Erdenet enterprise finalizes its debt www.montsame.mn

Ulaanbaatar/MONTSAME/ ‘Erdenet’ state-owned enterprise has fulfilled a claim of ‘Standard’ Bank of South Africa and a decision of the London Court of International Arbitration (LCIA); thus it has completely resolved its debt issue, reported U.Enkhtuvshin, Deputy Prime Minister, and Kh.Badamsuren, Director-General of ‘Erdenet’ state-owned enterprise, on April 5.

On the grounds that its issuance of a guarantee on the loan that ‘Just’ Group received from ‘Standard’ Bank, the LCIA made a decision in 2013 that Erdenet enterprise must pay USD117 million in total, including of basic loan, interest, expenses on court proceedings and monthly interest, to the Bank.

Thanks to bilateral effective negotiations, held few times with the involvement of a mediator company, the parties reached an agreement to lower the payment three times. Accordingly, Erdenet enterprise paid USD40 million from its target-risk fund, finalizing its debt issue with the Bank, noted Deputy Prime Minister U.Enkhtuvshin.

An issue on taking the money issued from the risk fund back from culpable persons who caused this case to be tried at the international arbitration will be internally resolved at court.

‘National Gold to the Fund of Treasures’ campaign launches www.montsame.mn

Ulaanbaatar /MONTSAME/ A six-month campaign titled ‘National Gold to the Fund of Treasures’ launched on April 8 at the Bank of Mongolia (BoM).

Representatives of the BoM, the Ministry of Mining and Heavy Industry, Mineral Resources and Petroleum Authority, General Department of Taxation, commercial banks and gold miners presented and discussed pressing issues of the sector and their solutions.

Government and non-governmental organizations will cooperate on the campaign to increase the gold reserves, intensify training and promotion on the process of gold purchase among the public through introducing relevant laws and regulations and encouraging business entities and individuals to sell their gold to the BoM and to commercial banks.

It is also planned to make gold origins clear, eliminate illegal cross-border movements of gold, create an integrated platform and software for gold miners and buyers in cooperation with the Mineral Resources and Petroleum Authority and other relevant authorities.

Facebook to use AI to respect the dead www.bbc.com

Facebook has said it is working on using artificial intelligence to prevent a common and upsetting problem: receiving notifications about deceased friends and loved ones.

The company said it hoped to stop the “painful” experience of getting suggestions to invite dead people to events, or to wish them a happy birthday.

On profiles, tributes to a person will now appear separately, keeping the deceased’s timeline as they left it.

"We hope Facebook remains a place where the memory and spirit of our loved ones can be celebrated and live on,” said Sheryl Sandberg, Facebook’s chief operating officer.

Users have often complained about being shocked and upset when Facebook nudges them to interact with a deceased loved one.

Since 2009, Facebook has given users the ability to “memorialise” profiles; a status which adds “Remembering” to the person’s name and allows friends to post messages (more than 30 million people do this every month, Facebook said).

Once a page has been memorialised, it no longer appears within notifications as if that person were still alive. But, for profiles of deceased users that have not yet been memorialised, Facebook said it would use AI to stop those accounts from appearing in unexpected places as well.

Legacy contact control

Facebook also announced other tweaks to how dead people are represented on the network.

Memorialised accounts will now have a separate “tributes” tab for people to leave condolences and memories, a move that would leave the deceased’s timeline intact.

Content posted as tributes can be moderated by a person’s “legacy” contacts. These are other Facebook users who they have designated as a trusted person or persons, who can take over in the event of their death.

"Legacy contacts can now moderate the posts shared to the new tributes section by changing tagging settings, removing tags and editing who can post and see posts,” Ms Sandberg explained.

"This helps them manage content that might be hard for friends and family to see if they’re not ready.”

Under-18s cannot nominate a legacy contact, but parents or guardians of children who have died can contact Facebook to request access.

Some of these changes have come in response to abuses of its systems, such as a “prank” in which users would falsely tell Facebook someone had died, locking that user out of their account, and causing friends distress.

Mongolia’s foreign exchange reserves reach $3.7bn www.daily-sun.com

Mongolia's foreign exchange reserves rose to 3.7 billion U.S. dollars by the end of March, the country's central bank said Tuesday in a statement carried by its website.

The amount increased by 200 million dollars from the end of 2018, said Atarbaatar Enkhjin, head of the Reserve Management and Financial Markets Department at the Bank of Mongolia, reports Xinhua.

Enkhjin noted that the increase was a result of several factors, including the implementation of the three-year Extended Funding Facility (EFF) of the International Monetary Fund (IMF) in Mongolia and higher commodity prices in the global market.

Mongolia's foreign trade up 17 pct in Q1 www.xinhuanet.com

ULAN BATOR, April 9 (Xinhua) -- Foreign trade turnover in Mongolia rose to 17 percent year on year in the first quarter of this year, the Mongolian Customs General Administration (MCGA) said Tuesday.

According to the MCGA, the Asian country's foreign trade totaled 3.57 billion U.S. dollars in the first three months of this year.

The country demonstrated a surplus in its foreign trade balance as exports exceeded imports by 458.9 million dollars, the MCGA said in a statement.

In addition, a few types of products, including mineral products, cashmere and hides accounted for around 93 percent of total exports during the 
period, the statement said.

Mongolia mining minister rules out Oyu Tolgoi deal changes www.ft.com

Mongolia’s minister of mining and heavy industry has appeared to rule out making changes to the investment agreements that underpin the development of the giant Oyu Tolgoi copper project.

Dolgorsürengiin Sumyaabazar told the country’s leading TV channel MNB that the $5.3bn underground expansion of the mine should be based on the existing contracts between the government and Anglo Australian miner Rio Tinto.

“As the minister of this sector I see that further investment in the mining sector directly depends on this project,” according to a translation of the TV transcript. “Various people with various backgrounds express their own opinions related to Oyu Tolgoi agreements. But we won’t terminate the Oyu Tolgoi agreement.”

His comments come after a parliamentary working group delivered a report on Oyu Tolgoi to the country’s National Security Council that recommended scrapping one of the agreements and amending another.

The deals in question set the initial ground rules for the development of the project in the Gobi desert and the underground expansion, which is running behind schedule.

“For our country whose fragile economy is based on the mining, we need to improve, sit behind the table and negotiate, make proper steps to support each other to successfully carry this large project,” said Mr Sumyaabazar.

He added that the expansion of Oyu Tologi needed to be seen in a wider context, citing Mongolia’s plans to float its Tavan Tolgoi coal project on a foreign stock exchange.

“During this delicate time along with current issues, we need to properly think and deliver the decision on Tavan Tolgoi project and Oyu Tolgoi project,” he said.

Arnaud Soirat, the head of Rio’s copper and diamonds business, welcomed the decision by the ministry of mining. Separately, he also provided some more details on the delays to the underground expansion at Oyu Tolgoi.

“In a $5.3bn construction project you can expect some challenges, and difficult ground conditions have slowed progress in some areas of the underground development,” he told delegates at a major copper conference in Chile.

“We’re adjusting our mine design as we progress — integrating new geotechnical data than was available during surface drilling. This data reveals there are areas where the strength of the rock is more variable than anticipated in the feasibility study requiring potentially significant design changes.”

“We welcome the Mongolian Government’s recognition of the importance of these agreements, with the Minister of Mining highlighting in comments overnight that they not only underpin the OT project but the strong economic future mining can deliver for the country.”

Rio is expected to provide an update on the underground expansion, detailing the length and cost of the overrun, when it reports interim results in August.

Oyu Tolgoi is one of Rio’s most important growth assets. It controls the mine through a majority stake in a Canadian-listed company called Turquoise Hill.

Towards a mercury-free future in Mongolia and the Philippines www.unido.org

ULAANBAATAR, 8 April 8 2019 – With twenty per cent of the world’s gold supply produced by artisanal and small-scale miners, urgent action is needed to reduce the environmental impact of the sector, as well as to protect the health and well-being of the millions of men, women and children working in the industry, according to the backers of a new project to reform the artisanal and small-scale mining (ASGM) sector in Mongolia and the Philippines.

Launched today, the $60-million Contribution Toward the Elimination of Mercury in the Artisanal and Small Scale Gold Mining Sector: From Miners To Refiners project will work to formalize the sector in the two countries, supporting miners to access markets for responsible gold, as well as to move to mercury-free mining and processing. The ASGM sector is the single largest source of man-made mercury emissions, responsible for the release of as much as 1,000 tonnes of the element to the atmosphere every year and exposing millions of miners and processors to potential mercury poisoning.

“The launch marks the beginning of a robust cross-sector initiative that will drive the sector towards a more inclusive, formalized, technology-led, and healthy workforce,” Batbayar Tserendorj, Vice Minister of Environment and Tourism of Mongolia said.

As many as 60,000 people are employed in artisanal and small-scale gold mining in Mongolia – one third of the rural workforce – indirectly supporting another 180,000 people and producing 46 per cent of the country’s gold output. In the Philippines, the sector produces 70 per cent of the nation’s gold, with 500,000 miners providing livelihoods for some 2 million people in total. Part of the international GEF GOLD Programme, the Mongolia-Philippines project is led by UN Environment and the United Nations Industrial Development Organization (UNIDO), working in collaboration with the Artisanal Gold Council and the governments of Mongolia and the Philippines, and supported with financing from the GIobal Environment Facility, Argor Heraeus, and the International Labour Organization.

“The GEF GOLD programme is taking a global yet comprehensive approach, ensuring effective tools and mechanisms are in place for artisanal and small-scale mining communities to continue to prosper while preserving their base resources – the environment and their own health,” GIobal Environment Facility Director of Programmes, Gustavo Fonseca, said.

UN Environment Chemicals and Health Branch Head, Jacob Duer, said the GEF GOLD Mongolia-Philippines project would deliver both global and local benefits, reducing mercury emissions by 40 metric tons over five years, while tackling threats to miners’ health, mercury pollution of water sources, and damage to ecosystems.

“Having launched the global GEF GOLD programme in London last month, now is time to roll up our sleeves and take on the work of building a better artisanal and small-scale mining sector starting in Mongolia and the Philippines,” Duer said.

Stephan Sicars, Director of the Department of Environment at UNIDO, said mercury use in the ASGM sector is certainly a concern for national governments because it has a substantial and long-lasting impact on the global environment. "Therefore, replication and upscaling of the use of mercury-free mining technologies in both Mongolia and the Philippines is key to ensure the effectiveness and sustainability of the project. Training on better practices will be provided on mining, gender, environmental, legal and management to support miners moving toward formalization and financial sustainability."

Mongolia to encourage gold sale to banks www.menafn.com

(MENAFN) The Mongolian central bank commenced a plan to last for six months that aims at promoting the sale of gold by gold miners and persons to banks.

The news was announced by head of the Reserve Management and Financial Markets Department at the Bank of Mongolia, Atarbaatar Enkhjin.

According to the chief, "the Bank of Mongolia's gold purchase has declined sharply since the beginning of this year due to instability in the domestic tax environment."

Enkhjin noted "so, we decided to again launch a campaign called 'National Gold to the Fund of Treasures' to increase the central bank's gold purchase."

Bank of Mongolia, he added, is looking to coordinate events that seek to push the sale of gold to banks.

Elimination of Mercury in Artisanal and Small-Scale Gold Mining project launches www.montsame.mn

Ulaanbaatar /MONTSAME/ The Ministry of Environment and Tourism in cooperation with the UN Environment Programme and UN Industrialization Development Organization launched the five year project ‘Elimination of Mercury in Artisanal and Small-Scale Gold Mining’ with the Global Environment Fund financing.

Deputy Minister of Environment and Tourism Ts.Batbayar noted in his opening remarks that the project is aimed at creating legal mechanism for formalizing artisanal and small-scale gold mining (ASM), testing and introducing mercury-free gold mining technologies, opening up new financial and investment opportunities, creating a system for legal sales of artisanal gold.

Harmful effects of mercury use on environment and health is the challenge faced not only by Mongolia, but also several other countries including Burkina Faso, Colombia, Guyana, Indonesia, Kenya, Peru and the Philippines. The project will be implemented in the above mentioned eight countries.

Mongolia’s transit to a market economy in the early 1990s resulted in a rise in unemployment caused by privatization and economic difficulties, and people started to make a living from illegal mining. Number of illegal miners dramatically grew, reaching over 100 thousand in 2007. However, according to the National Statistics Office survey, the number of illegal gold miners reduced by 30-40 percent in the recent years.

According to the Environmental Condition Report, about 30 percent of mining related land disturbance is caused by artisanal miners. Thus, the project will pay special attention to provide technical and financial assistance for mitigating environmental impacts of ASM and fulfillment of the obligation to rehabilitate the environment.
