Trade turnover reaches USD 5.6 billion as of May www.zgm.mn

Mongolia traded with 135 countries and the total trade turnover reached USD 5.6 billion, of which USD 3.3 billion were exports and USD 2.3 billion were imports. In May 2019, exports and imports reached USD 751.4 million and USD 548.8 million, respectively. Compared to the previous month, exports and imports increased by USD 11.1 million and USD 68.3 million, respectively.

Exports of mineral products, textiles, and textile articles, natural or cultured stones, precious metals jewelry make up to 96.6 percent of total exports. On the other hand, 68.9 percent of imports are mineral products, machinery, equipment, electric appliances, transport vehicle, and its spare parts and food products.

In May 2019, consumer price index increased by 7.9 percent from the same period of previous year, which was mainly contributed by increases in prices of food and non-alcoholic beverages group by 11.3 percent, alcoholic beverages and tobacco group by 4 percent, transport by 5.2 percent, housing, water, electricity and fuels group by 9 percent (electricity, gas and other fuels by 10.6 percent), and health by 9.5 percent.

At the end of May 2019, the amount of outstanding loan to entities, enterprises, and citizens amounted to MNT 18 trillion, increased by MNT 314.1 billion from the previous month and by MNT 3 trillion from the same period of the previous year.

In the first five months of 2019, 342.8 million units of securities worth MNT 86.5 billion were traded at the stock market, which is an increase of by MNT 21 billion or 32 percent compared to the same period of last year. The number of traded securities decreased by 7 million units.

Trades of government bonds in secondary markets amounted to MNT 26.1 billion in the first five months of 2019, which is lower by 482.5 million compared to the same period of 2018. In April 2019, MNT 1 billion worth of government bond was traded at the secondary market, while MNT 2.1 billion worth of government bond was traded at the secondary market in May 2019.

In the first five months of 2019, total equilibrated revenue and grants of the General Government Budget amounted to MNT 4 trillion and total expenditure and net lending amounted to MNT 3.8 trillion, resulting in a surplus of MNT 146.1 billion in the equilibrated balance.

General Government budget revenue was comprised of 81.5 percent of tax revenue, 8.3 percent of non-tax revenue, 9.6 percent of the future heritage fund and 0.6 percent of the stabilization fund. General Government Budget expenditure and net lending were comprised of 84.2 percent of current expenditure, 13.8 percent of capital expenditure and 2.1 percent of net lending.

In the reporting period of 2019, current and capital account balance deficit by preliminary result reached to USD 396.6 million, increased by USD 6 million compared to the same period of last year.

The Bank of Mongolia (BoM) has also reported that investment in mining declined from the previous year in the first quarter of 2019. It was dropped 16 percent to USD 443 million.

Sharp : Builds Mega Solar Plant near New Ulaanbaatar International Airport, Mongolia www.marketscreener.com

Sharp Energy Solutions Corporation (SESJ)*1 announces the completion of a mega solar power plant in Khushight Khundii, Sergelen district, Tuv province, Mongolia with partners including renewable energy company Sermsang Power Corporation*2 and Tenuun Gerel Construction LLC*3.

The power plant is located approximately 14 km southwest of the New Ulaanbaatar International Airport, which is currently under construction. Plans are to supply the electricity generated by the power plant to the central grid system which connected also capital of Ulaanbaatar and the new airport. In general, the longer the distance between a power plant and the facilities it is supplying, the greater the electricity loss. However, this new power plant will be able to efficiently supply electricity to the new airport and urban parts of Ulaanbaatar, areas predicted to see rising electricity consumption.

This power plant was constructed after selection as one of the Joint Crediting Mechanism (JCM) Model Projects*4 financially supported by the Ministry of the Environment, Japan.

The project is implementing under the cooperation between the Government of Mongolia and Japan. The 16.4 MW-dc solar power plant will generate 23,134 MWh per year, thus allowing reduction of greenhouse gas (GHG) emissions of 18,438 t-CO2 per year.

Mongolia's government aims to have renewable energy account for 30% of the country's energy mix by 2030, representing a 14% drop in greenhouse gas emissions compared to a BAU*5 scenario. Sharp remains committed to spreading the use of renewable energy in Mongolia.

Presidents of Kyrgyzstan and Mongolia sign number of documents www.24.kg

A number of documents were signed following the meeting of the Presidents of Kyrgyzstan Sooronbai Jeenbekov and Mongolia Khaltmaagiin Battulga, which was held during his official visit to the Kyrgyz Republic. Press service of the Head of the Kyrgyz Republic reported.

Sooronbai Jeenbekov stressed the need to develop bilateral cooperation in trade, economic, cultural and humanitarian spheres. «We are working on the issue of opening a diplomatic mission in Mongolia. In the near future, we plan to open an Honorary Consulate in Ulaanbaatar,» he said.

In order to enhance trade and economic cooperation, Sooronbai Jeenbekov proposed to hold a business forum within the framework of the Kyrgyz-Mongolian Intergovernmental Commission.

The President expressed his interest in studying the Mongolian experience in the mining industry, exchange of views on the effective management and use of natural resources and digitization of the activities of state bodies, in joint work in the field of history and archeology.
«Our countries have a cultural similarity, common nomadic history. In addition, Kyrgyzstan and Mongolia are included in the habitat of the snow leopard. It is important to continue work on the preservation of snow leopards and their fragile habitat,» the head of state said.

«As far as I know, ethnic Kyrgyz live in Bayan-Ulgiy aimak. We are interested in attracting representatives of academia to conduct research in this area. I am sure that with further study of this issue, we will find more points of contact, as well as other information uniting our history,» Sooronbai Jeenbekov stressed.

Online system for budget investment launches www.montsame.mn

Ulaanbaatar /MONTSAME/ The Ministry of Finance in collaboration with the World Bank developed an online system for state budget investment management. The system is available on publicinvestment.gov.mn website and smartphone app.

The investment based planning, financing activities and integrated investment database are available on the website. A total of 1281 projects planned in 2019 have been registered in the system and officials of 100 organizations connected to it as well.
With the introduction of the system, it will be possible to submit funding requests online, get information on financing procedures, ongoing projects and obtain legal and statistical information on investment.

Cabinet issues permit of railway infrastructure construction www.montsame.mn

Ulaanbaatar /MONTSAME/ At its regular meeting on June 12, the Cabinet issued a permit of basic infrastructure construction of railroad in route Tavantolgoi-Zuunbayan to ‘Mongolian Railway’ state-owned shareholding company and obliged corresponding Ministers and governors of the aimags to promptly give permits of constructional works of power transmission line, signal, railway stations, and junctions in accordance with relevant regulations.

At the meeting, the Cabinet members adopted a railway direction to be built between Tavantolgoi deposit and Zuunbayan bagh (smallest administrative unit) in Sainshand soum of Dornogobi aimag. The railway will be 414.6 km from Tavantolgoi deposit in Tsogttsetsii soum of Umnugobi aimag to Zuunbayan railway station. It is expected to increase exports and transportation of mining and industrial products as well as to promote regional socio-economic development.

Making the deadly UB-Darkhan highway safe www.news.mn

The modernisation of the highway connecting Ulaanbaatar, the capital city of Mongolia, to Darkhan, a city near the Russian border, has just begun. The Asian Development Bank and the European Bank for Reconstruction and Development (EBRD) have financed a total of USD 83.8 million loans for the renovation of the deadliest road in Mongolia. The road will be renovated with four-lanes and concrete surfaces in accordance with international standards. However, only two-lanes of the road will be constructed by the end of the 2019 warm-weather window, said officials. Originally, it is planned to fully open the four-lane road on 25 December, 2019.

Built in 1970-1980, the 244 km Ulaanbaatar – Darkhan highway passes through major industrial towns, agricultural regions and tourist camps. The road is of strategic importance, because it is part of the north-south corridor, linking the capital with Russia. Darkhan is the country’s third-largest city.

Due to heavier than planned for usage and lack of maintenance, the road is now heavily damaged and the cause of many accidents – including deaths and life-changing injuries. Nearly 3800 cars use the road daily; the original projected capacity was just 600 a day! The flow of vehicles increases to 12300 during the two traditional festivals of Naadam and Tsagaan Sar (White Moon). During the latter, which takes place in the winter, poor weather conditions including ice and snowstorms make the Darkhan road even more deadly.

So, by the time, Mongolians celebrate the Year of the Dog, at the beginning of next year, the road should be, if not completely pothole free, certainly a lot safer for travellers.

Cooperative technical and vocational education and training project launched www.montsame.mn

Ulaanbaatar/MONTSAME/. The Cooperative Technical and Vocational Education and Training /cTVET/ project’s launch event was held on June 10 at the Ministry of Labour and Social Protection of Mongolia.

The project aims to contribute to the sustainable development of technical vocational education and training /TVET/ system in Mongolia. Funded by the governments of Germany, Australia and Korea, it will be implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in partnership with Ministry of Labour and Social Protection in the duration of March 2019 through February 2022.

Attendees of the cTVET launch event were, Mongolian Vice-Minister of Labour and Social Protection, Ms. S. Mungunchimeg, Federal Republic of Germany’s Ambassador to Mongolia, H.E Mr. Stefan Duppel, Australia’s Ambassador to Mongolia, H.E Mr. Dave Vosen, Country Director of KOICA Mongolia, Mrs. Haeng Lan JO, representatives from project beneficiary TVET intuitions as well as private sectors’ representatives. At the launch event, the project was introduced to the guests and best practices on the private sector involvement in the quality TVET were shared.

The cTVET project supports the Ministy of Labour and Social Protection in the sustainable development of total seven TVET schools to evolve into Capacity Development Centres (CDCs) with enabling framework to fulfill the role as training hubs in western, eastern, central, southern and Ulaanbaatar regions in Mongolia. Additionally, the project supports the establishment of pre-service and in-service qualification system for TVET teachers.

The CDCs will offer high quality training in selected trades: industrial mechanics, welding, mechatronics, electrics-electronics, car mechatronics, carpentry and construction. In Mongolia’s TVET system the CDCs will act as multiplier and innovation hub. On top of offering high quality training to students, CDCs will provide training for TVET teachers from other TVET schools, skill-upgrading courses for workers from industry, short term skills training for unemployed people and act as skills assessment centre as well as preparation facility for World Skills Competition participants.

Within the project, UB construction polytechnic college, Institute of Engineering and Technology, Mongolian Korean Polytechnic College, Zavkhan Polytechnic College, Dornod Polytechnic College, Southgobi Polytechnic College and Darkhan-Uul Mining and Engineering Polytechnic College will be developed into CDCs.

Mongolia, Lithuania sign road transport agreement www.akipress.com

State Secretary of the Ministry of Road and Transport Development Batbold Sandagdorj and Vice-Minister of Transport and Communications of Lithuania Ričardas Degutis on June 10 signed an agreement betwen the two countries on international transport of passengers and goods by road, Montsame reported.

The purpose of the agreement is to create a legal framework for facilitating trade and transport, coordinating transport types, promoting cooperation in road transport and jointly implementing international standards and recommendations.

Mongolia has established intergovernmental agreements on international road transport with Russia, China, Kazakhstan, Ukraine, DPRK, Turkey, Kyrgyzstan, Belarus, Latvia, and Hungary since 1993.

Transit freights on the rise amid growing trade between Russia and China www.zgm.mn

Mongolia’s shipping link with the shortest route from the West to the East has risen the transportation turnover. Last year, the number of transit containers passing through Mongolia increased by 53 percent to 855 freight trains. It is almost five times more than two years ago.

Officials reported that transit transportation reached 3.4 million tons a year. In recent years, exports and imports are continuing to increase and transportation volume is on the rise, railway transportation has grown by 15 percent to MNT 616 billion as of 2018.

However, the capacity of Mongolia’s transportation has reached its peak and the spokesman of the Ulaanbaatar Railway JV said “Our capacity to receive and transport reached its peak. Now it is time to make technological innovations”. The international delegations also acknowledged this. “The transit route was relatively slow in 2017 but increased sharply after the 2018 Beijing meeting. However, we are worried that there will not be enough capacity to receive this while the freight is increasing. The volume of transit cargo from Russia to China is rapidly rising,” said the Secretary-General of the International Railtransport Committee.

Certain proportion of trade turnover has to come to Mongolia
In 2018, the number of transit transportation routes from Russia to Asia to the port of Erlian via Mongolia hiked; Mongolia accounts for 90 percent of the total transit shipping order. It is expected to increase continuously.

The length of the railway line connecting Mongolia to Russia and China is 110 km long. It is 533 km shorter than the Kazakhstan transit railway and 748 km closer than the Trans-Manchurian corridor. Therefore, a certain proportion of trade turnover has to come to Mongolia, which has led to the peak load.

30 Nations Arrive in Mongolia for Peacekeeping Exercise www.pacom.mil

ULAANBAATAR, Mongolia -- The Mongolian Armed Forces and U.S. Indo-Pacific Command have announced their participation in Exercise Khaan Quest 2019, scheduled to be held at the Five Hills Training Area, Mongolia from June 14 through June 28.

Khaan Quest is a multinational exercise co-sponsored by U.S. Indo-Pacific Command and hosted annually by the Mongolian Armed Forces. Khaan Quest 2019 is the latest in a continuing series of exercises designed to promote regional peace and security. This year’s exercise marks the 17th anniversary of this training event.

Khaan Quest 2019 consists of a UN peacekeeping operations command-post exercise, a company training event, a staff training event, a field training event, and a critical enabler capability enhancement event at the Five Hills Training Area, all of which will focus on UN and international peacekeeping and stability operations. During these portions of the exercise, Mongolian, U.S., and multinational forces will work to enhance interoperability and mission effectiveness in common tactics, techniques, and procedures in accordance with UN doctrine for peacekeeping operations.

Approximately 220 U.S. personnel and 900 MAF personnel are expected to participate in Khaan Quest 2019, along with approximately 750 personnel from various other nations. This year, the MAF has invited military personnel from various nations including Australia, Bangladesh, Benin, Cambodia, Canada, China, Croatia, El Salvador, Fiji, Indonesia, Israel, Japan, Jordan, Malaysia, Moldova, Nepal, New Zealand, Peru, Philippines, Qatar, Rwanda, Singapore, South Korea, Sri Lanka, Togo, United Kingdom, Uruguay, Vietnam and Zambia to participate in Khaan Quest 2019.

The purpose of Khaan Quest is to gain UN training and certification for the participants through the conduct of realistic peace support operations, to include increasing and improving UN peacekeeping operations interoperability and military relationships among the participating nations.
