day, our library is organizing many activities in order to encourage people, especially children and youth to read books, raise public awareness of the importance of reading and pay tribute to authors," Dashbalbar Indra, director of central library of the Mongolian capital Ulan Bator, told Xinhua.
"Particularly, we are organizing activities such as antiquarian book fair, new book fair, meeting of authors and readers, and consultation event how to easily revive old books," said Indra.
"More importantly, events such as World Book Day are great opportunities for us to raise public awareness of the importance of reading," Indra added.
Senior officials of Ulan Bator, including mayor of the capital city Sainbuyan Amarsaikhan attended the opening ceremony of activities for the World Book Day at the central library of the city on Tuesday.
"Reading is a great exercise that keeps our mind active and healthy. So, the Ulan Bator municipal government and Mongolian government have been paying special attention to create more reading-friendly environments," Amarsaikhan said.
Some general schools in the country have been striving to create a micro library at every classroom by receiving books from parents and donors.
"Currently, there are more than 50 various types of books at a little library of our classroom," Tungalag Davaajargal, a seventh grader in Ulan Bator said.
"My teacher has always told us that you all have to read every day. Reading books will expand our mind and improve our vocabulary and communications skills," he said.
First celebrated in 1995, World Book Day, also known as International Day of the Book, is an annual event organized by the UNESCO to promote reading, publishing and copyright.
Blast at Inner Mongolia Chemical Plant Kills 3 www.nytimes.com
SHANGHAI/SINGAPORE — Three people were killed in an explosion at a privately owned chemical plant in China's Inner Mongolia region, the official Xinhua News Agency reported on Wednesday.
The blast happened in the early hours of the morning at Inner Mongolia Dongxing Chemicals, a company that produces a range of products from sodium hydroxide to PVC, a lightweight plastic.
The accident follows two deadly blasts in eastern Jiangsu province in March that killed 85 people, leading to increased scrutiny on how China monitors its sprawling chemicals industry.
Market regulators said earlier this month they would launch a nationwide inspection into the safety of industrial products like food packaging and hazardous chemicals in an effort to allay public concerns.
Russia-Mongolia trade turnover expanded www.rusexporter.com
For the first 11 months of 2018, Russia-Mongolia Trade Turnover amounted to $1.4 bn and went up by 18% compared to the same period of 2017.
As for the structure of the bilateral trade, Russia’s export to Mongolia was 36 times as much as its import from Mongolia.
Mineral fuel, oil and its products traditionally became the main commodity exported from Russia to Mongolia (63%). Other important export goods were ferrous metals (5%) and cereals (4%). Mongolia’s export to Russia was constituted mostly by salt, sulfur, lime and plastering materials (64%), meat and its products (17%), and apparel (8%).
The tale of the fountain and the car park www.news.mn
Sukhbaatar Square is the veritable heart, not only of the capital Ulaanbaatar, but of the whole of Mongolia. It is the site of “point zero” from where all distances are measured, the equestrian statue of D.Sukhbaatar, the founder of the modern Mongolian state – in the past his mausoleum was also here – and is dominated by the State Palace, with its imposing statue of Chinggis Khaan. It is here that official visitors are brought, it is here that the New Year is rung in, and it is here that school children, newly-weds and young soldiers come to pay homage to the great khaan and celebrate, simply, ‘being Mongolian.’
Thirteen years ago, a contract was signed, for a beautiful fountain and underground car park for visitors. This was to be located at the south end of the square. The water shooting into the blue Mongolian sky, however, there is not; just an ugly car park for all to see.
The 2006 agreement was drawn up by the Ulaanbaatar City Administration who gave the 2.5 hectares to the ‘UB Construction’ on a 15-year-lease on the condition that they would build the underground car part and the fountain. All the company did was use the land for the paid car park.
The UB City Administration’s patience has been tried to the extreme: ‘UB Construction’ should have paid 30 percent of all parking revenue – they didn’t; worse still, the firm received USD 9.5 million (equivalent to current rate MNT 22.5 billion) from a bank by using the land as collateral.
Earlier today (23 April), S.Amarsaikhan, the new mayor of Ulaanbaatar, did what many consider should have been done long ago; he suspended ‘UB Construction’s’ rights to own the land.
The Mayor also announced that the fountain will finally be constructed on the site and will be financed by the UB Budget.
Exxon is helping China move away from coal www.cnn.com
New York (CNN Business) China is turning to ExxonMobil to help meet its insatiable appetite for cleaner energy as the country moves away from coal.
Despite lingering trade tensions between Washington and Beijing, Exxon (XOM) on Monday announced a 20-year agreement to send liquefied natural gas to China.
The deal calls for China's Zhejiang Provincial Energy Group to purchase 1 million metric tons of LNG per year from Exxon, America's largest energy company. Exxon did not say whether the LNG, which is super-cooled natural gas that can be shipped, will come from the United States or one of its overseas projects.
The timing of the agreement is notable: China imposed a 10% tariff on US LNG in September as part of the trade war between the world's two biggest economies. The tariff remains in place even as tensions have cooled and officials try to forge a breakthrough agreement.
Even though the purchase size is relatively small, Exxon hailed the LNG deal as an "important milestone," and the company emphasized its "long-term commitment to China."
"The new Exxon contract is more significant because of the buyer than the volume," said Ira Joseph, global head of gas and power analytics at S&P Global Platts.
As of mid-March, just one LNG vessel that left the United States in 2019 went to China, according to Reuters shipping data.
Able buyer, well-supplied seller
If not for the trade war, the United States and China would seem to be a perfect fit.
The shale boom has created an abundance of natural gas in the United States. There's so much natural gas, in fact, that American companies are scrambling to build more than two dozen facilities that can export LNG.
The United States is the world's fastest growing exporter of LNG. It's already the No. 3 LNG producer, behind only Qatar and Australia. By 2022, the United States could be No. 1, according to Platts.
China, meanwhile, is the world's fastest-growing importer of LNG. The cleaner-burning fossil fuel is gaining market share in China as the country shuts down older coal plants that have contributed to pollution.
"By substituting coal for LNG, they are trying to help alleviate the environmental problems they've had," said Joseph.
China is also leaning heavily on solar and wind power as cleaner, and sometimes cheaper, alternatives to coal.
Exxon's LNG ambitions at home and abroad
Exxon first announced last year that it had reached a framework agreement to sell LNG to Zhejiang. Even after the deal became official Monday, though, the company declined to say where the LNG will come from.
Exxon can source the LNG from one of several different projects that are at varying stages of development.
While Exxon doesn't produce LNG in the United States right now, that will change soon.
In February, Exxon and its partner Qatar Petroleum announced plans to proceed with Golden Pass LNG, an export project located in Sabine Pass, Texas. The $10 billion project, slated for completion in 2024, is expected to eventually have the ability to export about 16 million tons of LNG each year.
Exxon also has LNG projects in Australia, Mozambique, Papua New Guinea and Qatar, according to the company's latest annual report.
The Papua New Guinea LNG project announced a separate deal with a Chinese company earlier this month. Unipec Singapore, a unit of China's Sinopec, has agreed to purchase almost half a million tons of LNG a year from the Papua New Guinea project.
Off-take agreements, like the one announced on Monday, are typically supplied by LNG projects that are still in development.
"It's safe to say it will be from one of the projects that have not yet materialized," said Pavel Molchanov, an energy analyst at Raymond James.,
Beyond the United States, China has turned to Australia and Qatar to meet its LNG needs.
"From the standpoint of Chinese importers, it makes no difference where it comes from," said Molchanov.

...Mongolia seeks to diversify tourism sector to promote growth www.xinhuanet.com
ULAN BATOR, April 22 (Xinhua) -- Mongolian Prime Minister Ukhnaa Khurelsukh said Monday that his country is seeking to diversify its tourism sector to promote the growth of its mining-dependent economy.
"Tourism can be a key driver of growth and economic diversification for the country. So, the government is working to develop heritage tourism and other types of tourism," Khurelsukh said at the opening ceremony of a national conference themed "Heritage Tourism-Investment."
The Mongolian government has declared Khentii Province in the east as a heritage tourism destination, Khuvsgul Province in the northwest as a tourist attraction that focuses on nature and the capital city of Ulan Bator as a cultural tourism destination, the prime minister said.
Within the framework of its efforts to develop heritage tourism, the government has recently decided to establish an independent institute for Genghis Khan research in Khentii Province.
Mongolia has set itself the goal of welcoming one million foreign tourists and earning one billion U.S. dollars from tourism in 2020.
The Asian country has attracted a total of 529,370 foreign tourists in 2018, up 11.01 percent from the previous year, according to the country's Environment and Tourism Ministry.
