China, Russia, Mongolia jointly protect Siberian crane www.xinhuanet.com

NANCHANG, Jan. 17 (Xinhua) -- Six organizations from China, Russia and Mongolia signed a Memorandum of Understanding (MOU) on the conservation of the Siberian crane Thursday in east China's Jiangxi Province.

Also known as the Siberian white crane, or the snow crane, the species is rated as critically endangered on the International Union for Conservation of Nature (IUCN) Red List.

The six organizations -- the School of Nature Conservation of Beijing Forestry University, a Siberian cranes protection center in the city of Nanchang, two institutes of the Russian Academy of Sciences, a Mongolian bird conservation center and a nature reserve administration in Dornod Province -- signed the MOU of Siberian Crane Research and Conservation in Nanchang, capital of Jiangxi.

Guo Yumin, a professor with the Beijing Forestry University, said that all parties decided to join hands to protect the Siberian crane after multiple discussions. The participants will work together to collect and share scientific data such as breeding areas, population size and different habitats.

According to the MOU, the Russian side will focus on the investigation of the breeding areas of Siberian crane, while the Chinese side is mainly responsible for the investigation of the bird's winter area, and the Mongolian side will carry out research on Siberian cranes in the summer area.

Nikolai Ivanovich Germogenov, director of the Institute of Biology of the Problem of Cryolithozone of the Siberian Branch of the Russian Academy of Sciences, said the MOU was a sign of great progress, helping make the cooperation between the three countries more flexible.

The world population of Siberian crane is estimated at about 3,600.

There are three migration routes for Siberian crane - the eastern, western and central route. The eastern populations migrate during winter to China via Russia and Mongolia. Book about the Japanese prisoners of war in Mongolia published www.montsame.mn

Ulaanbaatar /MONTSAME/ The Special Archives of the General Intelligence Agency (GIA) published a book named ‘War Victims’ (The Japanese prisoners of war in Mongolia in 1945-1947).

Co-written by Deputy Director of the Special Archives of GIA B.Erdenebileg and Doctor of Science J.Urangua, the book reveals new interesting facts about the Japanese prisoners of war and their life in Mongolia.

According to the historical sources, Mongolia needed huge working force after the Liberation War of 1945 and as Mongolia requested the Soviet Union, more than 12300 Japanese prisoners of war set foot in Mongolia in six shifts in the fall of that year.

They had worked in industrial complex, lime plant, match manufacturing plant in Sukhbaatar city, collective farms, coal mine in Nalaikh and brick plants. Some 1000 professionals such as drivers, plumbers, fishermen, farmers, railroaders, journalists, accountants, teachers and photographers were among the prisoners of war.

The Japanese 10705 prisoners of war were returned to their home country between October 14 and October 28, 1947, however the war prisoners who committed a crime during their detention were left in Mongolia, and they were returned to their homeland in 1957 through China. A total 13 Japanese soldiers were recorded to be punished according to the Law of Mongolia that time.

Mongolia’s industrial output increases by 21 percent www.news.mn

Mongolia’s 2018 industrial production increased by 21 percent from the previous year, reaching about USD5.9 billion, according to the National Statistics Office.

Output of the main products of the mining and extractive industries was up by 19.6 percent, making it the main driver of overall growth.

Mainly, the volume of raw coal production rose by 63.1 percent, whilst that of iron ore production increased by 3.4 percent, year on year.

Mining industry products last year accounted for about 85 percent of the total industrial production in the landlocked country, which is rich in natural resources such as gold, silver, iron, coal and copper.

The National Statistics Office has forecasted that Mongolia’s population will reach five million by 2045. Mongolian herders to work on big US sheep farms www.news.mn

A year ago, the US Department of Homeland Security (DHS) updated the list of countries eligible to participate in the H2A and H2B non-immigrant visa programs which includes Mongolia. The H2 visa gives foreign citizens the chance to officially work in the USA for short period and has two categories: H-2A and H-2B. H-2A visa allows temporary work in the agricultural sector while H-2B belongs to other sectors. It can be noted that there is a quota for H-2B visa but there is no limit for H2-A visa.

According to the ‘ADIS’ social development centre, the owners of large farms in the US are interested in hiring Mongolian herders. The centre has signed an agreement with two large American Sheep Unions. However, Mongolian herders face some difficulties, in particular their knowledge of English.

Foreign Minister requests three new ambassadorial nominees www.news.mn

The appointment of the Mongolian ambassadors to Thailand, Australia and South Korea has been pending for over a year-and-a-half. Both the cabinet and the State Great Khural (parliament) have appointed N.Chimguundari as ambassador to Thailand, G.Tenger to Australia and B.Khurts to South Korea. However, Mongolian President Kh.Battulga has been adamantly refusing to present them with their letters of credence.

Parliament rejects temporary committee for SMEDF www.zgm.mn

Parliament, at its plenary session yesterday, passed the President-initiated bill on the Procedure of the Plenary Session for final discussion. Accordingly, the Parliament can potentially decide the fate of Speaker Enkhbold Miyegombo next week.

Following the public demonstration last week, the Parliament decided to consider the President-initiated bill on the Procedure of the Parliamentary Plenary Session, which allows dismissal of Parliament Speaker if more than half of MPs submit a petition. The bill was passed to the Standing Committee on State Structure for final discussion yesterday. The draft legislation contains two articles. The first article states that the Parliament would discuss a proposal to dismiss the Parliament Speaker in an urgent manner when it is submitted by a majority of the Parliamentarians. The second article specifies the time when the legislation will take effect. If the bill is approved, the Speaker might be ousted next week.

Afterward, the Parliament discussed two key items, namely the establishment of a temporary committee on investigating Small and Medium-sized Enterprise Development Fund (SMEDF) and minerals law.

MINISTER OF MINING RETRACTS BILL ON MINERALS

Due to the lack of quorum for the last two months, the Bill on Minerals that was expected to extend 2.5 percent gold royalty for another three years was left undiscussed by the Parliament, resulting in 5-9 percent royalty starting from January 1. After finally forming a quorum, the Minister of Mining and Heavy Industry Sumiybazar Dolgorsuren requested to retract the bill to revise certain articles yesterday. The request was approved by 74.5 percent of MP. Since the bill is now postponed for an indefinite time, the gold tax will be set at the pre-revision level of 5-9 percent.

Initiated by nine MPs, the bill on establishing a temporary committee responsible for investigating, monitoring and transparently disclosing information of SMEDF was rejected. The Parliament deemed it unnecessary as a temporary committee has the authority as a permanent committee and rejected the bill with 64.3 percent of votes from MPs.

New mayor of Mongolia's capital elected www.xinhuanet.com

ULAN BATOR, Jan. 16 (Xinhua) -- Deputies of the Citizens' Representative Council of Ulan Bator elected a new mayor of the capital city on Wednesday.

Samdannyam Munkhchuluun was appointed by 24 deputies in the 45-seat council in a secret ballot.

"Working as mayor of the capital city is very responsible. I will work hard to solve the pressing issues in the city which is home to more than half of the country's population of 3.2 million," Munkhchuluun told reporters after the appointment.

The 40-year-old Munkhchuluun, a member of the ruling Mongolian People's Party, has served as a deputy of the Citizens' Representative Council since 2016.

Sundui Batbold, the former mayor of Ulan Bator, announced his resignation in late November after the country's Prime Minister Ukhnaa Khurelsukh accused him of not fulfilling his duties.
