South Korea and Mongolia are planning to further their cooperation in two major projects: firstly, the Northeast Asian Super Grid Project and, secondly, the East Asian Railway Community Project.
The super grid project has the aim of integrating the power generation assets of northeast Asia: such as linking up China and Mongolia’s wind and solar power plants with the hydroelectric dams and LNG projects in the Russian Far East to the two Koreas and Japan.
The railway community project is to establish a new rail line between South Korea and Mongolia. This would, of course involve crossing part of China and North Korea.
South Korean Prime Minister Lee Nak-yeon met with Mongolian Prime Minister U.Khurelsukh in Ulaanbaatar on 26 March. “Mongolia is a key partner for the South Korean government’s new northern policy and the government is looking forward to more cooperation with Mongolia on these two projects,” Lee said at the meeting.
“The super grid project is highly important for regional energy security and the Mongolian government is aiming to attract more infrastructure investment,” the Mongolian PM said in response, adding, “Mongolia provides full support for the two projects.”
The two countries are going to hold a conference in the near future so that details of the projects can be discussed in depth. In addition, they are going to work more closely with each other in the fields of environment, healthcare, culture and reducing air pollution in UB.

ULAN BATOR, March 27 (Xinhua) -- A symposium about investment of enterprises based in China's Heilongjiang Province in Mongolia was held here Tuesday to discuss bilateral commercial prospects.
At the opening of the symposium, Cheng Zhiming, vice-governor of China's Heilongjiang Province noted that bilateral trade volume between China's Heilongjiang Province and Mongolia reached 148 million U.S. dollars in 2018, with an average annual growth of 40 percent over the past three years.
With China's Belt and Road Initiative and Mongolia's Development Road Initiative being efficiently linked, the commercial ties and personnel exchanges between China's Heilongjiang Province and Mongolia will become increasingly close, Cheng said, adding that the cooperation opportunities will increase and the cooperation prospects will be broadened.
For his part, Economic and Commercial Counsellor of the Chinese Embassy to Mongolia Song Xuejun said that enterprises from Heilongjiang Province have a good reputation in Mongolia, hoping they will continue to make great contributions to the friendly relations between China and Mongolia.
The symposium was hosted by China's Heilongjiang Chamber of Commerce in Mongolia. Representatives from more than a dozen of Chinese companies attended the meeting.

The Chinese “Belt and Road” initiative is an important project, which European states would be glad to join, according to German Chancellor Angela Merkel, who stressed that cooperation should be based on reciprocity from Beijing.
“We, as Europeans, want to play an active part and that must lead to certain reciprocity and we are still wrangling over that a bit,” Merkel said, as quoted by Reuters.
The comment comes shortly after talks with French President Emmanuel Macron, European Commission President Jean-Claude Juncker and Chinese President Xi Jinping, who is currently paying a state visit to France.
The Chinese president came to France after his three-day visit to Italy. On Saturday, Rome and Beijing signed the memorandum of understanding on Italy’s joining of China’s Belt and Road Initiative. The move had not been received well by European nations, particularly France and Germany. French President Emmanuel Macron had called for a more consolidated approach toward China among European allies, at the same time as Paris was signing multi-billion-euro contracts with Beijing.
The Belt and Road Initiative is expected to provide effective connectivity and boost China’s cooperation with more than 152 countries in Southeast and Central Asia, the Middle East, Europe, Latin America and Africa via various infrastructure projects, along the lines of the old Silk Road.
The project, proposed by Xi in 2013, promises to significantly boost global trade, cutting trading costs by half for the countries involved. China has heavily invested into the ambitious enterprise with a reported $900 billion having been spent on projects in partner countries. Most of the investment projects of the Belt and Road initiative have reportedly benefitted China’s state-owned corporations.
Mongolia puts brakes on 'dangerous' winter horse racing www.aljazeera.com
Ulaanbaatar, Mongolia - The mere thought of stepping outside during a Mongolian winter is enough to chill one's bones. For years, Mongolian children have braved the frigid winter for a taste of glory, risking life and limb to win prize money for their families. Thanks to the efforts of human rights advocates, they will no longer.
In late January, the Mongolian government issued a ban on holding horse races during the winter months which, in Mongolia, last from October to May.
Horse racing has caused the injury and death of many Mongolian children, who are preferred to adult jockeys because of their smaller size.
Government figures show that in 2017, 10,435 children participated in horse races. Out of which 169 were injured and two were killed.
In winter, risks are heightened: children are subject to frostbite as they ride through cold and wind, visibility is lower, and getting lost or thrown from a horse is more likely to lead to death.
Despite years of protest by child welfare groups, change has been slow. Horse racing is a lucrative business in Mongolia, as members of parliament and other elite members of society own many of the race horses and hire child jockeys from poor families as their riders.
In a country with a rural poverty rate of 35 percent, parents often depend on their children's earnings for their family's survival.
Horse racing and herding are integral to Mongolian culture. Chinggis Khan's horseback warriors are the stuff of Mongol legends and still today, a nomad's wealth is in great part measured by how many horses he keeps.
But those opposed to winter horse racing argue that it is rooted in elite greed, rather than in tradition. Child welfare advocate Bolorsaikhan Badamsambuu explained that winter horse racing has only emerged over the last two decades as a tool for elite income generation and networking.
UNESCO has recognised Nadaam, a July holiday celebrating horse racing, archery, and wrestling, as part of Mongolia's intangible cultural heritage.
However, as Badamsambuu argues, children racing in winter is not part of this tradition. "The current Mongolian horse-racing obsession is promoting all-seasons horse racing and is destroying the lives of children."
The legal battle to outlaw winter and children's horse racing has been led by Baasanjargal Khurelbaatar, an Ulaanbaatar-based lawyer who took on the case pro-bono.
She worked with 27 civil society organisations to present the case in the country's Supreme Court. While her group has been successful in changing legislation, enforcement may be difficult.
"The lawyers did what we were supposed to do. Now government organisations must work even harder to protect children," Khurelbaatar told Al Jazeera.
Consultative meeting between Foreign Ministries of Mongolia and Russia held www.montsame.mn
Ulaanbaatar /MONTSAME/ A regular consultative meeting between the Ministries of Foreign Affairs of Mongolia and the Russian Federation took place on March 25.
At the meeting, it was emphasized that the good neighborly relations between Mongolia and Russia has been developing rapidly at strategic partnership level. The sides then exchanged views on bilateral political, trade, economic and humanitarian ties, as well as other cooperation issues including the issue of jointly celebrating the 80th anniversary of the Victory of the Battle of Khalkhin Gol, 70th anniversary of the establishment of Mongolian-Russian joint venture ‘Ulaanbaatar Railway’, and the 60th anniversary of bringing virgin lands under cultivation in Mongolia.
Pointing out the increase in bilateral trade turnover, both sides agreed to discuss opportunities for further expansion of trade and economic relations and cooperation at the Mongolia-Russia Intergovernmental Commission meeting to be held in Ulaanbaatar in the near future.
Mongolian Foreign Minister to visit China www.news.mn
Mongolian Foreign Minister D.Tsogtbaatar will make an official visit to China from March 31 to April 2, a Chinese Foreign Ministry spokesperson said on Monday. D.Tsogtbaatar will make the trip at the invitation of Chinese State Councilor and Foreign Minister Wang Yi, according to spokesperson Geng Shuang.

China and France announced trade deals worth billions of dollars as the presidents of the two nations met in Paris on Monday.
Chinese President Xi Jinping visited the French capital on the last leg of his three-nation European tour.
After the summit talks, a string of business deals between Chinese and French firms were announced. These included China's purchase of 300 airplanes from Airbus, the European aerospace giant headquartered in France.
Other agreements include a contract valued at 1.2 billion euros, or about 1.36 billion dollars, to build 10 container vessels.
At a joint news conference, French President Emmanuel Macron praised China's deal with Airbus as important progress.
Xi said that China and France had agreed to safeguard multilateral trade frameworks based on rules.
During his trip to Italy, Monaco and France, Xi made it clear that China hoped to strengthen ties with Europe amid trade tensions with the United States.

Ulaanbaatar /MONTSAME/ Prime Minister U.Khurelsukh and Prime Minister of the Republic of Korea (ROK) Lee Nak-yeon, who is on official visit to Mongolia, held official talks.
Wishing him a pleasant stay in Mongolia, PM U.Khurelsukh said "Mongolia and the Republic of Korea established diplomatic relations on this day of 1990 or 29 years ago. I made my first visit from ROK as the Prime Minister of Mongolia. During the visit, I personally got acquainted with flourishment of South Korea which has been developing under your leadership. I am confident that Your visit will make significant contribution to progress comprehensive partnership of the two countries.
In turn, South Korean PM Lee Nak-yeon said “I am starting my visit of this year from Mongolia. I congratulate you for that Mongolia’s economy has been growing and making people’s life better. Diplomatic relations between the two countries have made rapid strides in the past. 200 thousand citizens of two countries mutually traveled last year and it is a clear indication of it. South Korea is Mongolia’s fourth largest trading partner and it is listed in the 6th place with its amount of investment. There are broad opportunities to cooperate in areas of environment and health besides industrial sector in the future.”
Mongolia to establish independent agency for water management: PM www.xinhuanet.com
ULAN BATOR, March 25 (Xinhua) -- Mongolia is working to establish an independent agency for water management, the country's Prime Minister Ukhnaa Khurelsukh said Monday.
He made the statement during a meeting with water experts of the country, according to the government's press office.
"I have fully supported a proposal by water experts on establishing an agency which is in charge of the issues of the country's water," Khurelsukh said, adding that he has ordered relevant ministers to conduct research.
Mongolians' water consumption now lies at between 7 and 160 liters per day depending on where they live, which means that, compared with other countries, Mongolia ranks in the middle of the list of countries in the world by per capita water consumption, adequacy and hygiene of drinking water, N. Enkhbayar, an advisor to Khurelsukh, said on Thursday.
The Asian country boasts some 11,902 cubic meters of renewable internal freshwater resources per capita, according to data released by the World Bank in 2014.
Though the amount of water resources per capita in Mongolia looks abundant, the resources are unevenly distributed, with most rivers and lakes located in the northern mountainous regions of the landlocked country, while in other parts of the country, especially southern desert areas, underground sources account for 80 percent of total water consumption.
Around 30 percent of Mongolia's population has access to the water supply system. About 25 percent of the population receives water from the water transportation service, over 35 percent gets water from water supply points and less than 10 percent uses water from springs, rivers and snow water. Mongolian Central Bank keeps policy interest rate www.news.mn
The Central Bank of Mongolia has decided to leave the policy interest rate unchanged at 11 percent. “The decision aims to bolster economic growth and cope with the inflation target framework in the medium term,” said B.Bayarsaikhan, head of the bank’s monetary policy council.
The central bank has set a goal to stabilize inflation around the target rate of 8 percent in the medium term, B.Bayarsaikhan said, adding that annual inflation was at around 6.9 percent in February.
In addition, Mongolia’s central bank has maintained its forecast for economic growth to be at least 6.9 percent this year.
Foreign direct investment in the resource-rich country, an increase in coal exports, and activity in non-mining sectors will be the main drivers of the country’s economic growth this year, according to experts of the central bank.
Mongolia’s gross domestic product in 2018 expanded 6.9 percent year on year to reach 18.1 trillion Mongolian tugriks (6.8 billion U.S. dollars).
